(1) Subject to the provisions of this Act and the rules made thereunder, the Lokayukta may, by notification in the Official Gazette, make regulations to carry out the provisions of this Act. -
(2) In particular, and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the foilowing matters. namely:—
(a) the conditions of service of the secretary and other officers and staff of the Lokayukta and the matters which in so far as they relate to salaries, a|lowances, leave or pensions, require the approval of the Governor under sub—section (4) of section 10;
(b) the place of sittings of benches of the Lokayukta under clause (c) of sub—section (1) of section 16;
(c) the manner for displaying on the website of the Lokayukta the status of all compiaints pending or disposed of along with records and evidence with reference thereto under sub— section (10) of section 20;
(d) the manner and procedure of conducting preliminary inquiry or investigation under subsection (12) of section 20; I - (a) any other matter which is required to be, or ' may be, specified under this Act.
60. Every rule and regulation made under this Act shaii be laid, as soon as may be after it is made, before the Manipur Legislative Assembly, while it is in session, for a total period of thirty days "which may be comprised in one session or in two or more successive sessions, and if, before the expiry of the session immediately following the session or the successive sessions aforesaid, the House“ agree in making any modification in the ruie or regulation or the House agrees that the rule or regulation should not be made, the rule or reguiation shall thereafter have effect only in such modified form or be of no effect, as the case may be; so, however. that any such modification or 31 annulment shat] be without prejudice to the validity of anything previously done under that rule or reguiation.
