Notwithstanding anything contained in the Code, any Police Ofieer not below the rank of Assistant Suh-Inspector may apprehend without warrant any person found or reasonably suspected of committing an ofi’ence under this Act, in any public street or thoroughfare or in any place to which the public have or are permitted to have access.
