(1) The State Government may, subject to the condition of'previous publication and by notification in the official Gazette, make rules to carry out thepurposes 01’ this Act.

(2) 1n particular, and without prejudice to the generality of the torgoing p0\\'Ct‘S, suchrules may provide For all or any otithe following matters, namely,-
(a) manner in which the President ol‘the State Ctnmeil shall be elected under sub-- 2 section (3) ol‘Seetion 3;
(b) manner in which the meetings of the State Council shall be convened. held and conducted under section 5,
(e) manner in which the money received by the State Council shall be utilised under sub—section (2) Ol‘seetion i2;
(0) form ol’registers to be maintained under section IS, (I) term 01' lists to be maintained by the State Council under section 16,
(g) procedure to be Followed by the State Council in disposing 0fthe appeal tintlersub—seetion (3) ol‘seetion 23,
(h) auditing olithe aeemmts ol‘the State Council titltlct'};t:t;lit)1133,
(3) Every rule made by the State Government under this Act and every regulation made by the State Council thereunder shall be laid, as soon as after it is made. before the l‘louse ol‘the Manipur Lenislative Assembly, while it. is SCS.‘;lt)t'i, l'or 21 total perititl nl' thirty days which may be comprised in one session or in two or more successive sessions‘ and it‘, before the expiry ul' the sessiun immediately lbllowing the sessitm or the :sneeeusive sessions atbresaid, the House agrees in making any modification in the rule or I‘ettttltttitm, or the House agrees that the rule or regulation simultl not he made, the rule or t‘eyttlnlitm shall tltex‘eztltet‘ have el‘leet only in sueh nmditied limit or be tn'nu el'l'eet, as ease may he;
so, however that any such modification or annulment shatl 'e-e without prejudice tn the validity ol‘anything done under that rule or regulation.
