(1) In section 19 of the principal Act,
(i) for sub-section (2), the following shall be substituted, namely- "(2) In particular and without prejudice to the generality of foregoing power, such rules may provide for all or any of the following matters, namely:- {a) manner and guidelines for determining the ceiling of fifty percent of reservation of the vacancies of the year under tho provision of section 4A of the Act and Clause 4B of Article 16 of the Constitution .
