(i) the Vice-Chancellor-ex-oficio Chairman;
(ii) Deans of Faculties;
(iii) one Professor from each Faculty to be nominated by the Vice—Chancellor;
(iv) one Principal/Director of a constituent college to benominated by the Vice-Chancellor;
(v) the Secretary to the .‘Government, Technical Education Department;
(vi) the-Controller of Technical Education, Manipur;
(vii) the Chairman, Boards of Studies;
(viii) two. Principals of affiliated Colleges, one fi'om Government Colleges and another from Private 3 Colleges, to be nominated by the State Government; A. ‘ _

(xii) the Registrar of the University, Member— Secretary.
(2) The term of office ofthe nominated members shall be two years. I
(3) One third of the members of the Academic Council shall constitute the quorum for a meeting
28. (1) The Fmance Committee shall consist of—-
(i) the Vice-Chancellor - Chairman; -
(ii) the Secretary to the Government, Technical ' Education Department; ' '
(iii) the Secretary to the Government, Finance Department;
(iv) the Pro-Vice-Chancellor, if any;
(v) the Registrar of the University;
(vi) the Controller of Examinations; and
(vii) the Finance Officer, who shall also be the Secretary of the Committee.
(2) A member referred to clause (ii) or clause (iii) of subsection (1) may, instead of attending any meeting of the Finance Committee himself, nominate an officer not below the rank of a Deputy Secretary to the Government, to act on his behalf.
(3) The Finance Committee shall advise the Board on matters relating to the administration of property and funds of the University. It shall, having regard to the income and resource of the University, fix limits for the total recurring and non—recurring expenditure for the ensuing financial year and may, for any special reasons, revise during the financial 23 year the limits of expenditure so fixed and the limits fixed shall be binding on the Board.
(4) The Finance Committee shall have such other powers and duties as may be conferred or imposed on it by this Ordinance or the Statutes.
29. (1) [There shall be an Examination Committee in the University, the constitution of which shall be as may be provided for in the Ordinances.
(2) The Committee shall- supervise generally all the examinations of the University, including moderatio’n and tabulation, and perform the following other functions, namelyz—,
(i) to appoint examiners? and moderators. and, if necessary, to‘remove them;
(ii) to review from time; to time the result of the University examinations and subngission of report thereon to the Academic Council;
(iii) to make recommendations 'to the Academic Council for the improvement of the examination system;
(iv) to scrutinize the list of examiners prOposed by the Board of Studies, finalize the same and declare the results of the University.
(3) The Examination Committee may appoint such number of sub—committees as it thinks fit, and in particular may delegate to any one or more persons or sub-committees the power to deal with and decide cases relating to the use of unfair means by the examinees.
(4) Notwithstanding anything contained in this Ordinance, it shall be lawful for an Examination Committee or, as the case may be, for a sub-cominittee or any person to whom the Examinations Committee has delegated its power in this behalf under sub-section (3) to debar an examinee from future examinations of the University, if in'its or his opinion, such examinee is guilty of using unfair means at any such examination.
30. (i) There shall be such Faculties in the University as may be prescribed by the Statutes.

(iv) one post-graduate College Principal and one V Post—graduate Department Head1n each subject of the Faculty fi'om affiliated Colleges (if any), nominated by the State Government; and
(v) two external eXperts nominated by the Academic Council.
(3) Faculty shall perform such functions as may be, prescribed by the Statutes. ’ 31 (1) Each University Deparunent shall have a Board of Studies
(2) The constitution of the Board of Studies and the term of office of its members shall be preseribed by the Ordinances.
(3) Subject to the overall control and supervision of the Academic Council, the functions of a Board of Studies shall be 'to approve subjects of research for various degrees and other requirements of research degree and to recommend to the Academic Council in the manner prescribed by the Ordinances —
(a) course of studies and appointment of examiners for courses, b,ut excluding research degrees;
(b) appointment of supervisors for research; and
(c) measures for the improvement of the standard of teaching and research
Provided that the above functions of the Board of Studies shall, during the period of three yearsimmediately after the commencement of this Act, be performed by the Department.
32. (1) All teaching recognized by the University shall be conducted in the University Departmentsor in colleges or institutions.
(2) The authorities responsible for organizing such teaching shall be such as may be prescribed by the Ordinances.

(3) The courses of study and curricula shall be such as may be prescribed by Ordinances and, subjectthereto,by the ' Regulations
33. (1) All casual vacanoies among the members of any Authority or body of the University shall be filled as soon as possible by appointment, nomination or election according as the member whose place became vacant was appointedt A nominated or elected and the person so appointed, nOminated or elected to a casual vacancy shall be a member of such authority or body for the residnary period of the term for which the person whose place he fills would have continued but for the vacancy.
(2) Aperson who holds any ofiice1n the University by virtue of his holding any other office of the University or, otherwise shall hold such office as long as he holds the other office and thereafter till his successor is duly nominated, appointed or elected _(3) The Board mayremove any person not being an ofiicer ofthe University fi‘om membership of any authority or body or any employee of the University on the ground that such person or employee has been convicted of an offence involving moral turpitude or for taking part in subversive activities or for indulging1n any act or acts unbecoming to the .
prestige ofthe University:
Provided that no such person or employee shall be removed under this sub-section unless he has been'afforded a reasonable opportunity by the Board, to show cause as to why he should not be so removed and such cause has been - considered: 1*
Provided further that prior approval of the State Government will be necessary for taking such actionagainst a member of any authority or body of the University, nominated by the State Government.
(4) If any question afises regarding any personWho has been appointed, nominated or elected,as or is entitled to be,a member of any authority of the University subordinate to the Board or regarding any decision of the Board under this Ordinance andthe Statutes, the matter shall be referred to; the mancellor for his decision, and. decision? of the Chancellor thereon shall be final.

34. No act or proceeding of any authority or body of the University shall be invalidated'by reason of the existence of a vacancy among its members, or by reason of some person having taken part in the proceedings who is subsequently found not to have been entitled to do so.
35. ‘ All the employees of the University, other thanthose in theteaching faculty, shall retire fi'bm service on attaming the age of retirement as per rules applicable to the State Government employees. However, the age of retirement for the teachers who are actively engaged in classroom teaching. .
shall be as per AICTE norms. ' ' "
36. (1) For the benefit of its ofiicers, teachers clerical staff and other employees, the University shall constitute, in such manner and subject to such conditions as may be prescribed in the Statutes, such pension, gratuity, insurance and proviident‘fimd as it maydeem fit. ' i .(2) The provisions shall be made in Statutes to ensure that staff members transferred Wfi'om employment in the 1 service of the State Government shall have their accrued servicebenefitsprotected upon such transfer. '
37. (1) Save as otherwise provided in this Ordinance, the appointment of teaChers and officers ofthe University shall be made in accordance With the provisions prescribed by the Statutes
(2) Except in cases provided for by the Statutes, teachers , .

(i) creation of new posts of teachers, ofiicers orother H employees,
(ii) revision of thepay, allowances, , age of superannuation, post—retirement benefits and other ' to its teachers, officers and other employees;

(iv) diversion of any earmarked funds other than the purpose for which it was received;
.(v) transfer bysale, lease, mortgage or otherwise of immovable property;
(vi)1ncur expenditure on any deVelopment work fi‘om Y the fonds receiVed from theState Government for any purposes other than for which the funds are received;
(vii)taking of any decision regarding affiliatedcolleges 2 resulting in increaseof financial liability, direct or indirect, on the :VStatégGovernment.

40. (1) The State Government shall have the right to'cause an inquiry .. to be made, by such person or persons as it may direct, and to issue directions to the University, in respect bf mfimwth the finances of the University, where State Governmentfun75areconcerned.
(2) If the State Government is satisfied that owing to mal-a ‘m‘nistration or financial mismanagement in the University, a situation has arisen ~\7\r}‘.:':1'ebj>' financial stability of the University has become insecure, it may, by a,“ notification, declare that the finances of the University shall ' be subject to the control of the State Government and shall ‘ I’ isSue such other directions as it may deem fit for the purpose Statutes .
