In any case in which a service line from the main line or ?tribution pipe supplies water to two or more prelllises, tJ;ie prescribed authority way, by written notice require the owners of such premise, to lay separate service pipe, for· the ?rate pre.mises and the expenses thereof ahall be boene by· such owner in ?h proportion as may be d.etermined by the prescribed authority.
