A member who draws an advance for the purchase of a vehicle shall complete his negotiations for the purchase of, and pay finally for, the vehicle within one month of the date on which he draws the advance and failing such completion of negotiations and final payment, the, full amount of the advance drawn shall be refunded by the member to the State Government immediately.
