In exercise of the powers conferred by Section 369 read with section 55 of the Mizoram Municipalities, Act, 2007, the Government of Mizoram is pleased to notify the Mizoram Municipalities (Facilities to Mayor, Deputy Mayor, Chairman, Vice Chairman and Councillors) Rules, 2018 for general information.

THE MIZORAM MUNICIPALITIES (FACILITIES TO MAYOR, DEPUTY MAYOR, CHAIRMAN, VICE CHAIRMAN AND COUNCILLORS) RULES, 2018 In exercise of the powers conferred by section 369 read with section 55 of the Mizoram Municipalities Act, 2007, the Government of Mizoram hereby makes the following Rules, namely:- Short title and 1. (1) These rules may be called the Mizoram Municipalities (Facilities to Mayor, commencement Deputy Mayor, Chairman, Vice Chairman and Councillors) Rules, 2018.

(2) They shall come into force on the date of their publication in the official Gazette.

Definition 2. In these rules, unless the context otherwise requires :- (a ) “Act” means the Mizoram Municipalities Act, 2007;

(b) “Chairman” means Chairman of the Municipal Council or Board (c ) “Councillor” means Councillor of a Municipality;

(d) “Deputy Mayor” means Deputy Mayor of a Municipal Corporation;

( e ) “Family” means Family as defined in FR/SR;

(f) “Mayor” means the executive head of the Mizoram Municipalities;

(g) “Municipal Board” means a Municipal Board established by the Government under the Act;

(h) “Municipal Corporation” means a Municipal Corporation established by the Government under the Act;

(i) “Municipal Council” means a Municipal Council established by the State Government under the Act;

(j) “State Government” means the State Government of Mizoram;

(k) “Vice Chairman” means Vice Chairman of a Municipal Council or Board.

Remunerat ion 3. (1) Municipal Corporation:

The Mayor, Deputy Mayor and Councillors of a Municipal Corporation shall be entitled to receive a remuneration of Rs.10,000/- each per month.

(2) Municipal Council:

The Chairman, Vice Chairman and Councillors of a Municipal Council shall be entitled to receive a remuneration of Rs. 10,000/- each per month.

(3) Municipal Board:

The Chairman, Vice Chairman and Councillors of a Municipal Board shall be entitled to receive a remuneration of Rs.10,000/each per month.

Sumptuary 4. (1) Municipal Corporation:

Allowance The Mayor, Deputy Mayor and Councillors of a Municipal Corporation shall be entitled to a sum of Rs.3,000/-per month as sumptuary allowance.

(2) Municipal Council:

The Chairman, Vice Chairman and Councillors of a Municipal Council shall be entitled to a sum of Rs.2,500/- per month as sumptuary allowance.

(3) Municipal Board:

The Chairman, Vice Chairman and Councillors of a Municipal Board shall be entitled to a sum of Rs.2,000/- per month as sumptuary allowance.

Ward Allowance 5. (1) Municipal Corporation:

The Mayor, Deputy Mayor and Councillors of a Municipal Corporation shall be entitled to a sum of Rs.5,000/-per month as ward allowance.

(2) Municipal Council:

The Chairman, Vice Chairman and Councillors of a Municipal Council shall be entitled to a sum of Rs.4,500/- per month as ward allowance.

(3) Municipal Board:

The Chairman, Vice Chairman and Councillors of a Municipal Board shall be entitled to a sum of Rs.4,000/-per month as ward allowance.

Contingency 6. (1) Municipal Corporation:

Allowance The Mayor, Deputy Mayor and Councillors of a Municipal Corporation shall be entitled to a sum of Rs.7,000/-, Rs.4,500/and Rs. 3,000/- per month respectively as contingency allowance.

(2) Municipal Council:

The Chairman, Vice Chairman and Councillors of a Municipal Council shall be entitled to a sum of Rs.5,500/-, Rs.3,500/- and Rs.2,500/-per month respectively as contingency allowance.

(3) Municipal Board:

The Chairman, Vice Chairman and Councillors of a Municipal Board shall be entitled to a sum of Rs.5,000/-,Rs.3,000/-and Rs. 2,000/-per month respectively as contingency allowance.

Sitting 7. Mayor, Deputy Mayor, Chairman, Vice Chairman and Councillors of a Municipality Allowance shall be entitled to receive a sitting allowance of Rs.500/- for each day during meetings of the Board of Councillors.

Transport 8. (1) Municipal Corporation:

Allowance The Mayor, Deputy Mayor and Councillors of a Municipal Corporation shall be entitled to a sum of Rs.2,500/-per month as transport allowance.

(2) Municipal Council:

The Chairman, Vice Chairman and Councillors of a Municipal Council shall be entitled to a sum Rs.2,000/- per month as transport allowance.

(3) Municipal Board:

The Chairman, Vice Chairman and Councillors of a Municipal Board shall be entitled to a sum Rs. 1,500/- per month as transport allowance.

House Rent 9. (1) Municipal Corporation:

The Mayor and Deputy Mayor of a Municipal Corporation shall be entitled to a furnished bungalow, or in lieu thereof. to receive a sum of Rs.3,500/-, Rs.3,000/- respectively towards house rent allowance.

(2) Municipal Council:

The Chairman and Vice Chairman of a Municipal Council shall be entitled to a furnished bungalow, or in lieu thereof. to receive a sum of Rs.3,000/-, Rs.2,500/- respectively towards house rent allowance.

(3) Municipal Board:

The Chairman and Vice Chairman of a Municipal Board shall be entitled to a furnished bungalow, or in lieu thereof. to receive a sum of Rs.2,500/-, Rs.2,000/- respectively towards house rent allowance.

(4) In respect of furnishing of bungalows, the levels of entitlement shall be separately specified by the Government.

Annual 10. (1) Municipal Corporation:

Furnishing The Councillor of a Municipal Corporation shall be entitled to receive a sum of Rs. 20,000/- in the first year for furnishing residence and Rs.10,000/-respectively for annual furnishing in the subsequent years of the term.

(2) Municipal Council:

The Councillor of a Municipal Council shall be entitled to receive a sum of Rs.10,000/- in the first year for furnishing residence and Rs.7,000/- respectively for annual furnishing in the subsequent years of the term.

(3) Municipal Board:

The Councillor of a Municipal Board shall be entitled to receive a sum of Rs.10,000/- in the first year for furnishing residence and Rs.5,000/- respectively for annual furnishing in the subsequent years of the term.

Other Facilities 11. 1) TA/DA on Official Tour: Mayor, Deputy Mayor, Chairman, Vice Chairman and Councillors shall be entitled to TA/DA as applicable to Group ‘A’ Officers of the entry grade under the State Government on official tour.

(2) Medical Treatment: Mayor, Deputy Mayor, Chairman, Vice Chairman and Councillors and their families shall be entitled to reimbursement of medical expenses as applicable to Group ‘A’ officers of the entry grade under the state Government in accordance with Medical Attendance Rules.

(3) Electric Connection Facility: Mayor, Deputy Mayor, Chairman, Vice Chairman and Councillors shall be entitled to the use of up to 400 units of electricity per month for residence.

(4) Telephone Facility:

(a) The Mayor, Deputy Mayor, Chairman and Vice Chairman each shall be entitled to a monthly monetary ceiling on landline telephone call charges of Rs.3,000/- for office and Rs. 2,000/- for residence and Rs.800/-for mobile phone.

(b) Councillors shall be entitled to a monthly maximum of telephone call charges of Rs.1,500/-for residence and Rs. 600/-for mobile phone.

(5) Conveyance: The Mayor, Deputy Mayor, Chairman and Vice Chairman shall be entitled to one official car each with a co-terminus driver in the same manner as under the state Government.

Secretar ia l 12. Entitlement of Secretarial staff in respect of the Mayor, Deputy Mayor, Chairman Staff and Vice Chairman shall be as determined by the Municipalities on co-terminus basis from time to time, the expense of which shall be met from the Municipal Fund.

Repeal and 13. The Aizawl Municipal Council (Facilities to Chairman, Vice Chairman, Executive Savings Councillors and Councillors) Rules, 2010 is hereby repealed. Notwithstanding such repeal, all orders issued and all actions taken, or purported to be issued or taken the said rules shall be deemed to have been issued or taken under these rules.
