The Chief Officer of a Municipality or any officer of the Municipality authorised by the Chief Officer in writing in this behalf may, between sunrise and sunset, enter any premises supplied with water by the Municipality in order to examine, if there is any waste order to examine, if there is any waste or misuse of such water and the Chief Officer or such officer, shall not be refused entry into the premises nor shall be obstructed by any person in making his examination.
