Before removing th name of a hotel from the register under section 12 or black-listed it under section 13, the prescribed authority shall give notice to the hotel-keeper of the ground or grounds on which it is proposed to take action and hold an inquiry in the presence of the hotel-keeper giving him a reasonable opportunity of showing cause against it.
