Notwithstanding the power of the Agency to direct the collection of samples of an athlete at any time and at any place, if the Agency has reasons to believe that an athlete has committed an Anti-Doping Rule Violation, it shall require such athlete to submit samples for testing, in accordance with such procedure and in such manner, as may be specified by regulations.]
