2. , In continuation of the above notification and in exercise ofthe powers conferred under sub-section 2 of Section 32 of the NCTE Act, 1993 (73 of 1993), the NCTE hereby revise the Norms and Standards for teacher' education courses leading to IvIasterof Eelucalion(Iv1.EcJ - face to face) 'and Master of Education( M.Ed - Part time) , and makes the following regu,lations, namely: -
1. Short Title rind Commencement:
(1) These regulations may be called the "National Council for Teacher' Education (Recognition Norms & Procedure), (Second Amendment) Regulations, 2006." ,
2. Applicability (I) These regulations shall be applicable to all matters pertaining to grant of recognition/permission to conduct a teacher education programme leading to M,EcI, (face-to-face) and M.EcI (part time), as the case may be, or equivalent.
(2) They shall come into force from tl?e elate of their publication in the Official Gazette.
3. Exten't of Amendment '(i) The appendix -.: 8 & 9 of the norms and standards which were notifiecl by NCTE Regulations, 2002 and re,tained in the NCTE Regulations, 2005 , shall be replaced by tbe appendix - 1 and 2 to this amendment 'and be read as part thereof.

1.0 Preamble
1. The Master of Education (M.Ed.) programme, which may be general or specialized, is meant for candidates desirous of pursuing post-graduate programme in education, on full-time basis, and for preparing a professional ddreof teacher educatprs, educational. researchers, curriculum developers,' te)tbook writers, evaluation experts; guidance and counseling specialists etc.
2. The. M.Ed. programme would comprise theoretical courses including . I . .
specialized courses in the discipline of education and related practical/field work' including exposure to and training in a teacher education institutio:n. In addition,' research work in the form of a dissertation would form an essential part of the programme. Depending on the actual design and declared. odjectives, the programme provides opportunities for studen'ts to extend as well as deepen their knowledge and understanding of Education, specialize in selected a1reasincluding Teacher Education and also acquire related research skills.
,3.' Only in~titutions running B.Ed. programme are eligible to offer M.Ed. course .except University Departments which may not be' directly running 'a B.Ed.
programme.

There shall be at least ;200 working days exclusive of periods of examination ~ and admission etc" for instruction, field work for dissertation and internship in a teacher education institution.
2.3 A Working Day shall be of a minimum of 6 hours in a six-day week, during which physical presence of all teachers and student shall be ensured t6 facilitate individual attention, guidance, advice and counseling.
3.0 Intake, Eligibility and Admission Procedure
3.1 Intake
(a) The basic unit shall be of25 students.
(b) Intake upto total 50' students shall be sanctioned to such proven institutions where the. quality of infrastructure, both physical and human, are of high degree which can be vouched .
. 3.2 Eligibility
(a) Candidates who have obtained at least 55% Marks in the B.Ed. degree are eligible for admission. .
(b) There shall be relaxation of marks/reservation of seats for SC/ST/OBC and other categories as per the Rules of the Centra/Government/State.

3.3 Admission Procedure Admission shall be made on ,merit on the basis of marks obtained in the qualifying examination and/or in the entrance examination or any other seleCtion process as per the policy' of the State GovernmentlU.T.', Administration and the University.

(a) There shall be a library reading room facility for at least.10 students and' equipped with minimum 2000 titles including text and reference books related to all courses'of study, educational encyclopedias, electronic publications (CD Roms) and .minimum five professional' research journals,' internet connectivity. At'least 100 quality books will' be' added in the:libraryevery .year. .
The.library shall have photocopying facility and computer with intern'etfacility for ..the use of'faculty and student teachers.

1.0 . Preamble a)
(c) ThelCT equipments like ROT (Received Only Terminal) , SIT (Satellite Interlinking Terminal) required for imparting Information Technology (IT) literacy and for using .digital resources in teacher education shall be desirable.
(d) There shall be a psychology laboratory with equipment for performing experiments as listed in the curriculum.
5.3 Amenities
5.3.1 Functional and appropriate furniture in required number shall be.
provided for instruction.aland other purposes, including desks, chairs and tables, bookshelves, for students and teachers, in classrooms, halls, laboratories.
5.3.2. The institution shall provide common rooms for students.
5.3.3 Sufficient number of toilets, separate for men and women, shall be provided for staff and students.
5.3.4 Safe drinking water be provided in the institution..
5.3.5 Arrangement shall be made for a canteen, telephone facility and parking of vehicles. .
5.3.6 Effective arrangements shall. be made for regular cleaning of the campus, water and toilet facilities, necessary repairs and replenishment of furniture and other equipments.

2.0 Duration arid Working Days a) The M.Ed. (Part Time) Programme shall be of a duration of two academic years, each year being of 180 days with 3 hours per day in a six-day week. '

3.1 Intake The intake of students in one year shall not exceed :50. The basic unit shall be of 25 students. ,
3.2 Eligibility Teachers and educational administrators and other functionaries in service, mentioned in 1.0 (a), with at least 55% marks in B,Ed. Degree, are eligible for admission.
