(1J;1 ~ 'QJl) mu -mm'l:«f fcn<n rr:n ~ I NATIONAL COUNCIL FOR TEACHER EDUCATION NOTIF1CATION New Delhi, the 23rd July, 2010 F..No. 51-112009/NCTE (N&S).-In exercise of the powers conferred by sub-section (2) of Section 32 of the National Council for Teacher Education Act, 1993 (73 of 1993), the National Council for Teacher EduCationhereby makes the following regulationsfurtherto amend theNational Council for Teacher Education (Recognition, Norms and Procedure) Regulations, 2009, namely :-

(2) These Regulations may be called ,the National Council for Teacher Education (Recognition Norms and Procedure) Second Amendment Regulations, 2010.'

They shall come into force on the date of their publication in the Official Gazette.

2. ,In the National C0W?-cil for Teacher Education (Recognition Norms and Procedure) Regulations, 2009, (hereinafter referred to as the said regulations), in regulation 5, -

(a) 'in sub-regulation (4), for the words and figures "the 1st day of Setember till 31Sl day of October", the words and figures "tlte 1st day oj August till 3d day oj September" shall be substituted;

(b) insub •.tegulatlon (5), for the words andfigure "the 15 day of May", the words and.

figUre "the 31st day of July" shall be'substituted.

In regulation 7 of the said regulatlons,- . .

(a) in sub-regulation (1), in item i, for the words "Applica.tion in triplicate on the prescribed format", the words liThe copy of the p;.;n(-out of the application submitted online i~ triplicate" shall be substituted;

(b) in sub-regulation (9), thefollowing proviso shall be inserted at~e end, namely:- "Provit,led that in the case of Master of Equcation (M~Ed.) course the staff or the facultY may be appointed.as per iVationalCouncil for 'Teacher Education norms within a period of six months after issue of letter of intent under this subregulation ".

4. In Appendix-4 to the said regulations, in paragraph 4,-

(a) in sub-paragraph (I), in item (ii), for the .word "seven", the word usix", shall be substituted; . . :;',

(b) in sub-paragraph (II), in the Note to item (i), for the figure and •word "65 years", the Words l'seventy years" shall be substituted.

5. In Appendix-S to the said regulations,-

(a) in paragraph 3, in sub-paragraph 1, in clause (a), for the words 'tWenty five students', the words' thirty five students' shall be substituted.

(b) in paragraph 4,

(i) in sub-paragraph (I), ..

(A) In item (ii), for the words "proportionately as above", the words {lin the proportion of Reader / Associate Professor - one, Lecturers! Assistant Professors - two" shall be substjtuted;

(B) after item (ii), the following item shall be inserted, namely:- "(iii) In case of affiliated or constituent colleges, offering Bachelor of Education and Master of Education Programmes, in place of a Professor, one Principal/Head of the Department, with same eligibility conditions as specified for a Professor, shall be appointed in the Professor's Grade:

Provided that the requirement of faculty in such institutions shall be, One Principal or Head of Departments in Professor's grqde, one Reader or Associate Professor and nine Lecturers or Assistant Professors, both for Bache/ot of Education (one unit) and Master of Education (one unit) and iii case of University Department of Education, those offering only Master of Education, the required faculty would be Olie Professor, One Reader or Associate Professor and three lecturers or Assistant Lecturers and for those '~ offering Bachelor of Education and Master oFEducation the combined faculty for both courses together would be, one Professor, one Reader or Associate Professor and nine Lecturers. or Assistant Professors";

(i) sub-paragraph (1), the following paragraph shall b~ insened, namely:- "Provided that the recognized institutions willing to up~rade their intake, s1tall be required to submit an application to tke concerned Regional Committee of National -...

'Council for Teacher Education for the additional intake, and thereafter, the Regio.nal Committee after assessing, the instructio,naland i!'frastructural facilities under these Regulations if there. is no restriction in th'e State 0/ recognition of Bachelor of Physical Educatiof} Course sanction the additional intake; provided further that the intake capacity of I 00 seats shall be approved only in those colleges whic;h.,are established after the commencement of these Regulations and proposing a separate institution exclusively for physical education".

(ii) for sub-paragraph (2), the following sub-paragraph shall be substituted, n~ely:- "(2) I Ellgibility Bacltelor'sDegree with Physical Education liS-an elective subject with fifty per cent marks; or Bachelor's Degree with Physical Edu,cation as an' elective subject with forty-five per cent marks and participation in National or State, or Inter-University competitions in sports or games or athletics recognized by Association of Indian ,.

Universities or Indian Olympic Association; or Bachelor's Degree with forty-five per cent marks and having participated l1t National or State or Inter-University Sports or games or athletics; or For deputed in-service candidates (i.e. trained physical education teachers' / coaches) Graduation with forty-five per cent marks and, at least three years of teaching eXperience; or

Provided tliat the reservation of seats for SC or ST or OBC and other categories shall be as in accordance with the Central Government of State Government rules 'and a relaxatiof!. of five per cent in marks in eligibility qualification shall be allowed to candidates belonging to those categories"; ,

(b) in paragraph 4, in sub-par~graph (II), in the Note, for the figure and word "65 years", the words "seventy years" shall be substituted. , In Appendix-8 to the said regulations,-

(a) in paragraph 3, in sub-paragraph (2), for clause (a), the following clause shall be' substituted, namely:- "Bachelor of Physical Education (B.P.Ed.) or Bachelor of Physical Education (BPE) or Bachelor of Science (B.Sc.) in Health and Physical Education and Degree in sports with at least fifty-five per cent marks.

(b) in paragraph 4, in sub-paragraph (II), in the Note, for the figure and word "65 years", the words "seventy years" shall be substituted.

In Appendix-IO to the saidregulations, in paragraph 5, in sub-paragraph (2), in clause (a), for sub-clause (i), the following clause shall be substituted, namely:- "(i) Graduation or Post-Graduation Degree with fifty per cent marks: Provided that the requirement of fifty per cent marks s~all not apply to persons appointed as teachers prior to the commencement of the National Couneil for Teacher Education (Regulations Norms and Procedure) Second Amendment Regulations, 2010."
