New Delhi, the 6th May, 2009 No. F. 9-34/2007/NCTE/Estt.—Regulations laying down Recruitment Rules for appointment of various levels in National Council for Teacher Education were notified on 27th March, 2003 vide National Council for Teacher Education (Recruitment) Regulations, 2003, Some amendments in the Recruitment Regulations (RRs) relating to the post of Under Secretary/Research Officer (US/RO) were under consideration for quite some time and were approved by the Council in its meeting held on 12-12-2008. Subsequently, the proposed amendment in RRs to the post ofUS/RO has been approved by the Mihistty of HRD vide their letter No.26-49/2007/EE-10, dated 27-03-2009 with a direction to notify the modified RRs. ' Now in exercise of the powers conferred under Section 10 (2) read with Section 32(2) (c) of National Council for Teacher Education Act, 1993 and with die approval of the Central Government, the National Council for Teacher Education hereby makes the following Recruitment (Second Amendment) Regulations relating to the post of Under Secretary/Research Officer (US/RO).

1. Short title and commencement

1.1 These Regulations may be called the National Council for Teacher Education (Recruitment) (Second Amendment) Regulations, 2009. „ 12 They shall come into force from the date of its notification in Gazette of India. .

2. Amended Recruitment Regulations to the post of Under Secretary/Research Officer are attached as Appendix-1 to this Notification.

3. Supersession The Recruitment Regulations for the post of Under Secretary/ Research Officer notified in the Gazette Notification No. 36 F. No. 9-12/2002/NCTE, dated the 27th March, 2003 stands superseded w.e.f. the date ofpublication of this notification.

4. Other general conditions as stipulated in the Notification dated 27th March, 2003 remain unaltered.

(a)(i) holding analogous posts on regular basis in the parent cadre/department;

(ii) Knowledge in use of information and communication technology such as handling data-base management system and use of off­ line and on-line electronic resources.

[Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation/ Department of the Central/State Government shall not ordinarily exceed 3 years which cap be extended maximum up to 5 years with the-, concurrence of the lending organization. Accordingly, in modification of the above Regulations and in exercise of the powers conferred under Section 32(2) of the NCTE Act, 1993, the NCTE hereby makes the following Regulations:

1. Short title and commencement

(1) These Regulations may be called the National Council for Teacher Education (Recognition Norms and Procedure) (SecondAmendment)Regulations,2009, ,

(2) They shall come into force w.e.f. the date of their publication in the Official Gazette.

2. Definitions In these regulations, unless the context otherwise requires, all the words and expressions used herein and defined in the National Council for Teacher Education Act, 1993 (73 of 1993) shall have the same meaning respectively assigned to them in the said Act.

3. Applicability These regulations shall be applicable to all matters relating to teacher education programmes covering norms, standards and procedures for recognition of institutions, commencement of new programmes and addition to sanctioned intake in existing programmes and other matters incidental thereto. These amended regulations shall be applicable only for grant of recognition/permission to start teacher-training course for the current academic session i.e, 2009-2010 and not for any subsequent year. From the next academic session i,e. 2010-2011, the cut off date mentioned in clause 5(5) of the Regulations shall strictly be enforced.

4. Extent of Amendment Clause 5(5) of the NCTE (Recognition Norms and Procedure) Regulations, 2007, is modified as under only for grant of recognition/permission for starting various teacher training courses for current academic session i.e. 2009-2010.

All complete applications pending with the Regional Committees shall be processed for the current academic session i.e. 2009-2010 in accordance with the provisions of relevant Regulations and maintaining the chronological sequence and final decision, either recognition granted or refused, shall be communicated by 31 st July, 2009.
