AFFAIRS NOTIFICATION New Delhi, the 16th September, 2009 G.S.R. 682(E).—In exercise of the powers conferred by Section 5, read with Section 75 of the Disaster Management Act, 2005 (53 of 2005), the Central Government hereby makes the following rules regulating the method of recruitment to the Group 'A' posts in the National Disaster Management Authority, namely :—
1. Short title and commencement.—(1) These rules may be called the National Disaster Management Authority (Group "A: Posts) Recruitment Rules. 2009.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and scale of pay.—The number of posts, their classification and scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. —The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (14) of the aforesaid Schedule.
4. Initial Constitution.—Senior Research Officers already working in the National Disaster Management Authority. having been recruited through an open advertisement, shall be deemed to have been appointed as Senior Research Officers as direct recruits in terms of these Recruitment Rules, subject to their suitability for the post being assessed by the Departmental Selection Committee, with reference to the requirements of educational qualifications, experience and age, as laid down in the Schedule. Their date of appointment in the National Disaster Management Authority shall, however, be the date on which they acquired the prescribed educational qualifications and experience.
5. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts :
Provided that the Central Government may if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by orders and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. . 7. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward Gasses, the ex-servicemen and the other special categories ofpersons in accordance with the orders issued by the Centra! Note : The exact nature of experience in the required area of disaster management shall be indicated in the advertisement for the relevant posts. Mot applicable One year. The probation period is extendable twice by a further period of maximum six months on each occasion. (a) (i) holding analogous post on regular basis in the parent cadre or department; o r
(ii) with five years' service in the grade rendered after appointment thereto on regular basis in the post in the scale of pay of Rs. 9,300-34,800 plus Grade Pay Rs. 5,400 or equivalent in the parent cadre or department; and
(b) possessing educational qualifications and experience prescribed under column (8):
Note 1 : Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall not exceed five years.
Note 2 : The vacancies caused on account of the incumbents being away on deputation (including short-term contract) or on long illness or on study leave or due to any other reason for a duration of one year or more may be filled on deputation basis from the officers of the Central Government. (12) Note 3 : The maximum age-limit for appointment by deputation (including shortterm contract and deputation on absorption basis) shall not exceed fifty-six years of age as on the closing, date for the receipt of applications.

4. Joint Secretary (Administration and Coordination), National Disaster Management Authority —Member (B) The composition of the Departmental Promotion Committee (for confirmation of direct recruits) shall be same as above.
Note 1 : The Departmental Selection Committee shall make their recommendations on the basis of personal interviews with the candidates, giving appropriate weightage, as may be determined by the Committee, to the educational qualifications, experience and Computer Knowledge of the candidates, their service record (wherever applicable) as well as their performance in the interview.
Note 2 : Where the number of applications received is large, the Departmental Selection Committee reserves the right to shortlist the candidates to be called for interview, based on the criteria to be adopted by the Committee.
