(7) The Central Government may, by notification, make rules for carrying out the provisions of this Ordinance.
(2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:- fa) the procedure under sub-section (4) of section 8 far the investigation of misbehaviour or incapacity of the Chairperson, the Vice-Chairperson or other Member,
(ft) the salaries and allowances payable to and the other termsi and conditions of service of the Chairperson, the Vice-Chairperson and other Members under section 9;
(c) the form and the particulars which an appeal shall contain under subsection (2) of section 11;
(d) financial and administrative powers of the Chairperson under section 13;
(e) the salaries and allowances and conditions of service of the officers and other employees of the Authority;
(/) any other matter which is required to be, or may be, prescribed.
(J) Every rule made under this Ordinance shall be laid, as soon as may be after It is made, before each House of Parliament, while it Is In session, for a total period of thirty days which may be comprised in one session or in two or more successive J X n s , and if, befori the expiry of the session Immediately followmg the seasion or the successive scasior* aforesaid, both Houses agree to making any ^ ^ *» * « rule or both Houses agree that the rule should not be made, the rule shall thereafter have effect only In such modified form or be of no effect, a the case may be; so, however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under that rules.
