ह ै@कतु अिधिनयम म3 प�रभािषत ह ैका Bमशः वही अथ$ होगा जो उनका अिधिनयम म3 ह ै। 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. . . . लागूलागूलागूलागू होनाहोनाहोनाहोना.—यह िनयम व�र- लेखाकार (बाC Dोत आधार पर या लघु अविध संिवदा के आधार पर या एकमुEत वेतन के आधार पर भत/ �कए गए Fि�य� के िसवाय)के पद को लाग ूह�गे। 4. िनयुि�िनयुि�िनयुि�िनयुि� �ािधकारी�ािधकारी�ािधकारी�ािधकारी.—व�र- लेखाकार के िलए िनयुि� �ािधकारी अHय* होगा। 5. पदपदपदपद क�क�क�क� सं�यासं�यासं�यासं�या, , , , वग�करणवग�करणवग�करणवग�करण औरऔरऔरऔर वेतनवेतनवेतनवेतन मै���समै���समै���समै���स म�म�म�म� तर तर तर तर.—उ� पद क� संIया, उसका वग/करण और वेतन मै�LMस म3 N तर वे ह�गे, जो इन िनयम� से उपाब8 अनुसूची के Nतंभ (2) से Nतंभ (4) म3 यथा िविन9द: ह ै। 6. भत�भत�भत�भत� क�क�क�क� प"ितप"ितप"ितप"ित आयुआयुआयुआयु सीमासीमासीमासीमा अहता%एंअहता%एंअहता%एंअहता%एं आ'दआ'दआ'दआ'द.—भत/ क� प8ित, आयु सीमा, अहता$एं और उनसे संबंिधत अ�य बात3 वे ह�गी जो उM त अनुसूची के Nतंभ (5) से Nतंभ (13) म3 िविन9द: ह= । 7. सीधीसीधीसीधीसीधी भत�भत�भत�भत� केकेकेके िलएिलएिलएिलए �')या�')या�')या�')या.—उ� पद पर सीधी भत/ करने के िलए अनुसूची के उपबंध� के अनुसार िन िलिखत ��Bया का अनुसरण �कया जाएगा, अथा$त्:— (क) अिधकरण अिखल भारतीय आधार पर िवQापन के माHयम से आवेदन आमंि2त करेगा; (ख) �ा+ ऐसे सभी आवेदन� क� पा2ता के िलए अHय* �ारा ग�ठत NB�Uनग सिमित �ारा NB�Uनग क� जाएगी; (ग) य�द बड़ी संIया म3 आवेदन �ा+ होते ह= तो खंड (घ) म= िन9द: चयन सिमित �कसी खुली �ितNपध/ बोली ��Bया के आधार पर भाटक पर िलए गए �कसी Fवसाियक अिभकरण के माHयम से आरंिभक परी*ा संचािलत करने क� िसफा�रश कर सकेगी; (घ) भत/ करने के िलए चयन सिमित िन िलिखत से िमलकर बनेगी- I. अHय* या अHय* �ारा नामिन9द: �याियक सदNय- अHय*; II. सिचव, पया$वरण, वन और जलवायु प�रवत$न मं2ालय या उसका नामिनदXिशत - सदNय; III. अHय* �ारा नामिन9द: �कया जाने वाला िवशेषQ –सदNय; IV. अिधकरण का रिजNLार- सदNय 8. �ितिनयुि��ितिनयुि��ितिनयुि��ितिनयुि� *ारा*ारा*ारा*ारा िनयुि�िनयुि�िनयुि�िनयुि�.—अनुसूची के उपबंध� के अनुसार पद पर �ितिनयुि� पर िनयुि� करने के िलए िन िलिखत ��Bया को अपनाया जाएगा, अथा$त्:- (क) अिधकरण अिखल भारतीय आधार पर िवQापन के माHयम से आवेदन आमंि2त करेगा ; (ख) �ा+ ऐसे सभी आवेदन� क� पा2ता के िलए अHय* �ारा ग�ठत NB�Uनग सिमित �ारा NB�Uनग क� जाएगी ; (ग) अHय* �ारा चयन के िलए सा*ाYकार, िनयम 7 के खंड ( घ) म3 िन9द: सिचव पया$वरण, वन और जलवायु प�रवत$न मं2ालय के परामश$ से यथा िविन9द: चयन सिमित �ारा संचािलत �कए जाएंग े । 9. �ितिनयुि��ितिनयुि��ितिनयुि��ितिनयुि� क�क�क�क� अविधअविधअविधअविध.—(1) �ितिनयुि� क� अविध, िजसके अंतग$त के� ीय सरकार के उसी या �कसी अ�य संगठन या िवभाग म3 इस िनयुि� से ठीक पहल ेधा�रत �कसी अ�य काडर बाC पद पर �ितिनयुि� क� अविध 3 वष$ से अिधक नह? होगी और 3 वष$ से परे �ितिनयुि� क� अविध का चौथे वष$ तक सिचव, पया$वरण, वन और जलवायु प�रवत$न मं2ालय के अनुमोदन से तथा चौथे वष$ से परे 7 व3 वष$ तक मं2ी, पया$वरण, वन और जलवायु प�रवत$न मं2ालय के अनुमोदन से िवNतार �कया जा सकेगा: परंतु �Yयेक िवNतार के िलए अHय* क� पूव$ सहमित होगी । ¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 3 (2) �ितिनयुि� के आधार पर सेवा करने वाल ेअिधका�रय� पर का;मक और �िश*ण िवभाग �ारा �ितिनयुि� पर तYसमय पर जारी अनुदेश लाग ूह�ग े। 10. सेवासेवासेवासेवा क�क�क�क� शत,शत,शत,शत,.—व�र- लखेाकार के िलए वेतन, भ�े, छु\ी, भिव]य िनिध, अिधव;षता, प3शन और सेवािनवृ�ी फायदे, िच�कYसा सुिवधाएं तथा सेवा �क अ�य शत_ से संबंिधत िवषय� का क3 ीय सरकार के तYNथानी समूह ’ख’ से संबंध रखने वाल ेउन Nथान� म3 तैनात कम$चा�रय� को तYसमय लाग ूअनुदेश� के अनुसार िविनयमन �कया जाएगा 11. िनरह%तािनरह%तािनरह%तािनरह%ता.—वह Fि�-- (क) िजसने ऐसे Fि� से िजसका पित या िजसक� प`ी जीिवत ह=, िववाह �कया ह,ै या (ख) िजसने अपने पित या अपनी प`ी के जीिवत रहते �ए �कसी Fि� से िववाह �कया ह,ै उ� पद� म3 से �कसी पर िनयुि� का पा2 नह? होगा : 12. . . . आआआआवासवासवासवास.—व�र- लेखाकार उन पद� पर तैनात क3 ीय सरकार के तYNथानी Nतर म3 तYNथानी वेतन मै�LMस म3 समूह ’ख’ से संबंध रखने वाले कम$चा�रय� को यथा अनुQेय के अनुसार मकान �कराया भ�ा का हकदार होगा । 13. -ावृि/-ावृि/-ावृि/-ावृि/.—इन िनयम� क� कोई बात, ऐसे आर*ण, आयु-सीमा म3 छूट और अ�य �रयायत� पर �भाव नह? डालगेी, िजनका के� ीय सरकार �ारा इस संबंध म3 समय-समय पर िनकाले गए आदेश� के अनुसार अनुसूिचत जाितय�, अनुसूिचत जनजाितय�, अ�य िपछड़े वग_ और अ�य िवशेष �वग$ के Fि�य� के िलए उपबंध करना अपेि*त ह।ै 14. सेवा क� अ2य शत,सेवा क� अ2य शत,सेवा क� अ2य शत,सेवा क� अ2य शत,.—अिधकरण के अिधका�रय� और अ�य कम$चा�रय� क� सेवा क� अ�य शत0, वेतन, िविन9द: उपबंध� को उपल<ध नह? DefinitionsDefinitionsDefinitionsDefinitions....———— (1) In these rules, unless the context otherwise requires, - (a) “Act” means the National Green Tribunal Act, 2010 (19 of 2010); (b) “Schedule” means the Schedule annexed to these rules; (c) “section” means a section of the Act; (d) “Selection Committee” means the Selection Committee referred to in clause (d) of rule 7; (e) “Senior Accountant” means the personnel recruited under these rules; (f) words and expressions used in these rules and not defined, but defined in the Act, shall have the meanings respectively assigned to them in the Act 3. ApplicationApplicationApplicationApplication....————These rules shall apply to the post of Senior Accountant (except personnel hired on outsourced basis or on short-term contract basis or on lump-sum salary basis). 4. Appointing AuthorityAppointing AuthorityAppointing AuthorityAppointing Authority....————The Chairperson shall be the appointing authority for the Senior Accountant. 5. Number of post, classification and level in pay matrixNumber of post, classification and level in pay matrixNumber of post, classification and level in pay matrixNumber of post, classification and level in pay matrix....————The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule. 6. Procedure for direct recruitmentProcedure for direct recruitmentProcedure for direct recruitmentProcedure for direct recruitment....————The following procedure shall be followed for making direct recruitment to the said post, in accordance with the provisions of the Schedule, namely:- (a) the Tribunal shall invite applications for the post through an advertisement on all India basis; (b) all such applications received shall be screened for eligibility by a Screening Committee constituted by the Chairperson; (c) if the number of applications received is large, then the Selection Committee referred to in clause (d) may recommend conduct of a preliminary examination through a professional agency hired on the basis of an open competitive bid process; (d) the recruitment shall be done by the Selection Committee comprising of- (i) Chairperson or a Judicial Member nominated by the Chairperson – Chairman; (ii) Secretary, Ministry of Environment, Forest and Climate Change or his nominee – Member; (iii) Expert Member to be nominated by the Chairperson – Member; (iv) Registrar of the Tribunal- Member.

Appointment by deputationAppointment by deputationAppointment by deputationAppointment by deputation....————The following procedure shall be adopted for making appointment on deputation to the post, in accordance with the provisions of the Schedule, namely:- (a) the Tribunal shall invite applications for the vacant posts through an advertisement on all India basis; (b) the applications received shall be screened for eligibility by a Screening Committee constituted by the Chairperson; (c) interviews shall be conducted for selection by the Selection Committee as specified by the Chairperson in consultation with the Secretary, Ministry of Environment, Forest and Climate Change referred to in clause (d) of rule 7. 9.
