All matters submitted to a meet'iig of the governing body shall be decided by a majority of the members of the governing body present and voting thereat, and in case of an equality of votes, the chairperson of the governing body or the person presiding shall have a casting vote, in addition to the vote to which he may be entitled to as a member of the governing body.
