the family pension ( ordinary or special) of a widow, which was discontinued on her remarriage may be restored in the event of her again becoming a widow2 [or on such marriage being annulled by divorce or desertion by the second husband], if she is otherwise qualified and if her pecuniary circumstances are such as, in the opinion of the Central Government, to justify restoration of the pension, or if, on the death of her second husband she becomes eligible for a pension under these regulations at a different rate, she may be permitted to choose either of the two pensions.
