अत:, कें द्रीय सरकार आयुध अजधजनयम, 1959 (1959 का 54) की धारा 41 द्वारा प्रित्त िजियों का प्रयोग करते हुए, और भारत सरकार के गृह मंत्रालय की अजधसूचना सं. का.आ. 1988(अ) तारीख 4 अगस्ट्त, 2014 को, उन बातों के जसवाय अजधक्ांत करते हुए, जिन्हें ऐसे अजधक्मण से पूवव दकया गया ह ैया करने का लोप दकया गया है, इसके साथ संलग्न अनुसूची के स्ट्तंभ (2) में जवजनर्िवष्ट व्यजियों की श्रेजणयों को, इसके स्ट्तंभ (3) में तत्सस्ट्थानी प्रजवजष्ट में जवजनर्िवष्ट प्रकार की श्रणेी के िस्त्रों के बारे में, िब इन्हें व्यजियों द्वारा प्रजिक्षण अथवा प्रजतयोजगताओं में प्रयोग के प्रयोिन से जनिी उपयोग हतेु ले िाया िाए अथवा कब्िे में रखा िाए, उि अजधजनयम की धारा-3 की उपधारा (2) एवं धारा-9 की उपधारा (1) के अनुच्छेि (क)(i) के उपबंधों के प्रचालनों से छूट प्रिान करती ह ैतथा यह छूट उि अनुसूची के स्ट्तंभ (4) में तत्सस्ट्थानी प्रजवजष्टयों में यथा जवजनर्िवष्ट ितों के अध्यधीन होगी :

(ख) “अंतरराष्ट्रीय पिकधारी” से ऐसा व्यजि अजभप्रेत ह,ै जिसने दकसी अंतरावष्ट्रीय चैंजपयनजिप में व्यजिगत अथवा टीम पिक िीता हो;
(ग) “मिहूर जनिानेबाि” से ऐसा व्यजि अजभप्रेत ह,ै जिसने अंतरावष्ट्रीय िूटटंग संघ के जनयमों के अनुसार संचाजलत दकसी भी ओपन पुरुषों की प्रजतयोजगता अथवा ओपन मजहलाओं की प्रजतयोजगता अथवा ओपन जसजवजलयनों की प्रजतयोजगता की राष्ट्रीय जनिानेबािी चैंजपयनजिप में चाह े अहवक खेल प्रजतयोजगता के माध्यम से अथवा वाईल्ड काडव प्रजवजष्ट के द्वारा भाग जलया हो और राष्ट्रीय राइफल एसोजसएिन द्वारा जनधावररत न्यनूतम अहवक अंक हाजसल दकए हों;
(घ) “कजनष्ठ जनिानेबाि” से ऐसा व्यजि अजभप्रेत ह ैजिसन े12 वषव की आय ुपूरी कर ली हो लेदकन वह 21 वषव से कम आय ु का हो तथा उसन े राष्ट्रीय राइफल एसोजसएिन एवं/अथवा संबंजधत राज्य राइफल्स एसोजसएिन द्वारा मान्यताप्राप्त कम से कम एक राज्य चैंजपयनजिप (वषव में एक बार आयोजित) अथवा िोनल चैंजपयनजिप अथवा राष्ट्रीय स्ट्तर की जनिानेबािी प्रजतयोजगता में जहस्ट्सा जलया हो;
(ड.) “महत्सवाकांक्षी जनिानेबाि” से ऐसा व्यजि अजभप्रेत ह ैजिसन ेराष्ट्रीय राइफल एसोजसएिन एवं/अथवा संबंजधत राज्य राइफल एसोजसएिन द्वारा मान्यताप्राप्त कम से कम एक राज्य चैंजपयनजिप (वषव में एक बार आयोजित), िोनल चैंजपयनजिप अथवा राष्ट्रीय स्ट्तर की जनिानेबािी प्रजतयोजगता में जहस्ट्सा जलया हो और भारतीय राष्ट्रीय राइफल एसोजसएिन द्वारा जनधावररत न्यनूतम अहवक अंक प्राप्त दकए हों।
3. सत्सयापन जनकाय :-- (क) अनुसूची के क्म सं. (1) में जवजनर्िवष्ट व्यजियों के जलए सत्सयापन जनकाय खेल जवभाग, युवा एवं खेल मंत्रालय में भारत सरकार होगी । प्रमाणपत्र में यह उजल्लजखजत हो दक यह परुस्ट्कार जनिानबेािी में उत्सकृष्टता हतेु प्रिान दकया गया ह।ै (ख) अनुसूची के क्म सं. (2) में जवजनर्िवष्ट व्यजियों के जलए सत्सयापन अंतरावष्ट्रीय जनकाय भारतीय राष्ट्रीय राइफल संघ (एनआरएआई) होगी । प्रमाणपत्र में यह उजल्लजखत होगा दक पिकधारी द्वारा यह पिक अंतरावष्ट्रीय प्रजतस्ट्पधाव में िीता गया ह ैतथा जवख्यात जनिानेबाि होने की जस्ट्थजत होन ेपर िारी दकए गए गुणवत्ता प्रमाणपत्र (मेररट सर्टवदफकेट) में स्ट्पधाव के जलए एनआरएआई द्वारा जनधावररत न्यूनतम अहवक स्ट्कोर सजहत अहवक स्ट्कोर का उल्लेख दकया िाए। (ग) अनुसूची के क्म सं. 3 तथा 4 पर जवजनर्िवष्ट व्यजियों के जलए सत्सयापन जनकाय भारतीय राष्ट्रीय राइफल संघ अथवा एनआरएआई का अनुमोदित अथवा मानि राज्य राइफल संघ होगा । िारी दकए गए प्रमाणपत्र पर स्ट्पधाव के जलए एनआरएआई या राज्य राइफल संघ द्वारा जनधावररत न्यनूतम अहवक स्ट्कोर सजहत अहवक स्ट्कोर का उल्लेख दकया िाए। (घ) अनुसूची के क्म सं. 5 पर उजल्लजखत संस्ट्थाओं के जलए सत्सयापन जनकाय जनम्न के अनुसार होगी:-- ससं्ट्था सत्सयापन जनकाय िूटटंग क्लब/राज्य राइफल संघ या भारतीय राष्ट्रीय राइफल संघ के साथ िुडा जिला राइफल संघ राज्य राइफल संघ या भारतीय राष्ट्रीय राइफल संघ राज्य राइफल संघ राष्ट्रीय राइफल संघ राष्ट्रीय राइफल संघ युवा एवं खेल मंत्रालय िूटटंग रेंि भारतीय खेल प्राजधकरण/राज्य सरकार का खेल प्राजधकरण/भारतीय राइफल संघ [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
4. छूट िेन ेकी अन्य जस्ट्थजतया ं:-- इस अजधसूचना के अधीन िी गई छूट जनम्नजलजखत और ितों के अधीन भी होंगी :- (क) अजधसूचना के अधीन छूट का िावा करने वाला कजनष्ठ जनिानबेाि बारह वषव की आयु पूणव कर चुका ह।ै (ख) अनुसूची के क्म सं. 1 से 4 पर उजल्लजखत व्यजियों को िारी अनुज्ञजप्त का वैधता क्षेत्र संपणूव भारत होगा तथा अनुज्ञजप्त िारी करन ेवाला प्राजधकरण इसे कें द्रीय या राज्य सरकार को अनुमोिन के जलए प्रस्ट्तुत दकए जबना प्रिान करन ेहतेु प्राजधकृत होगा। (ग) अनुसूची के क्म सं. 1 तथा 2 के छूट धारकों के जलए अनुज्ञजप्त दिए िाते समय पुिें तथा कन्विवन बैरल युि िस्त्रों को एक िस्त्र के तौर पर ही माना िाएगा और उि िस्त्र तथा ऐसे पुिें या कन्विवन बैरल का पूणव जववरण क्मि: िस्त्र अनुज्ञजप्त पर ििावया िाएगा।
5. पात्र छूट धारकों के ब्यौरे का प्रकािन :-- सभी पात्र छूट धारकों से संबंजधत डाटाबेस युवा एवं खेल मतं्रालय और/अथवा भारतीय राष्ट्रीय राइफल संघ की वेबसाइट पर डाला िाएगा तादक दकसी लाइसेंस प्रिाता प्राजधकरण द्वारा क्ॉस सत्सयापन दकया िा सके। अनसुचूी िस्त्र कब्ि ेमें रखन ेस ेसबंजंधत ररयायतें क्. स.ं व्यजि अथवा व्यजियों के वगव िस्त्रों के वगव/जववरण ितें

1. अिवन पुरस्ट्कार जविेता िस्त्रों की कुल संख्या कब्िे में रखने पर सामान्य ररयायत, बिते जनिानेबािी में अिुवन परुस्ट्कार दिया गया हो। व्यजि के पास इस अजधसूचना के पैरा 3 में उजल्लजखत उपयुि सत्सयापन जनकाय द्वारा िारी प्रमाणपत्र होना चाजहए।
2. अंतरावष्ट्रीय पिक जविेता/जवख्यात जनिानेबाि
(i) कैजलबर .22 लॉग राइफल में राइफलें (जिन्हें .22 एलआर भी कहा िाता ह)ै ।
(ii) सेंटर फायर राइफल, 8 जमजम तक कैजलबर के साथ, जिसमें 8 जमजम से कम सभी कैजलबर िाजमल हैं।
(iii) जपस्ट्टल/ररवॉल्वर, जिसमें 9 एमएम तथा 9 एमएम तक के कैजलबर िाजमल ह,ै परंत ु 9 एमएम पैराबेलम िाजमल नहीं ह ै(9x19 एमएम)।
(iv) 12 बोर/गेि तक कैजलबर के िॉटगन, जिसमें 12 बोर/गेि से कम के सभी कैजलबर िाजमल हैं।
(i) अजधजनयम के उपबंधों के अनुसार सामान्य नागररक द्वारा, िो िस्त्र वह कब्िे में रखने के हकिार ह,ै उसके अजतररि बारह से अजधक िस्त्र रखन े की ररयायत नहीं होगी तथा यह कुल चौिह िस्त्रों की सीमा के ितावधीन होगी।
(ii) व्यजि के पास इस अजधसूचना के पैरा 3 में उजल्लजखत उपयिु सत्सयापन जनकाय द्वारा िारी प्रमाणपत्र होना चाजहए। रटप्पणी :
(क) यदि कोई जनिानेबाि केवल एक ही प्रजतस्ट्पधाव में जवख्यात ह ै तो वह अजधकतम कुल िस िस्त्र कब्िे में रख सकता ह ै [अथावत् आठ ररयायत वगव में तथा िो िस्त्र, िो वह अजधजनयम की धारा 3 की उपधारा (2) के 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अंतगवत एक सामान्य नागररक के बतौर कब्िे में रख सकता ह]ै। (ख) यदि कोई जनिानेबाि िो प्रजतस्ट्पधाव में जवख्यात ह,ै तो िस्त्रों की अजधकतम संख्या, िो वह कब्िे में रख सकता ह ै वह बारह होगी [िस ररयायत वगव में तथा िो हजथयार, िो वह िस्त्र अजधजनयम की धारा 3 की उपधारा (2) के अधीन एक सामान्य नागररक के बतौर कब्िे में रख सकता ह]ै। (ग) यदि कोई जनिानेबाि िो से अजधक प्रजतस्ट्पधाव में जवख्यात ह,ै तो िस्त्रों की अजधकतम संख्या, िो वह कब्ि े में रख सकता ह ै वह चौिह होगी [बारह ररयायत वगव में तथा िो हजथयार, िो वह िस्त्र अजधजनयम की धारा 3 की उपधारा (2) के अधीन एक सामान्य नागररक के बतौर कब्िे में रख सकता ह]ै।
3. कजनष्ठ लक्ष्य जनिानेबाि इस प्रजतस्ट्पधाव में उपयोग दकए गए िस्त्र, जिसमें व्यजि एक कजनष्ठ लक्ष्य जनिानेबाि ह।ै
(i) ररयायत दकसी भी वगव के िो िस्त्र तक सीजमत ह,ै जिसमें व्यजि कजनष्ठ लक्ष्य जनिानेबाि ह ै।
(ii) व्यजि के पास इस अजधसूचना के पैरा 3 में उजल्लजखत उपयिु सत्सयापन जनकाय द्वारा िारी प्रमाणपत्र होना चाजहए।
4. महत्सवाकांक्षी जनिानेबाि इस प्रजतस्ट्पधाव में उपयोग दकए गए िस्त्र, जिसमें व्यजि एक महत्सवाकांक्षी जनिानेबाि ह।ै
(i) ररयायत दकसी भी वगव के िो िस्त्र तक सीजमत ह,ै जिसमें व्यजि महत्सवाकांक्षी जनिानेबाि ह।ै
(ii) व्यजि के पास इस अजधसूचना के पैरा 3 में उजल्लजखत उपयिु सत्सयापन जनकाय द्वारा िारी प्रमाणपत्र होना चाजहए।
5. भारत का राष्ट्रीय राइफल संघ / एनआरएआई से संबद्ध राज्य राइफल संघ /
(i) कैजलबर .22 लॉग राइफल में राइफलें (जिन्हें .22 एलआर भी कहा िाता ह)ै।
(ii) सेंटर फायर राइफल, 8 जमजम तक
(i) िस्त्रों को अजधकतम संख्या पर कोई उच्च सीमा नहीं हैं, िो सत्सयापन जनकाय की जसफाररिों पर आधाररत लाइसेंससंग [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 जिला राइफल संघ, िो राज्य राइफल संघ के साथ संबद्ध ह ै / सभी जनिानेबािी क्लब, िो राज्य राइफल संघ अथवा एनआरएआई के साथ संबद्ध हैं / भारतीय खेल प्राजधकरण अथवा राज्य सरकार के खेल प्राजधकरण के अतंगवत सभी जनिानेबािी क्षेत्र। कैजलबर के साथ, जिसमें 8 जमजम से कम सभी कैजलबर िाजमल हैं।
(iii) जपस्ट्टल/ररवॉल्वर, जिसमें 9 एमएम तथा 9 एमएम तक के कैजलबर िाजमल ह,ै परंत ु 9 एमएम पैराबेलम िाजमल नहीं ह ै(9x19 एमएम)।
(iv) 12 बोर/गेि तक कैजलबर के िॉटगन, जिसमें 12 बोर/गेि से कम के सभी कैजलबर िाजमल हैं। प्राजधकरण के जववेक पर आधाररत ह।ै
(ii) जनकाय के पास इस अजधसूचना उपयुि सत्सयापन जनकाय द्वारा िारी प्रमाणपत्र होना चाजहए। [फा. सं. वी-11026/133/2019-आपसव] पुण्य सजलला श्रीवास्ट्तव, संयुि सजचव MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 12th February, 2020 S.O. 665(E).—Whereas the Central Government is of the opinion that it is necessary and expedient in public interest to exempt certain classes of persons from the operation of some of the provisions of the Arms Act, 1959 (54 of 1959).
Now, therefore, in exercise of the powers conferred by section 41 of the Arms Act, 1959 (54 of 1959) and in supersession of the notification of the Government of India in the Ministry of Home Affairs vide number S.O. 1988(E), dated the 4 th August, 2014, except as respects things done or omitted to be done before such supersession, the Central Government hereby exempts the classes of the persons specified in column (2) of the Schedule hereto annexed, in respect of the arms of the category of description specified in the corresponding entry in column (3) thereof, when carried or possessed for their own personal use for the purpose of training or use in competitions, from the operations of the provisions of sub-section (2) of section 3 and clause (a) (i) of sub-section (1) of section 9 of the said Act and subject to such conditions as are specified in the corresponding entries in column (4) of the said Schedule, namely:—
2. Definitions. – For the purposes of this notification –
(a) “International Championship” means the Asian Games, the Asian Shooting Championship, the Asian Women or Asian Junior Shooting Championship, the Commonwealth Games, the Commonwealth Shooting Championships, the Olympic Games, the World Junior or Senior Shooting Championships and the World Cups in Senior as well Junior events;
(b) “International Medalist” means a person who has won an individual or team medal in an International Championship;
(c) “Renowned Shooter” means a person who has participated in a National Shooting Championship in an Open Men's Event or Open Women's Event or Open Civilian's Event whether through Qualifying Tournament or Wild Card Entry conducted in accordance with the rules of International Shooting Union and has attained the Minimum Qualifying Score specified by the National Rifle Association;
(d) “Junior Target Shooter” means a person who has completed the age of twelve years but is below the age of twenty one years and has taken part in at least one State Championship (held 6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] once a year) or in the Zonal Championship or National Level Shooting Competition recognised by National Rifle Association and/or by respective State Rifle Association;
(e) “Aspiring Shooter” means a person who has taken part in at least one State Championship (held once a year) or in the Zonal Championship or National Level Shooting Competition recognised by National Rifle Association and/or by respective State Rifle Association and attained the Minimum Qualifying Score specified by the National Rifle Association of India.
3. Certifying bodies:-
(a) the certifying body for the persons specified at serial number (1) of the Schedule shall be the Government of India in the Department of Sports, Ministry of Youth Affairs and Sports. The certificate shall state that the award was conferred for excellence as a shooter;
(b) the certifying body for the persons specified at serial number (2) of the Schedule shall be the National Rifle Association of India (NRAI). The certificate shall state that the Medal has been won by the International Medalists in the International Championships and in case of Renowned Shooters the Merit Certificate shall mention the Qualifying Score along with the Minimum Qualifying Score (MQS) for the event as specified by NRAI;
(c) the certifying bodies for the persons specified at serial numbers 3 and 4 of the Schedule shall be the National Rifle Association of India or the approved or affiliated State Rifle Association(s) of NRAI. The Certificate issued shall mention the Qualifying Score along with the Minimum Qualifying Score for the event as specified by NRAI or the State Rifle Association;
(d) the certifying body for the entities mentioned at serial number 5 of the Schedule shall be as under:– Entity Certifying Body Shooting Clubs / District Rifle Associations affiliated with State Rifle Associations or National Rifle Association of India State Rifle Association or National Rifle Association of India State Rifle Association National Rifle Association National Rifle Association Ministry of Youth Affairs and Sports Shooting Ranges Sports Authority of India / Sports Authority of the State Government / National Rifle Association of India
4. Other conditions of exemption:- The exemption hereby granted under this notification shall further be subject to the following conditions, namely:-
(a) The Junior Target Shooter claiming exemption under the notification has completed the age of twelve years;
(b) Area Validity of the licenses issued to the persons mentioned at serial numbers 1 to 4 of the Schedule will be for All India and the issuing licensing authority shall be authorised to grant the same without referring it to the Central or the State Government for approval;
(c) For exemptees at serial number 1 and serial number 2 of the Schedule, a weapon with spare or conversion barrels is to be treated as one weapon only at the time of endorsement on the licence and full details of the said weapon and such spare or conversion barrel shall be endorsed on the respective Arms Licence.
5. Publication of details of eligible exemptees:- The database in respect of all eligible exemptees shall be put on the website of the Ministry of Youth Affairs and Sports and/or that of the National Rifle Association of India for the purpose of cross verification by any licensing authority.

2. International Medalist / Renowned Shooter
(i) Rifles in caliber .22 Long Rifle (also known as .22 LR);
(ii) Center fire Rifles with calibers up to 8 mm including all calibers lower than 8 mm;
(iii) Pistols/Revolvers of caliber up to and including 9 mm but excluding 9 mm parabellum(9X19 mm);
(iv) Shotguns of caliber up to 12 bore/guage including all calibers lower than 12 bore/gauge.
(i) The total number of weapons exempted shall not exceed twelve in addition to the number of weapons he is entitled to possess as a normal citizen as per the provisions of the Act, subject to an overall ceiling of fourteen weapons;
(ii) The person must hold a certificate issued by the appropriate certifying body referred to in paragraph 3 of this notification.
Note:
(a) if a shooter is renowned in one event only, the maximum number of weapons he can possess shall be ten (i.e. eight in the exempted category plus two weapons which he can possess as a normal citizen under sub-section 2 of section 3 of the Act);
(b) if a shooter is renowned in two events, the maximum number of weapons he can possess shall be twelve (i.e. ten in the exempted category plus two weapons which he can possess as a normal citizen under subsection 2 of section 3 of the Act);
(c) if a shooter is renowned in more than two events, the maximum number of weapons he can possess shall be fourteen (i.e. twelve in the exempted category plus two weapons which he can possess as a 8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] normal citizen under subsection 2 of section 3 of the Act).
3. Junior Target Shooter Type of arms used in the event in which the person is a Junior Target Shooter.
(i) The exemption is restricted to two weapons of any category in which the person is a Junior target shooter;
(ii) The person must hold a certificate issued by the appropriate certifying body referred to in paragraph 3 of this notification.
4. Aspiring Shooter Type of arms used in the event in which the person is an Aspiring Shooter.
(i) The exemption is restricted to two weapons of any category in which the person is an Aspiring Shooter;
(ii) The person must hold a certificate issued by the appropriate certifying body referred to in paragraph 3 of this notification.
5. National Rifle Association of India (NRAI) / Affiliated State Rifle Association(s) with NRAI / District Rifle Association(s) affiliated with State Rifle Association(s) / All Shooting Clubs affiliated with the State Rifle Association or NRAI / All Shooting Ranges under the Sports Authority of India or the Sports Authority of the State Governments.
(i) Rifles in calibre .22 Long Rifle (also known as .22 LR);
(ii) Center fire Rifles with calibers up to 8 mm including all calibers lower than 8 mm;
(iii) Pistols/Revolvers of caliber up to and including 9 mm but excluding 9 mm parabellum (9x19 mm);
(iv) Shotguns of caliber up to 12 bore/gauge including all calibers lower than 12 bore/gauge.
(i) No upper limit on the number of Arms, subject to the discretion of the licensing authority based on the recommendations of the certifying body;
(ii) The entity must hold a certificate issued by the appropriate certifying body referred to in paragraph 3 of this notification.
