Government of Punjab Department of Animal Husbandry, Fisheries & Dairy Development (Animal Husbandry Section-2) NOTIFICATION The December, 2024 No.32/46/2014/AH2(6)/14963 In exercise of the powers conferred by Section 11 & 12 of "The Punjab Bovine Breeding Act, 2016", and all other powers enabling him in this behalf, the Governor of Punjab is pleased to specity tne manner, and conditions of certification of breeding bulls of semen stations tor carrying out the purposes of the said Act, as under:
Section 11: Certification of Breeding Bulls of Semen Stations: -
1. Application for Certification of a new bull proposed to be inducted in the Semen Station as Production Bull, shall be communicated to Punjab Bovine Breeding Authority herein after referred as 'Authority' by way of submitting Form "L-1" along with non-refundable fee of Rupees Ten thousand (Rs 10,000 /-) per bull at least one month prior to their planned induction.
2. An application for renewal of certificate shall be made by the way of submitting "FORM L-2" along with a non-refundable fee of Rupees Five Thousand Only (Rs 5,000/-) per bull and a copy of last certificate not less than sixty days before the expiry of the Certificate.
3. On receipt of an application under sub section (1) & (2), the Authority shall make such enquiries as it may deem fit, and on being satisfied that the applicant has complied with all the requirement prescribed under this Act and the rules made there under, it shail grant a certificate to the applicant within a period of 30 days of receipt of the application and if not satisfied, the Authority shall, by order, refuse to grant the certificate applied for. The certificate so issued shall be valid for a period of twO years from the date of issuance.
Provided that before making any order refusing to grant a certification, the Authority shall give the applicant a reasonable opportunity of being heard and every order of refusal to grant a certificate shall be communicated to the applicant in writing.
4. On receipt of an application under sub section (1) & (2) Authority shall issue certificate only after satisfying that:
(i). The candidate bull duiy meets the 'Bull Standards' as specified by Authority; guidelines for breeding bull laid by Authority and Government of India and Breeding policy of Punjab for cattle and buffalo.
(ii). Bull is disease-free as per the latest test reports (not oider than 180 days) from NRDDL Jalandhar for all the diseases listed in the current Minimum Standard Protocol and Standard Operating Procedure for Frozen Semen Production by GOi and guidelines 0ssued by Government of India and Government of Punjab and Authority for breeding bulls and semen production. (i). Bul is not a carrier for recessive gene-linked genetíc diseases and have a normal karyotype. (iv). Bull qualifies the mandatory physical examination by the experts of Punjab Bovine Breeding Authority. 5. Physical examination of the candidate bull by the experts of Authority is mandatory for assessing General body condition, Breeding sOundness examination, Breed characteristics, semen quality, type characteristics, genetic worth, pedigree information and reliability, etc.
6. A registered Semen Station under the Act shall register the candidate bull with original Tag number/RFID Tag no/ 12digit Tag (as the case may be), with the Authority at the time of applying for Certification of Bull. Any alteration in the Tag due to any reason must be communicated to the Authority within 24 hours of such change.
7. Subject to the satisfaction of all the conditions mentioned in Punjab Bovine Breeding Act 2016 and Rules made there under and those specified by Authority and Minimum Standard Protocol for semen production by Government of India; Breeding policy of Punjab; Guidelines for semen stations, semen banks, breeding bulls, sale of semen , other related fields by GOI, Government of Punjab and Authority, a certificate shall be generated as per (Form-M' and it will be valid for two years from the date of issue.
8. Bull live status and disease testing report of certified bullI should be submitted to the Authority once in six months.
9. The certificate granted under sub-section (1) & (2),
(a) Shal, unless revoked by the Authority, remain in force for such period as may be prescribed under the Act;
(b) May be renewed from time to time for a like period; and
(c) Shall be in such form and shall be subject to such conditions as may be prescribed by the Authority.
10.Every application made under sub-section (1) or sub-section (2) shall be disposed of by the Authority within such period as may be prescribed under the Act.
11.A bull certified by the Authority shall be allotted a lifelong unique alphanumeric number in following code structure: Bovine breeding authority code Breed Code Year of registration Serial No. of Register The structur� will be 10 11 to 30 XXXX 0000 10BCXXXX0000 Breed HE HFC Jersey Sahiwal Murrah Nili Ravi Code 11 12 13 14 15 16 Section 12 Certification of Trained Al Workers: -
1. A Farmer/ Dairy farmer/ breeder/ unemployed youth having trained, perfected and adopted technique of Artificial Insemination for livelihood can apply for Certification with the Punjab Bovine Breeding Authority herein after referred as Authority' by way of submitting on Form-N-1 along with a non-refundable fee of rupee one thousand only (Rs 1000/-).
2. Application for renewal of certification can be made by way of submitting Form- N-2 along with a non-refundable fee of rupees five hundred (Rs 500/-) and a copy of last certificate not less than sixty days before the expiry of the Certificate.
3. On receipt of an application under sub section (1) & (2), the authority shall make such enquiries as it may deem fit, and on being satisfied that the applicant has complied with all the requirement prescribed under this Act and the rules made there under, it shall grant a certificate to the applicant within a period of 30 days of receipt of the application and if not satisfied, the authority shall, by order, refuse to grant the certificate applied for. The certificate so issued shall be valid for a period of two years from the date of issuance.
Provided that before making any order refusing to grant a certification, the Authority shall give the applicant a reasonable opportunity of being heard and every order of refusal to grant a certificate shall be communicated to the applicant in writing.
4. On receipt of an application under sub section (1) & (2) The authority shall issue certificate only after satisfying that: a. Applicant is a permanent resident of the State of Punjab ; proficient in Punjabi language and has passed the Punjabi Language exam in Matriculation/ or its equivalent as recognized in Government of Punjab. b. 9. Artificial Insemination from Punjab Bovine Breeding Authority approved institutions under the direct supervision of a Registered Veterinarian. C. Applicant is free from communicable diseases like TB etc. d. Applicant is applying for the purpose of certification only and does not have any other motive like temporary/ permanent/ contract employment with the Authority /Department of Animal Husbandry, Punjab etc.

Chandigarh Subject to the satisfaction of all the conditions mentioned in the Punjab Bovine Breeding Act, 2016 and rules made there under and guidelines/ conditions specified by Authority and by the Government of india a certificate as per FORM -0 shall be issued and it shall be valid for the period of two years from the date of issuance. Any certified trained AI worker can perform artificial inseminations as per the breeding policy of the State and shall buy semen straws only from the Authority Registered Semen Banks. Certified trained AI worker shall not transfer/ sell/ gift semen straws and cannot store more than 50 straws at any point of time. A certified traíned Al worker cannot have more than one container of maximum capacity of 10 L. This container is required to be labelled properly with name and Certificate ID of Trained AI worker. A certified trained Al worker shall be responsible for maintaining the Liquid Nitrogen level in the container and must have equipment like an Al Gun, semen storage container, straw tweezers, forceps, thaw monitor and other equipment required for performing optimum Al procedure.
