3. गैर-वाNणN, यक ूयोजनX के िलए पंजीकृत यां�ऽक वाहन के ः वामी और पथकर R लाजा से 20 �कमी क� दरू� के भीतर िनवास करने वाले c यNa त के िलए मािसक पास क� दर वष� 2013-14 के िलए 215 h. (दो सौ पंिह hपए माऽ) है और यह रां श�य राजमाग� फ�स (दरX का िनधा�रण और संमहण) िनयम, 2008 के उपबंधX के अनुसार ू� येक वष� संशोधन के अ_ यधीन है ।
4. राजमाग� खंड पर बहुल याऽाओं के िलए िनB निलNखत दरX पर पास जार� �कए जाएंगे, अथा�त ् भुगतान योl य धनरािश अनुमत एकतरफा याऽाओं क� अिधकतम संm या वैधता क� अविध एकतरफा याऽा के िलए फ�स का डेढ़ गनुा दो भुगतान के समय से 24 घंटे पचास या अिधक एकल याऽाओं के िलए भुगतान योl य फ�स क� रािश का दो ितहाई पचास या अिधक भुगतान क� तार�ख से एक मह�ना
5. फ�स R लाजा Nः थत होने वाले Nजले म. पंजीकृत वाNणN, यक वाहनX (राष ् श�य परिमट के अधीन ूचािलत �कए जा रहे वाहनX को छोड़कर) के िलए फ�स उस ौणेी के वाहन हेतु िनधा�Uरत दर क� 50% होगी, बशतo �क ऐसे वाNणN, यक वाहनX के उपयोग के िलए कोई स�व�स रोड या वैकNO पक सड़क उपलd ध न हX ।
6. िनयमX के अंतग�त संबंिधत ौणेी के वाहनX के िलए �विन�द�ं ट अनुम� य भार से अिधक भार लदे यां�ऽक वाहन, उस दर पर फ�स का भुगतान करन ेका दािय� व होगा जो अगली उq च ौणेी के वाहनX के िलए ूयो, य है और वह राजमाग� खंड का उपयोग करने के िलए तब तक हकदार नह�ं होगा जब तक ऐसे यां�ऽक वाहन से लदा अितभार हटाया नह� ं जाता ।
7. सभी पUरभाषाएं, यां�ऽक वाहनX क� ौणेी, इनके अनुम� य भार, छूट ूाR त वाहनX क� ौणेी, स�व�स रोड, वैकNO पक सड़क इ� या�द किथत िनयमX म. �विन�द�ं ट पUरभाषाओं के अनुLप हXगी । 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
8. फ�स क� दर. किथत िनयम के िनयम 12 के अनसुरण म. ूयोa ताओं के सूचनाथ� ूदिश�त करनी हXगी ।
9. यां�ऽक वाहनX से फ�स क� वाः त�वक रािश तािलका-। म. यथा-उNO लNखत आधार वष� 2007-08 के िलए ूित �कमी फ�स क� आधार दर के आधार पर ूभाUरत होगी और छूटX क� गणना ूािधकरण )ारा क� जाएगी । ूािधकरण )ारा इसे Uरयायतमाह� के मा_ यम से ू� येक अंमजेी और देशी भाषा म. कम से कम एक समाचार पऽ म. ूकािशत कराया जाएगा और त� पँ चात ्किथत िनयमX के िनयम 5 और Uरयायत करार के उपबंध के अनुसरण म. वा�ष�क Lप से संशोिधत कराया और ूकािशत कराया जाएगा बशतo �क फ�स के पूव�वतI संशोधन क� तार�ख से 6 मह�नX क� अविध के भीतर कोई संशोधन नह�ं �कया जाएगा । [vkjMCY;w@,u,p&37014@4@2012&,u,pMhih&IV,] अलकेश शमा�, संयुa त सिचव, MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 19th August, 2013 S.O. 2492(E).—Whereas by notification of the Government of India in the erstwhile Ministry of Shipping, Road Transport and Highways (Department of Road Transport and Highways) number S.O. 1096 (E) dated 4th August, 2005 and 1051 (E) dated 24th April, 2009 issued under section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government has entrusted National Highway No. 79 (excluding Chittorgarh to Nasirabad section) and National Highway No. 113 in the State of Rajasthan to the State Government of Rajasthan (hereinafter referred to as the “Authority”).
And whereas, the Authority has entered into an Agreement on 05.09.2012 (hereinafter referred to as said “Agreement”) with M/s. Chetak Tollways Limited, having its registered office at HE-10, Hanuman Nagar Ext, Vishnu Marg Sirsi Road, Jaipur – 302021 (hereinafter referred to as the “Concessionaire”), the successful bidder for the bids submitted on 07.12.2011 for the development of the Chittorgarh-Neemach (upto Madhy Pradesh Border) Section from Km. 183.00 (Design Km 183.000) to Km. 221.400 (Design Km 227.082) on National Highway No. 79 by four lanning and Nimbahera – Partapgarh Section from Km. 5.400 (Design Km 0.000) to Km 80.000 (Design Km 72.915) of National Highway No. 113 by two laning (hereinafter referred to as the “said section”) in the State of Rajasthan on Design, Build, Finance, Operate and Transfer (DBFOT) basis.
Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended up to the date of receipt of the bid (hereinafter referred to as the “Rules”), the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said section, interest on the capital invested, reasonable return, the volume of traffic and the period of the Agreement entered into between the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles for the use of the said section at the rate specified in column (2) of the Table 1 for net road section length of 26.697 Kms for use of the four and more lane sections (hereinafter referred to as “base rate”), at 150% of the base rate for two numbers of bypasses having aggregate length of 17.390 Km., at 60% of the base rate for net road section length of 66.970 Kms for use of the two lane sections and at 90% of the base rate on one bypass of length 5.945 Km. on the Types of Vehicles specified in column (1) of the Table 1 below, and authorizes the said Concessionaire to collect and retain the fee on and from the date of commercial operation (COD) declared by the Authority and on getting the completion certificate or the provisional certificate, as the case may be, from the Authority or publication of this notification in the Official Gazette, whichever is later, till the termination date as specified in the agreement;

3. The rate of monthly pass for a person who owns a mechanical vehicle registered for noncommercial purposes and resides within a distance of twenty kilometers from the toll plaza is 6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Rs. 215.00 (Rupees Two Hundred Fifteen only) for the year 2013-14 and is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
4. For multiple journey on the highway section, passes shall be issued at the following rates, namely.

5. Fee for commercial vehicles (excluding vehicles plying under National Permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.
6. Mechanical vehicle which is loaded in excess of permissible load specified for its category under the Rules, shall be liable to pay fee at such rates which is applicable for the next higher category of the vehicles and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.
7. All definitions, category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said Rule.
8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rule.
9. Based on the base rate of fee per km for the base year 2007-08 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the Authority in at least one newspaper, each in English and vernacular language through the Concessionaire and thereafter revised annually in accordance with the rule 5 of the said rules and provision of the Concession Agreement and got published, provided that no revision shall be effected within a period of six months from the date of the preceding revision of fee.
