1. Existing provisions in rule 17.6 shall be deleted and in place of those, following new provisions shall be substituted.

17.6. The process for the identification of candidates for written exam, skill test and interview as well as final selection shall be done as follows-

17.6.1. Under unreserved category, the identification shall be done from the consolidated merit list in the ascending merit order as shown in the following order -

17.6.1.1. Firstly, the process of identification shall be done for the total number of required female candidates under the unreserved category (UR_F).

17.6.1.2. Subject to the non-availability of the required number of female candidates under the unreserved category, the remaining identifications shall be done from unreserved open category (UR_O).

17.6.1.3. Identification of candidates under unreserved open category shall be done in the same number as the number obtained by subtracting the number of required or less than required available female candidates, the required divyang (UR_PH) candidates and required ex-servicemen (UR_EXS) candidates from the total number of required candidates under the unreserved category.

17.6.1.4. Under the unreserved category, the identification of required divyang candidates shall be done on the basis of the type of divyangata. If the posts advertised for, which is reserved for the divyang, under the unreserved category, is more than one and advertised for different types of divyangata or for groups of different type of divyangata, then, the identification shall be done for different types of divyangata or for group of different types of divyangata.

In case of non-availability of the required number of divyang candidates, a blank identification should be done, and adjustment of any type should not be made.

17.6.1.5. The process of identification of required ex-servicemen candidates shall be done under the unreserved category. In the case of not finding the required number of ex-servicemen candidates, a blank identification should be done and adjustment of any type should not be made.

17.6.1.6. All such candidates, whose marks in the written examination or interview (in case of selection through interview only) are equal to or more than the minimum qualifying marks prescribed for the candidates of unreserved category, will be included in the process for identification under the unreserved category, irrespective of the fact that their original category or subcategory is reserved category (SC/ ST/ OBC) or reserved subcategory (SC_PH/ST_PH/OBC_PH/ SC_EXS/ST_EXS/OBC_EXS).

17.6.1.7. In the process of identification under the unreserved category in the remaining levels of selection except the final selection, the Female, Open, divyang, Ex- Servicemen candidates who have obtained the same marks as the identified last Female, last Open, last divyang, last Ex-Serviceman candidates, respectively, shall be identified under the Unreserved Category or Unreserved Subcategory in their respective class (Female / Open / Divyang/ Exservicemen).

17.6.1.8. In case of identification under any class (UR_F, UR_O, UR_PH, UR_EXS), identification shall not be done under other classes.

17.6.2. Under reserved category, the identification of Schedule Caste, Schedule Tribe and Other Backward Classes shall be done in the ascending merit order from the consolidated merit list, according to the order shown below -

17.6.2.1. First of all, the process of identification shall be done for the total required female candidates under the related reserved category (SC_F/ ST_F/ OBC_F).

17.6.2.2. In case of non-availability of female candidates in the required numbers under the related reserved category, the remaining identifications shall be done from the related reserved open category (SC_O/ST_O/OBC_O).

17.6.2.3. Identification of candidates under the related reserved open category shall be done by subtracting the required number or less than required available number of female candidates, required divyang candidates (SC_PH/ ST_PH/ OBC_PH) and the required ex-servicemen candidates (SC_EXS/ST_EXS/ OBC_EXS) from the total number of required candidates under the related reserved category.

17.6.2.4. Under the related reserved category, the identification of required divyang candidates shall be done on the basis of the type of divyangata. If the number of posts advertised, which is reserved for the divyang under reserved category, is greater than one, and is advertised for different types of divyangata or for groups of different type of divyangata, then, the identification should be done for different types of divyangata or for group of different types of divyangata.

In the case of non-availability of divyang candidates in the required numbers, a blank identification should be done and adjustment of any type should not be made.

17.6.2.5. The process of identification of required ex-servicemen candidates shall be done under the related reserved category. In case of non-availability of exservicemen candidates in the required numbers, a blank identification should be done, and adjustment of any type should not be made.

17.6.2.6. In the process of identification under the Reserved category in the remaining levels of selections, except the final selection, the Female, Open, divyang, Ex- Servicemen candidates who have obtained the same marks as the identified last Female, last Open, last divyang, last Ex-Serviceman candidates, respectively, shall be identified under the Reserved Category or Reserved Subcategory in their respective class (Female / Open / Divyang/ Exservicemen).

17.6.2.7. Once identified under any class (SC_F, SC_O, SC_PH, SC_EXS, ST_F, ST_O, ST_PH, ST_EXS, OBC_F, OBC_O, OBC_PH, OBC_EXS), identification will not be done under other classes.

17.6.3. For the advertisements issued by the Commission in which the posts advertised for the divyang candidates have been included in the category-wise advertised total posts, the following procedure will be adopted by the Chhattisgarh Public Service Commission for identification of divyang candidates-

17.6.3.1. The required number of divyang candidates shall be identified from the consolidated merit list of the divyang candidates who remained deprived of identification under the unreserved and reserved categories.

17.6.3.2. If the advertised number of posts which are reserved for the divyang is greater than 01 and advertised for different type of divyangata or for groups of different type of divyangata, then, the identification should be done for different type of divyangata or for group of different types of divyangata, in the required numbers.

17.6.3.3. The category-wise required number of Open candidates shall be reassessed by deducing it from the available number of divyang candidates under the Unreserved Open (UR_O), Scheduled Caste Open (SC_O), Scheduled Tribe Open (ST_O) and Other Backward Class Open (OBC_O), based on the original category of the identified divyang candidates.

17.6.3.4. If no post is advertised under the original category of the identified divyang candidates, or, if the required number in that category is less than the number of identified divyang, due to which a zero remains after deduction from the required number, then, the adjustment should be made by subtracting the required number under the unreserved category. If the post is not advertised for even in the unreserved category, then, only in the final selection process, the divyang candidates should be identified without any adjustment / dissemination and a selection list should be issued by the department concerned with instructions for adjustment in future vacancies.

17.6.3.5. In a situation of non-availability of required number of divyang candidates, blank identifications should be done on the basis of percentage of reservation in the Chhattisgarh state or the posts should be carried forward at the time of final selection. For example - If the number of divyang candidates, after the process of identification of required numbers against the reserved posts for the divyang candidates out of the category-wise total number of advertised posts, remains blank/gets carried forward due to unavailability of candidates, is P, then - The new (latest) number of required candidates from the Scheduled Caste Open category SC_O shall be calculated as follows- SC_O= Actual Number of required candidates from Scheduled Caste Open Category - P X Percentage of reservation for Scheduled Caste category / 100.

The new (latest) required number of candidates from Scheduled Tribe Open category ST_O shall be calculated as follows- ST_O = Actual Number of required candidates from Scheduled Tribe Open Category - P X Percentage of reservation for Scheduled Tribe candidates /

100.

The new (latest) number of required candidates from the Other Backward Class Open category OBC_O should be calculated as follows- OBC_O = Actual Number of required candidates from Other Backward Class Open category - P X Percentage of reservation for Other Backward Class category/ 100.

The new (latest) required number from unreserved Open category UR_O shall be calculated as follows- UR_O = Sum of required number of candidates from all open categories- (SC_O +ST_O+OBC_O)-P.

In above calculations, if the number found is in decimals, then, that number should be replaced by the next integer when the decimal value is 0.5 or more.

Otherwise, the decimal part should be removed without changing the whole number.

If the required number of candidates in a particular category is less than the number to be subtracted from that category, as the number of identified divyang candidates is less than the number or is zero, then, the adjustment should be done by deducting it from the number of required candidates in the unreserved category. If the number of required candidates in the unreserved category is zero or less than the number of blank identifications for the divyang candidates, which has to be adjusted, then, the identification should be done for the divyang candidates without any deduction or adjustment.

As above, after the re-allocation of Unreserved Open (UR_O), Schedule Caste Open(SC_O), Schedule Tribe Open(ST_O) and Other Backward Class Open (OBC_O), the process of identification should be done afresh keeping the required number of Unreserved Female (UR_F), Unreserved Divyang (UR_PH), Unreserved Ex-Serviceman (UR_EXS), Schedule Caste Female (SC_F), Schedule Caste Divyang (SC_PH), Schedule Caste Ex-Serviceman (SC_EXS), Schedule Tribe Female (ST_F), Schedule Tribe Divyang (ST_PH), Schedule Tribe Ex-Serviceman (ST_EXS), Other Backward Class Female (OBC_F), Other Backward Class Divyang (OBC_PH), Other Backward Class Ex-Serviceman (OBC_EXS), unchanged. If, after the process of fresh identification, the number of divyang candidates against the advertised posts without any category for the divyang candidates is more than the divyang candidates found in the previous process then as per above clauses after re-allocation of Unreserved Open (UR_O), Scheduled Caste Open (SC_O), Scheduled Tribes Open (ST_O) and Other backward class open (OBC_O) the process of identification should be done a fresh keeping the required number of Unreserved Female (UR_F), Unreserved divyang (UR_PH), Unreserved Ex-Serviceman (UR_EXS), Schedule Caste Female (SC_F), Schedule Caste divyang (SC_PH), Schedule Caste Ex-Serviceman (SC_EXS), Schedule Tribe Female (ST_F), Schedule Tribe divyang (ST_PH), Schedule Tribe Ex-Serviceman (ST_EXS), Other Backward Class Female (OBC_F), Other Backward Class divyang (OBC_PH), Other Backward Class Ex-Serviceman (OBC_EXS) unchanged.

2. In the rule 18, wherever the word “25 percent” exists, it should be replaced by the word “50 percent”.

3. The present provisions under Rule 56.13 should be removed and replaced by new provisions given below –

56.13 “If there is a need to remove more than 20 percent of questions after online objection, then the commission can annul the exam and take decision on re-conduct of the examination. In multiple choice examinations, the exam results will be declared after resolving objections by experts.
