1. सकं्षिपत नाम और प्रारंभ.- (1) इन िनयमों ाा नाम राजसथान पययटन वयवराय (राुरारण और वविनयमन) (रोंंोिन) िनयम, 2021 है।
(2) ये तरुन्त प्रभाव रे प्रवतृ्त होंगे।
2. ननर्म 4, 5, 6,7,8 और 9 का प्रनतस्थापन.- राजसथान पययटन वयवराय (राुरारण और वविनयमन) िनयम, 2010,म्जर ेइरमें इराे पशचात ्उतत िनयम ाहा गया है, ाे ववद्यमान िनयम 4, 5, 6, 7, 8 और 9 ाे सथान पर िनमनललखखत प्रितसथावपत काया जायेगा, अथायत:्- ''4 गाइडों के ललए शिैणिक अर्यताएं.- गाइड ाे रूप में प्रलोंक्षित और अनजु्ञपत काय ेजाने ाी वांछा ारने वाले कार वयम्तत ाे पार िनमनललखखत न्यनूतम ोंिैखणा अहयताएं होन चादहए, अथायत:्-
(i) राज्य सतर ाे गाइड ाे ललए- अभ्यथी भारत में ववधि द्वारा सथावपत कार ववशवववद्यालयरेसनाताहोनाचादहएयाभारतमें ववधिद्वारासथावपतकार ववशवववद्यालययाराज्य रराारद्वाराइरप्रयोजनाेललएअनमुोदेतकार रसंथारेपययटनमेंत नवषीयी यपडपलोमािाराहोना चादहए;
(ii) सथान य सतर ाे गाइड ाे ललए - अभ्यथी भारत में ववधि द्वारा सथावपत माधयलमा लोंिा बोडय रे राैण्डरी परीिा या 10व ंपरीिा उत्त णय होना चादहए: परन्त ुसथान य सतर ाे गाइडों ाे प्रलोंिण पाठ्यक्रम ाी प्रवेों परीिा ाे मामले में राैण्डरी परीिा ाी उपयुयतत ोंिैखणा अहयता ाी अपेिा ाो लोंधथल काया जायेगा, यदे कार वयम्तत ाे पार ेर वषीयय रे अधिा ाी गाइपडगं ाा अनभुव है और वह वन ववभाग/परुातत्व एवरंगं्रहालय ववभाग/अन्य रराारी 1414 राजसथानराज-पत्र जून15 2021 भाग 4 (ग) उपक्रम/ववभाग या िनज न्यारों द्वारा चलाये जा रहे ऐितहालरा महत्व ाे समाराों द्वारा जारी पररचय-पत्र/ अनजु्ञम्पत ााडयरखता है। ऐरे अनभुव ाा रत्यापन,प्रवेों परीिा में अभ्यथी ाे उपम्सथत होने रे पवूय, पययटन ववभाग ाे रबंधंित सथान य ाायायलय द्वारा काया जायेगा।
5. गाइडों के अनजु्ञापन के ललए आर्.ु- राज्य सतर या सथान य सतर ाे गाइड प्रलोंिण पाठ्यक्रम में प्रवेों ाे ललए प्रवेों परीिा में प्रवेों चाहने वाले वयम्तत ने, उर वषीयय ाे अप्रलै मार ाे प्रथम देन ाो, म्जर वषीयय राज्य सतर या सथान य सतर ाे गाइड प्रलोंिण पाठ्यक्रम में प्रवेों ाे ललए प्रवेों परीिा में प्रवेों ाे ललए दवेेन दमतं्रत्रत काये जात ेहैं, 21 वषीयय ाी दय ुप्रापत ार ली हो और 50 वषीयय ाी दय ुप्रापत नहीं ाी हो: परंत ु सथान य सतर ाे गाइड प्रलोंिण पाठ्यक्रम ाी प्रवेों परीिा में प्रवेों चाहने वाले वयम्तताे मामल ेमें ऊपरी दय ुर मा 55 वषीयय होग यदे उनाे पार िनयम 4ाे परंताु मेंयथा वविनद येष्ट अनभुव है।
6. पर्यटन गाइडों के प्रलशिि में प्रिेश के ललए आिेदनआमतं्रत्रत करना.- (1)अधििनयम ाी िारा 8 ाी उप-िारा (1) ाे अि न राज्य रराार द्वारा गाइडों ाी रखंयााे अविारण ाे पशचात,् गाइड प्रलोंिण पाठ्यक्रम में प्रवेों ाे ललए दवेेन, राज्य में ववसततृ पररचालन वाल ेरमाचारपत्र में ववज्ञावपत औरराथ ही राथ पययटन ववभाग, राजसथान ाी वेबराइट पर प्रेलोंयत ाराे, दयतुत द्वारा दमतं्रत्रत काय े जायेंगे। ववज्ञापन में, सथान य सतर और राज्य सतराे गाइडों ाे ललए रसुपष्ट रूप रे अपेक्षित न्यनूतम अहयताओंाे राथ ही प्रलोंिण ाे ललए,यदे प्रलोंिण ाे ललए उपयतुत पाया जाये, प्रभाररत ाी जाने वाली फीर अतंववयष्ट होंग । दवेेन प्ररूप ऐरा होगा जैराका दयतुत द्वारा अविाररत काया जाये। दवेेा, दयतुत द्वारायथाअविाररत दवेे न फीर उराे द्वारा वविनद येष्ट रीित रे रंे ाय ारेगा। दवेे न,दयतुत ाे वविनशचय ाे अनरुार दनलाइन या दफलाइन ढंग रे दमतं्रत्रत काये जायेंगे और दवेे ा ाो तद्नरुार दवेे न ारना होगा।
(2) दवेे ा जो, राज्य सतर और सथान य सतर ाे गाइड प्रलोंिण पाठ्यक्रम प्रवेों परीिा, ेोनों ाे ललए दवेेन ारना चाहत े हैं,इन में रे प्रत्येा परीिा ाे ललए अलग-अलग दवेेन ारेंगे और इन में रे प्रत्येा परीिा ाे ललए लाग ूफीर ाा अलग-अलग रंे ाय ारेंगे।
(3) ववज्ञापन में अधिरधूचत अिंतम तारीख ता प्रापत रमसत दवेे नों ाी रवं िा ाी जायेग और प्रवेों परीिा ाे ललए पात्र पाये गये अभ्यधथययों ाी रचू घोवषीयत ाी जायेग और पययटन ववभाग ाी ोंाराीय वेबराइट और रचूना पट्ट पर प्रेलोंयत ाी जायेग और प्रवेों परीिा ाे ललए पात्र पाये गये रमसत अभ्यधथययों ाो वयम्ततों: ई- मेल द्वारा या ऐर अन्य रीित रे जो दयतुत द्वारा वविनम्शचताी जाये, ररंधूचत ाी जायेग । दवेे ाों रे अपेक्षित होगा का रमय-रमय पर पययटन ववभाग ाी वेबराइट ेेखत ेरहें। रचूना ाे ई-मेल ाी अप्राम्पत ग्रहण नहीं ाी जायेग ।
(4) प्रवेों परीिा ाे ललए पात्र पाये गये अभ्यथी दयतुत द्वारा प्राधिाृत प्राधिाारी या ववदहत प्राधिाारी द्वारारचंाललत ललखखत परीिा में उपम्सथत होंगे। प्रवेों परीिा रचंाललत ारने ाे ललए प्राधिाृत प्राधिाारी ाे वविनशचय ाे अनरुार प्रवेों परीिा,दनलाइन या दफलाइन रचंाललत ाी जा राेग ।
(5) प्रवेों परीिा रचंाललत ारने ाे ललए प्राधिाृत प्राधिाारी द्वारा, उप-िनयम (6) ाे उपबिंों ाे अधयि न रहत े हुए, प्रवेों परीिा में प्रापत अांों और उप-िनयम (7) में यथा वविनद येष्ट बोनर अांों, यदे ाोई हों, ाे दिार पर अभ्यधथययों ाी प्रवगयवार योगयता रचू तयैार ाी जायेग ।
(6) गाइड प्रलोंिण पाठ्यक्रम में र टों ाा दरिण ऐरा होगा, जैराका राज्य रराार द्वारा रमय-रमय पर अविाररत काया जाये। यदे दरक्षित प्रवगय ाे अभ्यधथययों ाे ललए दरक्षित गाइ्ड प्रलोंिण पाठ्यक्रम ाी ाोई र ट ररतत रह जात है, तो वह योगयता ाे दिार पर रामान्य या अन्य प्रवगों रे रबंधंित दवेे ाों रे भरी भाग 4 (ग) राजसथानराज-पत्र जून 15 2021 1415 जायेग । चूंका पययटन गाइडों ाे चयन और प्रलोंिण ाा उद्देशय उन्हें सव-िनयोजन ाे ललए तयैार ारना है, इरललए र टों ाी ररतत रखंया ाो अग्रन त नहीं काया जायेगा।
(7) कार भारत य या ववेेों भाषीया में ोंिैखणा अहयता रखने वाले अभ्यधथययों ाो गाइड प्रलोंिण पाठ्यक्रम में प्रवेों ाे ललए योगयता रचू तयैार ारत ेरमय बोनर अां देय ेजायेंगे। बोनर अां िनमनानरुार देये जायेंग:े-
(i) भारत ाे रवंविान ाी दठव ं अनरुचू में रचू बद्ध कार भारत य भाषीया में ववशवववद्यालय अनुे ान दयोग द्वारा मान्यताप्रापत ववशवववद्यालय/रमाि रसंथा/ड मड ववशवववद्यालय द्वारा प्रेत्त पडग्र होने पर ेर अां,
(ii) भारत ाे रवंविान ाी दठव ं अनरुचू में रचू बद्ध कार भारत य भाषीया में ववशवववद्यालय अनुे ान दयोग द्वारा मान्यताप्रापत ववशवववद्यालय/रमाि रसंथा/ ड मड ववशवववद्यालय द्वारा प्रेत्त पडपलोमा होने पर पांच अां,
(iii) भारत ाे रवंविान ाी दठव ं अनरुचू में रचू बद्ध कार भारत य भाषीया में ववशवववद्यालय अनुे ान दयोग द्वारा मान्यताप्रापत ववशवववद्यालय/रमाि रसंथा/ ड मड ववशवववद्यालय द्वारा प्रेत्त प्रमाणपत्र होने पर त न अां, और
(iv) ाम रे ाम 10 वषीयों रे ववेेों भाषीया में पाठ्यक्रम चला रहे रम्जसट्रीाृत या ववशवववद्यालय अनुे ान दयोग/राजेतूावार द्वारा लरफाररों काय ेगये या अनमुोदेत रसंथान रे ववेेों भाषीया में पडग्र ाे ललए ेर अां, पडपलोमा ाे ललए पाचं अां और प्रमाणपत्र ाे ललए त न अां।
(8) अभ्यथी जो प्रवेों परीिा में प्रापत अांों और बोनर अांों, यदे ाोई हों, ाे दिार पर गाइड ाे रूप में प्रलोंिण ाे प्रवेों ाे ललए अिंतम रूप रे चयिनत काय ेगये हैं, प्रलोंिण ाे ललए वविनद येष्ट फीर ाे राथ प्ररूप- ग में एा दवेेन प्रसततु ारेंगे। प्रलोंिण ाे ललए चयिनत अभ्यथी , पययटन ववभाग, राजसथान द्वारा यथा वविनम्शचत अवधि ाे ललए प्रलोंिण लेंगे।
(9) सथान य सतर ाे गाइडों ाे ललए प्रलोंिण ाी वयवसथा दयतुत द्वारा प्राधिाृत प्राधिाारी द्वारा सथान य सतर पर ाी जायेग और राज्य सतर ाे गाइडों ाे ललए प्रलोंिण ाी वयवसथा अपर िनेेोंा, प्रोंारन/ववाार, पययटन ववभाग, जो राज्य सतर ाे गाइडों ाे अनजु्ञापन ाे प्रयोजन ाे ललए अधििनयम ाी िारा 2 ाे खण्ड (ण) में यथा पररभावषीयत ववदहत प्राधिाारी भ होगा, ाे रमग्र िनयतं्रण और पययविेण ाे अि न जयपरु और/या राज्य ाे मखुय ोंहरों में ाी जायेग ।
7. आर्,ु शिैणिक अर्यता और प्रलशिि में लशथथलीकरि.- (1) इन िनयमों में अतंववयष्ट कार बात ाे होत ेहुए भ , दयतुत,यदे उराा रमािान हो जाता है का अनजु्ञम्पत चाहने वाले पेिारी ाे पार पययटाों ाो गाइड ारने ाा पयायपत अनभुव है और गाइड ाे रूप में ात्तयवयभार लेने ाे ललए उपयतुत है और अनजु्ञपत काय े जाने ाी दवशयाता है,उप-िनयम (2) में यथा-वविनद येष्ट रीित में अधिातम दय ुऔर प्रलोंिण पाठ्यक्रम में लोंधथलीारण मजंूर ार राेगा और प्ररूप घ-1 या, यथाम्सथित, प्ररूप घ-2 में अनजु्ञम्पत जारी ार राेगा।
(2) गाइड अनजु्ञम्पत ाी मजंूरी ाे ललए दयतुत द्वारा िनमनललखखत वयम्ततयों ाो अधिातम दय ु और प्रलोंिण पाठ्यक्रम में लोंधथलीारण मजंूर काया जा राेगा, अथायत:्- (ा) पययटन ववभाग ाे रेवािनवतृ्त राजपत्रत्रत अधिाारी; (ख) पययटन ववभाग ाे रेवािनवतृ्त अराजपत्रत्रत ामयचारी; या (ग) रघं ाे रोंसत्र बलों ाे रेवािनवतृ्त रेसय: 1416 राजसथानराज-पत्र जून15 2021 भाग 4 (ग) परंतउुपयुयतत खण्ड (ा) ाे अि न दने वाले वयम्ततराज्य सतर ाे गाइड ाे रूप में अनजु्ञम्पत ाे ललए ऐरे लोंधथलीारण ाे पात्र होंग ेऔर जो खण्ड (ख) और (ग) ाे अि न दत ेहैं, सथान य सतर ाे गाइड ाे रूप में अनजु्ञम्पत ाे ललए पात्र होंगे म्जन्हें अनजु्ञम्पतयां जारी ारने रे पवूय लघ ुप्रलोंिण देया जाना अपेक्षित होगा: परंत ुयह और का लोंधथलीारण ाेवल उन्हीं वयम्ततयों ाो देया जायेगा जो उनाी रेवािनवमृ्त्त ाी तारीख रे ेो वषीयय ाे भ तर ऐरा लोंधथलीारण चाहत ेहैं।
(3) ोंिैखणा अहयता में लोंधथलीारण ाेवल िनयम 4 ाे परन्ताु में वविनद येष्ट वयम्तत ाो मजंूर काया जायेगा।
8. स्थानीर् स्तर के गाइडों के ललए प्रलशिि.- (1) जब ाभ सथान य सतर ाे गाइड ाे रूप में प्रलोंिण ाे ललए अभ्यथी ाा चयन काया जाता है तो पययटन ववभाग, उप-िनयम (2) में यथा-वविनद येष्ट प्रलोंिण ाे पाठ्य वववरण ाे अनरुार गाइड ाे वयवराय ाे ललए रमसत रचूना और जानाारी रे उर ेअवगत ाराने ाे ललए प्रलोंिण ेेगा। प्रलोंिण, पययटन ववभाग या राज्य ाे अन्य ववभागों ाे ऐरे अनुे ेोंाों और अधिााररयों द्वारा देया जायेगा जैरा दयतुत रमय-रमय परइर िनलमत्त अविाररत ारे।
(2) सथान य सतर ाे गाइडों ाे प्रलोंिण ाे ललए पाठ्य वववरण िनमनानरुार होगा, अथायत:्- स्थानीर् स्तर के गाइडों के प्रलशिि के ललए पाठ्र् वििरि
1. राजसथान ाा इितहार (ेो वयाखयान)।
2. भारत ाे ववलभन्न िमों ाा दिोपान्त अवलोान।
3. राजसथान ाी ाला, रसंाृित और ववलभन्न परमपराएं (ेो वयाखयान)।
4. राजसथान ाे मेले और उत्रव।
5. राजसथान ाे नतृ्य और रगं त।
6. राजसथान ाा सथापत्य, मदंेर सथापत्य (ेो वयाखयान)
7. सथान य रसंमाराों पर जानाारी (चार वयाखयान)।
8. राजसथान ाा वन्य ज वन, वनसपित और ज व-जन्त।ु

(3) यह पाठ्य वववरण, पययटन वयवराय ाी अपेिानरुार, रमय-रमय पर पययटन ववभाग द्वारा पनुरीक्षित काया जा राेगा।
(4) सथान य सतर ाे गाइड ाे ललए प्रलोंिण पाठ्यक्रम न्यनूतम 48 घण्टे ाी अवधि ाा होगा म्जरमें रभ प्रलोंिणाधथययों ाे ललए 80 प्रितोंत उपम्सथित दवशया होग ।
(5) प्रलोंिण ाे ेौरान या उराी रमाम्पत पर, जहा ंप्रलोंिण ााययक्रम ाे प्रभारी अधिाारी ाो ऐरा प्रत त हो का ाुछ अभ्यधथययों ाी प्रलोंिण पाठ्यक्रम ाे अि न दने वाले ववलोंष्ट िते्र ाे रबंिं में अपेक्षित ज्ञान और जानाारी ाम है और जब यह तथ्य दयतुत ाी जानाारी में लाया जाता है और उर ाी राय है का गाइड ाे रूप में वयवराय ारने रे पवूय उन अभ्यधथययों ाे ललए अपेक्षित ज्ञान दवशया है और उनाेज्ञान में और ववृद्ध काया जाना अितररतत रूप रे लाभप्रे होगा तो ऐर म्सथित में ऐरे अभ्यधथययों ाे रबंिं में दयतुत द्वारा प्रलोंिण ाो एा या ेो रपताह ाे ललए बढ़ाया जा राेगा।
(6) रामान्यतः प्रलोंिण पययटन ववभाग ाे अधिााररयों द्वारा देया जायेगा कान्त ुजहा ंदवशया हो, राज्य ाे अन्य ववभागों ाे ऐरे अधिााररयों ाो भ रमबद्ध काया जा राेगा जो ज्ञान ाे कार ववलोंष्ट ववोंषेीयज्ञ िते्र ाे बारे में ववोंषेीय जानाारी रखत े है। प्रोफेररों, वयाखयाताओं और अन्य ववोंषेीयज्ञों जरैे ववखयात लोंिाववेों, अपेक्षित िेत्र ाे ववोंषेीयज्ञों ाो भ प्रलोंिणाथी गाइडों ाो वयाखयान ेेने और प्रलोंिण ेेने ाे ललए दमतं्रत्रत काया जा राेगा।
(7) जहा ंदयतुत ाो यह प्रत त हो का सथान य सतर ाे गाइडों ाे ललए वयावहाररा प्रलोंिण या सथल पर प्रलोंिण दवशया है तो वह सथान य सतर ाे गाइड ाे रूप में अनजु्ञापन रे पवूय उन्हें इराे ललए िनेेों ेे राेगा।
(8) प्रत्येा दवेेा ाो प्रभारी अधिाारी, जो ववदहत प्राधिाारी द्वारा ववदहत प्ररूप में प्रलोंिण पणूय होने ाा प्रमाणपत्र जारी ारेगा,ाे रमािानप्रे रूप में प्रलोंिण पणूय ारना होगा।
9. राज्र् स्तर के गाइडों के ललए प्रलशिि.- (1) जब ाभ राज्य सतर ाे गाइड ाे प्रलोंिण ाे ललए ाोई अभ्यथी चयिनत काया जाता है वहां पययटन ववभाग उप-िनयम (2) में यथा-वविनद येष्ट प्रलोंिण ाे पाठ्य वववरण अनरुार राज्य सतरीय गाइड़ ाे वयवराय ाी रमसत जानाारी और ज्ञान रे अवगत ाराने ाे ललए उर े प्रलोंिण ेेगा।
(2) राज्य सतर ाे गाइड ाे ललए प्रलोंिण ाा पाठ्य वववरण िनमनानरुार होगा, अथायत:्- राज्र् स्तर के गाइड के ललए प्रलशिि का पाठ्र् वििरि
1. भारत और राज्य ाा इितहार।
2. प्रौद्योधगाी और औद्योधगाीारण ाे िेत्र में राज्य ाी उपलम्धियां।
3. पययटन रेतटर ाे ववोंषेीय रंे भय में राज्य ाा ववाार।
4. भारत ाे मखुय िमय,- (ा) दहन्े ू (ख) इसलाम (ग) ईराई (घ) लरख (ङ) बौद्ध (च) जैन 1418 राजसथानराज-पत्र जून15 2021 भाग 4 (ग) (छ) पारर

(6) बाह्य प्रलोंिण ाे रमसत वयय,यदे ाोई हों, प्रलोंिणाधथययों द्वारा सवय ं वहन काय े जायेंगे। तथावप, पययटन ववभाग ववलभन्न सथानों और अवसथानों ाी यात्रा, बोपडिंग और दवार ाे मामलों में लमतवययता रिुनम्शचत ारने ाे ललए प्रलोंिण ाे टूर ाा रमन्वय ारेगा।
(7) राज्य सतर ाे गाइड प्रलोंिणाधथययों ाे प्रलोंिण ाे ेौरान, प्रलोंिण रे ररुगंत वविनद येष्ट िते्रों में खयाितप्रापत वयम्ततयों ाे वयाखयानों ाी भ वयवसथा ाी जायेग यथा- प्रोंाराों, प्रोफेररों, रीडरों,वयाखयाताओ,ं पययटन रे ररुगंत ववोंषेीयज्ञता वाले िते्रों में ववोंषेीयज्ञों ाी भ ववभाग द्वारा वयवसथा ाी जा राेग ।
(8) प्रलोंिणाधथययों ाे ब च ववोंषेीय रमझ बढ़ाने और वयम्ततयों/पययटाों ाे रमहू रे बातच त ाे ललए उनमें ववशवार जगाने ाे ललए बार-बार रामदूहा ववचार-ववमोंयभ दयोम्जत काय ेजा राें गे।

(4) उप-िनयम (3) ाे अि न जारी काया गया गाइड पररचय-पत्र एव ंअनजु्ञम्पत ााडय ेो वषीयय ाी ाालावधि ाे ललए ववधिमान्य रहेगा जो दयतुत,पययटन द्वारा राज्य सतर और सथान य सतर ाे गाइड ाे ललए यथा अविाररत नव ारण फीर ाे रंे ाय ाे पशचात,् विैता ाी रमाम्पत रे 3 माह ाे भ तर यदे इराे ललए दवेेन काया जाता है तो,िनयमानरुार नव ाृत काया जा राेगा। इराे पशचात ् ववलबं ाे ललए यह अितररतत नव ारण फीर, जो गाइडों ाे ेोनों प्रवगों ाे ललए दयतुत, पययटन द्वारा अविाररत ाी जाए, ाे रंे ाय और रमसत गाइडों ाे ललए अधिाधथत रामान्य ोंतों ाे अि न नव ाृत काया जा राेगा। नव ारण ाे लम्मबत रहने ाे ेौरान, ववदहत प्राधिाारी प्ररूप घ-3 में एा प्रमाणपत्र जारी ारेगा।
(5) प्रत्येा राज्य सतर ाा गाइड, पययटा सवागत ाेन्र/पययटा रचूना धयरूो और रबंधंित ववदहत प्राधिाारी ाो, ाायय ाे अपने मखुय सथान और मोबाइल ाे रपंाय नबंर रे ररंधूचत ारेगा और राज्य में जहा ंाही ंवह ाायय ारे, िनाटतम पययटा रचूना धयरूो या पययटा सवागत ाेन्र ाो अपने कक्रयाालापों ाे बारे में भ रधूचत ारेगा। पत े और ेरूभाषीय रखंयांा में ाोई पररवतयन रबंधंित प्राधिााररयों और पययटन ववभाग, राजसथान ाे अधिााररयों ाो ररंधूचत काया जायेगा।
(6) राज्य सतर ाे गाइड द्वारा उपयुयतत ोंतय ाे पालन ारने में ाोई चूा उर े उराे गाइड पररचय-पत्र एव ं अनजु्ञम्पत ााडय ाे रद्दारण ाा ेाय बना ेेग : परन्त ुऐर कार गलत ाे ललए प्रमाणपत्र और पररचय-पत्र ाे रद्दारण ाे ललए देेों ारने रे पवूय ववदहत प्राधिाारी, रबंधंित गाइड ाो रनुवाई ाा अवरर प्रेान ारेगा और जहा ं उराे द्वारा प्रसततु सपष्टीारण रतंोषीयजना प्रत त होता है, वहां तात्पिययत ाारयवाई नहीं ाी जायेग ।
(7) इन िनयमों ाे प्रांरभ होने ाे पवूय पययटन ववभाग द्वारा राज्य सतर ाे गाइड ाे रूप में और सथान य सतर ाे गाइड ाे रूप में वयम्ततयों ाो जारी रमसत गाइड पररचय-पत्र एव ंअनजु्ञम्पत ााडय ठीा िाररत काय ेजायेंगे और उनाी ववधिमान्यता ाालावधि ता ववधिमान्य रहेंग ेऔर इन िनयमों ाे अि न जारी काये गये रमझे जायेंगे कान्त ुतथावप, इन िनयमों ाे अनरुार नव ारण ाे अधयि न होंग ेऔर ऐरे रमसत गाइड,इन िनयमों ाे प्रारंभ ाी तारीख रे, इन िनयमों ाे उपबन्िों द्वारा ोंालरत होंगे।
(8) दयतुत, इन िनयमों ाे अि न पययटन गाइडों ाे चयन, उनाे प्रलोंिण, फीर ववदहत ारने और अनजु्ञम्पत जारी ारने रे रबंधंित रमसत मामलों ाे ललए, रमय-रमय पर िनेेों जारी ारने ाे ललएरिम होगा।''

8. प्ररूप घ-3 का सशंोधन.- उतत िनयमों रे रलंगन प्ररूप घ-3 में, ववद्यमान अलभवयम्तत ''(िनयम 9(4) ेेखखए)'' ाे सथान पर अलभवयम्तत ''[िनयम 9ा(4) ेेखखए]'' प्रितसथावपत ाी जायेग । [स.ंएफ 8(428)/टै्रड/पर्य/19/998] राज्र्पाल के आदेश और नाम से, गायत्र राठौड़ प्रमखु शासन सथिि। DEPARTMENT OF TOURISM NOTIFICATION Jaipur, April 22, 2021 G.S.R.283 .-In exercise of the powers conferred by section 31 of the Rajasthan Tourism Trade (Facilitation and Regulation) Act, 2010 (Act No. 9 of 2010), the State Government hereby makes the following rules to amend the Rajasthan Tourism Trade (Facilitation and Regulation) Rules, 2010 namely:-
1. Short title and commencement.- (1) These rules may be called the Rajasthan Tourism Trade (Facilitation and Regulation) (Amendment) Rules, 2021.
(2) They shall come into force with immediate effect.
2.Substitution of rule 4, 5, 6, 7, 8 and 9.- The existing rule 4, 5, 6, 7, 8 and 9 of the Rajasthan Tourism Trade (Facilitation and Regulation) Rules, 2010, herein after referred to as the said rules, shall be substituted by the following, namely:- “4. Educational qualification for Guides.- Any person desiring to be trained and licensed as a Guide must possess the following minimum academic qualification, namely:-
(i) For State Level Guide - The candidate must be a graduate from any University established by law in India or must possess three year's diploma in Tourism from any University established by law in India or any institute approved for the purpose by the State Government;
(ii) For Local Level Guides - The candidate must have passed Secondary Examination or 10th Examination from a Board of Secondary Education established by law in India:
Provided that in case of entrance examination of Local Level Guide Training Course the requirement of above educational qualification of secondary examination shall be relaxed, if any person is having experience of guiding of more than ten years and possesses Identity Card/License issued by the Forest Department/ Department of Archaeology & Museums/other Government enterprise/Department or monuments of historic importance run 1422 राजसथानराज-पत्र जून15 2021 भाग 4 (ग) by private trusts. The verification of such experience shall be done by the concerning local office of the Tourism Department before the applicant appears in the entrance examination.
5. Age for licensing of Guides.- The person seeking admission in entrance examination for admission to State Level or Local Level Guide Training Course must have attained the age of 21 years and must not have attained the age of 50 years on the 1st day of the month of April of the year in which applications for admission in entrance examination for admission to State Level or Local Level Guide Training Course are invited:
Provided that the upper age limit shall be 55 years in case of the persons seeking admission in entrance examination of Local Level Guide Training Course if they have experience as specified in proviso to rule 4.
6. Inviting of applications for admission to training of tourist guides.- (1) After determination of number of Guides by the State Government under sub-section (1) of section 8 of the Act, applications for admission to guide training course shall be invited by the Commissioner by advertising in newspaper having wide circulation in the State as well as displayedon the website of the Department of Tourism, Rajasthan. The advertisement shall contain minimum qualification required for Local Level and State Level Guides distinctly as also fee to be charged for training, if found suitable for training. The application form shall be such as may be determined by the Commissioner. The candidate must pay application fee as determined by the Commissioner in manner specified by him. The applications shall be invited through online or offline mode as per the decision of the Commissioner and the applicant shall have to apply accordingly.
(2) Those applicants desiring to apply for both State Level and for Local Level Guide training course entrance examination shall have to apply separately for each of these examinations and shall pay separately fee applicable for each of these examinations.
(3) All applications received upto the last date notified in the advertisement shall be scrutinized and list of candidates found eligible for undertaking the entrance examination shall be declared and displayed on the notice board and official website of the Department of Tourism and will also be communicated individually by e-mail or such other method as may be decided by the Commissioner to all the candidates found eligible for undertaking the entrance examination. The applicants are expected to check the website of the Department of Tourism from time to time. Non-receipt of e-mail of intimation shall not be entertained.
(4) The candidates found eligible for entrance examination shall have to appear in the written examination conducted by the authority authorised by the Commissioner or prescribedauthority. The entrance examination may be conducted online or offline, as per the decision of the authority authorised for conducting entrance examination.
(5) The authority authorised to conduct the entrance examination shall, subject to provisions of sub-rule (6), prepare a category wise merit list of candidates on the basis of marks obtained in entrance examination and bonus marks as specified in sub-rule (7), if any.
(6) The reservation of seats in guide training course shall be such as may be determined by the State Government, from time to time. If any seats of guide training course reserved for the reserved category candidates remain unfilled, the same shall be filled in from applicants belonging to general or other categories on the basis of merit. Since the selection and training for tourist guides is aimed to prepare them for self-employment, hence there shall be no carry-forward of vacant number of seats.
(7) The candidates having educational qualification in any Indian or foreign language shall be awarded bonus marks while preparing merit list for admission to guide training course. Bonus marks shall be awarded as under:- भाग 4 (ग) राजसथानराज-पत्र जून 15 2021 1423
(i) Ten marks for having a degree in an Indian language, listed in the Eighth Schedule of the Constitution of India, granted by the university recognized by the University Grants Commission (UGC)/ equivalent institution/deemed university,
(ii) Five marks for having diploma in an Indian language, listed in the Eighth Schedule of the Constitution of India, granted by the university recognized by the University Grants Commission (UGC)/ equivalent institution/deemed university,
(iii) Three marks for having certificate in an Indian language, listed in the Eighth Schedule of the Constitution of India, granted by the university recognized by the University Grants Commission (UGC)/ equivalent institution/deemed university, and
(iv) Ten marks for degree, five marks for diploma and three marks for certificate in a foreign language granted by a registered institute running courses in foreign languages for at least last 10 years or approved or recommended by the University Grants Commission (UGC)/Embassies.
(8) The candidates who are selected finally for admission to training as a guide on the basis of marks obtained in entrance examination and bonus marks, if any, shall submit an application in Form C, along with fee specified for training. The candidates selected for the training have to undergo training for the duration as decided by the Department of Tourism, Rajasthan.
(9) The training for the Local Level Guides shall be arranged locally by the authority authorised by the Commissioner and the training for the State Level Guides shall be arranged at Jaipur and/ or major cities in the State under the overall control and supervision of the Additional Director Administration/Development, Department of Tourism who shall also be the prescribed authority as defined in clause (o) of section 2 of the Act for the purpose of licensing of State Level Guides.
7. Relaxation in age, educational qualification and training.- (1) Notwithstanding anything contained in these rules, theCommissioner may, if he is satisfied that the incumbent seeking license has sufficient experience for Guiding the Tourists and is fit to take assignments as a Guide and needs to be licensed, grant relaxation from the maximum age and training course in the manner as specified in sub-rule (2) and issue Guide License in Form D-I or Form D-II, as the case may be.
(2) The relaxation from the maximum age and training course may be granted by the Commissioner to the following persons for grant of Guide License, namely:-
(a) Retired Gazetted Officers of the Department of Tourism;
(b) Retired Non-Gazetted officials of the Department of Tourism; or
(c) Retired members of the Armed Forces of the Union:
Provided that persons falling under clause (a) shall be eligible for such relaxation for a license as a State Level Guide and those falling under clause (b) and (c) thereof shall be eligible for such relaxation for a license as a Local Level Guide who may be required to be imparted short training before issuing them licenses.
Provided further that relaxation shall be given to only those candidates who seek such relaxation within two years from the date of their retirement.
(3) The relaxation from educational qualification shall be granted only to the person specified in proviso to rule 4.
8. Training of Local Level Guides.- (1) Whenever a candidate is selected for training as a Local Level Guide, the Department of Tourism shall impart training to him in order to equip him with the information and knowledge for the vocation of a Local Level Guide in accordance with the syllabus of training as specified in sub-rule (2). The training shall be imparted by such instructors and officers of the Department of Tourism or other departments of the State as the Commissioner may determine in this behalf, from time to time. 1424 राजसथानराज-पत्र जून15 2021 भाग 4 (ग)

9. Important tourist destinations of Rajasthan (two lectures).

12. Heritage Hotels & their contribution to Rajasthan Tourism.
13. Transport facilities, hotels, cuisine.
14. How to book, confirm air/rail/bus tickets.

(3) This syllabus may be revised by the Department of Tourism, from time to time, as per requirement of Tourism Trade.
(4) The training course for Local Level Guide shall be for a duration of minimum 48 hours with mandatory attendance of 80% for all the trainees.
(5) During or at the completion of the training where it may appear to the officer in-charge of the training course that certain candidates are deficient as to the required knowledge and information with respect to a particular field covered under the training course and when this fact is brought to the notice of the Commissioner and he is of the opinion that required knowledge is essential for those candidates before taking up the vocation as a Guide and a further boosting of their knowledge will be an added advantage, in such a situation, the training may be extended suitably by the Commissioner in regard to such candidates.
(6) Ordinarily, the training shall be imparted by the officers of the Department of Tourism but, where necessary, officers from other departments of the State may also be associated who may be having special knowledge in any particular specialized field. Eminent educationists such as Professors, Lecturers and other Specialists, Experts from required field may also be invited for delivering lectures and imparting training to the trainee Guides. भाग 4 (ग) राजसथानराज-पत्र जून 15 2021 1425
(7) Where it may appear to the Commissioner that practical training or on the spot training is necessary for Local Level Guides, he may direct for the same before licensing them as Local Level Guide.
(8) Every applicant will have to complete the training to the satisfaction of the officer incharge who will issue a training completion certificate in the format prescribed by the Prescribed Authority.
9. Training of State Level Guides.- (1) Whenever a candidate is selected for training as a State Level Guide, the Department of Tourism shall impart training to him in order to equip him with all information and knowledge for the vocation of a State Level Guide in accordance with the syllabus of training as specified in sub-rule (2).
(2) The syllabus for training course of State Level Guide shall be as follows, namely :- Syllabus for Training of State Level Guides

22. Hotel accommodation in the State,-
(a) Approved Hotels, Heritage Hotels, Star Hotels,
(b) Classification of Hotels,
(c) Traveller lodges, Bread & Breakfast, PG Houses,
(d) Forest lodges and other Rest Houses,
(e) Dharamshalas, guest houses & other accommodation, and
(f) Knowledge of online booking, Homestay facilities.
23. Travel agents, tour operators, excursion agents and safari operators of the State.
24. How to draw up tour programs/itineraries and book services online.
25. Practical Training about-
(a) the art of conducting sight-seeing,
(b) how to be a good Guide, and
(c) sight-seeing tours of selected places in the State.
26. Covid-19, Disaster Management, Search & Rescue operations, Swacchh Bharat Abhiyan.
(3) This syllabus may be revised by the Department of Tourism, from time to time, as per requirement of Tourism Trade.
(4) The training course shall be for a duration of minimum 60 hours with mandatory attendance of 80% for all the trainees.
(5) The training of State Level Guides may, besides class room lectures, encompass tour programme of important tourist destinations in the State where on the spot training will be imparted to the trainees by trainers, departmental officers, acting experienced Guides with special emphasis on important land marks, heritage sites including monuments as also on eco-tourism, wild life safari etc. which may be a practical training for trainees.
(6) All expenses of outdoor training, if any, shall be borne by the trainees themselves. However, the Department of Tourism shall coordinate the tour for training to ensure economy in the matters of travel, boarding and lodging at various places and locations.
(7) During the training of trainees for State Level Guides, lectures of persons of eminence in specific fields relevant to training viz- Administrators, Professors, Readers, Lecturers, Experts in specialized fields relevant for tourism may also be arranged by the Department.
(8) Group discussions may also be organized frequently to inculcate understanding among trainees and to build confidence in them for interaction with a group of people/tourists.
(9) Every applicant will have to complete the training to the satisfaction of the officer incharge who will issue a training completion certificate in the format prescribed by the Prescribed Authority.
9A. Application for licensing as a Guide.- (1) On successful completion of training by the trainees, they shall be declared eligible to be licensed as Guides.
(2) All those persons who are eligible to be licensed under sub-rule (1) may apply for license to the Additional Director (Administration/Development), Tourism Department, Rajasthan in Form C-I for State Level Guide license or to the concerned prescribed authority in Form C-II for Local Level Guide, alongwith proof of payment of license fee as may be determined by the Commissioner, from time to time and police verification of good conduct and character from the local police station in whose jurisdiction the candidate is residing. Without police verification, the candidate shall not be considered for issuance of Guide ID cum License card. भाग 4 (ग) राजसथानराज-पत्र जून 15 2021 1427
(3) After receipt of application in C-I or C-II, the prescribed authority shall issue Guide ID cum License card in Form D-I to State Level Guides and in D-II to Local Level Guides.
(4) The Guide ID cum License card issued under sub-rule (3) shall remain valid for a period of two years which may be renewed as per rules, if applied for, within 3 months of expiry of validity after paying renewal fee as determined by the Commissioner Tourism for State Level and Local Level Guide. Beyond that it may be renewed on payment of additional renewal fee for the delay as determined by the Commissioner Tourism for both categories of Guides and subject to general conditions laid down for all the Guides. During the pendency of renewal, the prescribed authority shall issue a certificate in Form-D-III.
(5) Every State Level Guide shall communicate to the Tourist Reception Centre/Tourist Information Bureau and the concerned prescribed authority his principal place of working and mobile contact number and shall also inform about his activities to the nearest tourist information bureau or tourist reception centre in the State wherever he operates. Any change in the address and telephone number shall be communicated to the concerned authorities and officers of the Department of Tourism, Rajasthan.
(6) Any failure on the part of the State level Guide to comply with the aforesaid condition shall make him liable for cancellation of Guide ID cum License card:
Provided that before ordering for cancellation of certificate and identity card for any such lapse, the prescribed authority shall afford opportunity of hearing to the concerned Guide and where the explanation offered by him appears to be satisfactory, the purported action may not be taken.
(7) All Guide ID cum License cards that have been issued by the Department of Tourism to persons as State Level Guides or as Local Level Guides before the commencement of these rules shall hold good and remain valid for their validity period and shall be deemed to have been issued under these rules but shall, however, be subject to renewal as per these rules and all such Guides shall, from the date of commencement of these rules, be governed by the provisions of these rules.
(8) Commissioner Tourism under these rules shall be competent to issue directions, from time to time, with regard to all matters related to selection of guides, their training, prescribing fee and issue of license.”
3.Amendment of Form C.- In Form C appended to the said rules, for the existing expression “[See rule 4(1)]”, the expression “[See rule 6(8)]” shall be substituted.
4.Amendment of Form C-I.- In Form C-I appended to the said rules, for the existing expression “[See rule 9(2)]”, the expression “[See rule 9A(2)]” shall be substituted.

8.Amendment of Form D-III.- In Form D-III appended to the said rules, for the existing expression “[See rule 9(4)]”, the expression “[See rule 9A(4)]” shall be substituted.
