Despite breakthrough in health services, a number of disabi lities contiaue to appear due to poli--' commanicuble and congcninal diseases, tnereaaed iudustrauaation and meclianisaitii vehiculai traffic leading to locomotor ,i! abdities, vinunin-A e'eficiency, cataract and aifcca'(W injuries, nutritional deficiency leading to visual loss: car intcitiott, e.vicrnal injuries, noise pollution contributing HI bearing loss. These arc the three major disabiliiies which nu-nifest themselves as a result of vie or m»re of such factors.
2. Government of India are providing a large num ber of facilities and concessions to disabled persons.
In order to provide these facilities and concessions it is imperative that standard definition of these disabilities is decided upon. Consequent to recmimcndation .>f the Natiojal Council for Handi capped Welfare die Committees under the ehanmanship of Director General of Health Services met for die adoption of standard tat of definitions which anooM he uniformly applicant through out the country.

Situation in State Governments Various state Governments have also adopted difie- :ent sets of definition. For example, Govt, of Tamil Nudu declared one eyed persons in the same category as blind persons and have extended various corvessions including the reservation in jobs under the State Government to one eyed person also.
