(iv) िनिध अतंरण आदेश' को अपलोड करना (एफट�ओज) ; और

6. का.आ.1022 (अ), तार�ख 4 मई, 2012 MINISTRY OF RURAL DEVELOPMENT NOTIFICATION New Delhi, the 24th September, 2013. S.O.2901(E). In exercise of the powers conferred by sub-section (1) of Section 29 of the Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (42 of 2005) (hereinafter referred to as the said Act), the Central Government, on being satisfied that it is necessary and expedient to do so for satisfactory working of the mechanism ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 for effective implementation of the Act for the purposes of Section 27 of the Act, hereby makes the following further amendments in Schedule II to the said Act, namely:— In the said Act, in Schedule II, for paragraph 30, the following paragraph shall be substituted, namely:— “30. (a) In case, if the payment of wages is not made within fifteen days from the date of closure of the muster roll, the wage seekers shall be entitled to receive compensation for the delay in the payment of wages, at the rate of one-fourth of the unpaid wages, up to the delay of fifteen days beyond the sixteenth day of closure of the muster and, at the rate of one-half of the unpaid wages, if the delay is beyond the period of thirty days from the day of closure of the muster.
(b) Any delay in payment of compensation beyond fifteen days from the date it becomes payable, shall be addressed in the same manner as to that of delay in payment of wages.
(c) For the purpose of ensuring accountability in the payment of wages and to fix the responsibility in the delay of payment of wages by various functionaries or agencies, the States shall divide the processes leading to determination and payment of wages into various stages, namely:—
(i) measurement of work;
(ii) entering the muster rolls and measurements into the National Rural Employment Guarantee Act Soft (NREGASoft);
(iii) generation of wage lists;
(iv) uploading Fund Transfer Orders (FTOs); and
(v) prescribe stage-wise maximum time-limits along with the functionary or agency responsible for discharging the specific function.
(d) The NREGASoft or Information Technology System (IT System) shall have a provision to automatically calculate the compensation payable to the wage seeker based on the date of closure of the muster roll and the date of deposit of wages into the accounts of the wage seekers.
(e) The State Government shall pay the compensation amount for delay in the payment of wages after due verification, within the time-limits prescribed in sub-paragraph (a) and thereafter recover the compensation amount so paid towards delay in the payment of wages, from the functionaries or agencies responsible for the delay in the payment, after due verification.
(f) It shall be the duty of the District Programme Coordinator or Programme Officer to ensure that the wages and compensation, if any, are made properly according to the time-limits prescribed under sub-paragraph (a) and to put the system in operation for calculation of the wages and compensation.
(g) The number of days of delay in the payment of wages, compensation entitled to and actually paid shall be reflected in the Monitoring and Information System (MIS) and the Labour Budget.” [F.
