Persons who have been domicile of the State of Goa for more than „fifteen years‟ shall be issued „green colour‟ Card and those who have been domicile for a period of more than „five years‟ and less than „fifteen Years‟, shall be issued „orange colour‟ card and these who have been domicile for less than „five Years‟ shall be issued „red colour‟ card.
