(Publish In the Official Gazette Series- I No. 52 (Extraordinary) dated 24-3-1994) _____________ -3- Government of Goa, Department of Urban Development Notification No. 3/13-28/84-RD In exercise of the powers conferred buy clauses (b) of section 2 of the Goa Prevention of Defacement of Property Act, 1988 (Goa Act 5 of 1990) (hereinafter called the “said Act”), the Government of Goa hereby appoints the Chief Officers of the Municipal Councils and the Mamlatdar‟s of Taluka to exercise and perform the powers and functions of the Collector under section 7 of the said Act, within their respective Municipal and Panchayat jurisdiction limits.

Krishnamurthy, Secretary (UD) Panaji, 31st October, 2001 (Publish In the Official Gazette Series- I No. 30(Extraordinary No.3) dated 31-10-2001) _____________ -5- Department of Urban Development Directorate of Municipal Administration Notification 10/211/2001/DMA/1674 In exercise of the powers conferred by the proviso to sub-section (1) of section 3 of the Goa Prevention of Defacement of Property Act, 1988 (Goa Act No. 5 of 1990), the Government of Goa hereby notifies the following terms and conditions and rates in respect of display of any board or hoarding at any public place in the State of Goa.
(1) No board or hoardings shall be permitted,(a) at a distance of less than fifty metres from any of the tangent points of a road intersection;
(b) within the right of way of road;
(c) at a site which shall create a blind comer of any road used from any direction;
(d) at over bridges or under-passes where railway or other vehicles ply over one another;
(e) over the bridge portion of a road or a railway line;
(f) at such an angle that light is reflected into the eyes of the road· users;
(g) within fifteen metres of any official road traffic sign or signal;
(h) that may cause obstruction to any road sign, road name or other traffic aid to road users;
(i) at the river front except at the jetty points (landing embarking facilities area) wherein only hoardings making use of illumination (neo lighting, etc.) will be allowed. The total number of hoarding in such cases shall not exceed four in number.
(j) At any other site, which, in the opinion of the Collector, is objectionable.
(2) Any person intending to display board or hoardings shall obtain permission from the Collector.
(3) Permission granted shall be for a period of one financial year and renewable on year to year basis.
(4) The applicant, while applying for said permission, shall indicate the exact location of the site with a sketch plan, dimensions of the board/hoardings, the subject matter and the date from which the board/hoardings is proposed to be displayed.
(5) Aforesaid permission shall not be required in the following cases:-
(a) Advertisements or sky sign displayed within railway premises but not facing any street;
(b) Advertisements displayed on delivery vans.
(c) Hoardings/display boards declaring name/profession and details of the occupant, subject to maximum size of five square metres.
(6) The Collector, while granting permission, shall allot a separate number for each hoarding/board, Taluka wise, and the same shall be displayed along with the date of permission on the board/hoarding.
(7) The rate of fees chargeable while granting permission for displaying of board or hoardings, per annum shall be as follows:- -6-
(a) Board/hoarding upto one square metre Rupees two hundred
(b) For any additional square metre or part thereof Rupees fifty.
(8) Hoardings installed by the National Savings Organisation or any other State or Central Government Department shall be exempted from the payment of fees, aforesaid.
(9) The boards/hoardings which are already displayed at any public place within the State of Goa as on the date of publication of this Notification in the Official Gazette, shall apply to the Collector for said permission within a period of thirty days from the date of publication of this Notification in the Official Gazette.
