Section 1(2) Series I No. 31 dated 31-10-2019 -2- Department of Fisheries Directorate of Fisheries Notification DF/ENF/Sport-fishing/2014-15 In exercise of the powers conferred by section 28 of the Goa, Daman and Diu Marine Fishing Regulation Act, 1980 (3 of 1981), the Government of Goa hereby makes the following rules so as to further amend the Goa, Daman and Diu Marine Fishing Regulation Rules, 1982, namely:—
(1) Short title and commencement.— (1) These rules may be called the Goa Marine Fishing Regulation (Fourth Amendment) Rules, 2014.
(2) They shall come into force at once.
2. Amendment of rule 3.— In rule 3 of the Goa, Daman and Diu Marine Fishing Regulation Rules, 1982 (hereinafter referred to as the “principal Rules”), in sub-rule (1), in the Table, after entry at serial number (4), the following entry, shall be inserted, namely:— “(5) mechanised sport fishing vessel below 20 meters Rs. 5000”
3. Substitution of rule 6.— For rule 6 of the principal Rules, the following shall be substituted, namely:— “6. Registration of vessel.” (1) Every application for registration of a vessel under sub-section (2) of section 12 shall be made in Form E hereto.
(2) Every application under sub-rule (1) shall be accompanied with the fees as specified in the table below, namely:— No. Class of Fishing Vessel Fees
(i) Mechanical fishing vessel fitted with an engine exceeding 50 Horse Power Rs. 3,000/-
(ii) Mechanised fishing vessel fitted with an engine not exceeding 50 Horse Power Rs. 1,000/-
(iii) Non-Mechanised fishing vessel Rs. 400/-
(iv) Mechanised sport fishing vessel below 20 mtrs, Rs. 15,000/-
(3) The authorised officer shall, after making such inquiry as he deems fit, issue a registration certificate in Form F.
(4) The authorised officer shall maintain a register in Form G in respect of all vessels registered under this rule.
(5) Every vessel registered under this rule shall display the registration number allotted to it by the authorised officer on both sides of the bow and aft side of the vessel.
(6) Every application for transfer of registration of fishing vessel shall be accompanied with the fees as specified in the table below, namely:— TABLE No. Class of Fishing Vessel Fees

(7) Every application for issue of duplicate registration certificate shall be supported with the copy of FIR from the Police in case of loss of registration certificate and the mutilated registration certificate in case of damage of the registration certificate and shall be accompanied with fees of Rs. 300/-. -3-
(8) Every vessel registered under this rule which is venturing into the sea for fishing shall adopt the color code assigned to the State of Goa and possess,—
(a) the photo identity cards of all the crew members as issued by the Director of Fisheries;
(b) fishing vessel licence issued under sub-rule (3) of rule 3 of these Rules;
(c) fishing net licence issued under sub-rule (2) of rule 4 of these Rules;
(d) certificate of registration of fishing vessel issued under sub-rule (3) of rule 6 of these Rules; and

(5) Terms of sanction:— (vi) Subsidy shall be granted for the consumption of fuel i.e. Petrol/Kerosene for the period from 1st December to 31st November of every year excluding ban period.
(6) Quantum of subsidy:— The fishermen using kerosene OBM shall be eligible for subsidy upto a maximum of Rs. 50,000/- (Rupees fifty thousand only) as follows:— Quantity of kerosene Rupees consumed Rupees

(2) 1500 to 1999 37,500/-
(3) 1000 to 1499 25,000/-
(4) 500 to 999 12,500/- Fishermen using petrol OBM shall be eligible for subsidy of Rs. 30 per litre on a maximum consumption of 1700 litres of petrol per year. Mid year shifting from kerosene to petrol is permitted on pro rata basis and once shifted cannot claim kerosene subsidy again in future i.e. route of claim to petrol is one way route only. The ban shall be applicable to all the mechanised fishing vessels excluding the Registered Traditional Non- Motorised canoes and motorised canoes fitted without board/in board motors of upto 10HP capacity. 1. Short title and commencement.— (1) These rules may be called the Goa Marine Fishing Regulation (Third Amendment) Rules, 2014.
(2) They shall come into force at once.
2. Amendment of rule 3.— In rule 3 of the Goa, Daman and Diu Marine Fishing Regulation Rules, 1982 (hereinafter referred to as the “principal Rules”)in sub-rule (1), in the table,—
(i) against serial number (1), in column (3), for the letters and figure “Rs. 500/-”, the letters and figures “Rs. 1000/-” shall be substituted;
(ii) against serial number (2), in column (3), for the letters and figures “Rs. 300/-”, the letters and figures “Rs. 600/-” shall be substituted;
(iii) against serial number (3), in column (3), for the letters and figures “Rs. 100/-”, the letters and figures “Rs. 200/-” shall be substituted;
(iv) against serial number (4), in column (3), for the letters and figures “Rs. 50/-”, the letters and figures “Rs. 200/-” shall be substituted;
3. Substitution of rule 6.— For rule 6 of the principal Rules, the following rule shall be substituted, namely:—
6. Registration of vessel.— (1) Every application for registration of a vessel under sub-section (2) of section 12 shall be made in Form E hereto.

1. Short title and commencement.- (1) These Rules may be called Goa Marine Fishing Regulation (Amendment) Rules, 200l.
(2) They shall come into force at once.
2. Amendment of Rule 3.- In Rule 3 of the Goa, Daman and Diu Marine Fishing Regulation Rules, 1982 (hereafter called the Principal Rules) (i) for Sub-Rule (1) the following shall be substituted, namely:- “(1) Every Owner of Fishing Vessel shall make an application accompanied by the fees as specified in the Table below to the Authorised Officers for Grant or Renewal of Licence in Form “A”. (4) Non-Mechanished fishing vessel having gross registered tonnage not exceeding 3 tons. Rs. 50/-
(ii) For Sub-Rule (5) the following shall be substituted namely:- “(5) Licence issued will be valid for one year and will have to be renewed annually by paying renewal fees slJecified in Sub-Rule (1)”.
3. Amendment of rule 6.- In Rule 6 of the principal Rules, (1) for sub-Rule (2), the following shall be substituted, namely:-
(2) Every application under Sub-Rule (1) shall be accompanied with the fees as specified in the table below namely:- TABLE No. Class of Fishing Vessel Fees 1 2 3

(ii) After Sub-Rule (5), the following sub-rules shall be inserted, namely:- “(6) Every application for transfer of registration of fishing vessel shall be accompanied with fees in accordance with the following scale, namely:- TABLE No. Class of Fishing Vessel Fees 1 2 3

(7) Every application for issue of duplicate registration certificate shall be supported with the copy of Police FIR in case of loss of certificate and the mutilated registration certificate in case of damage of the certificate and shall be accompanied with fee of Rs. 100/-". (5) Terms of sanction.— (vi) Subsidy shall be granted for the consumption of fuel i.e. petrol/kerosene for the period from 1st December to 31st November of every year excluding ban period.
(6) Quantum of subsidy.— (a) the Fishermen using kerosene OBM shall be eligible for subsidy upto a maximum of Rs. 36,000/- (Rupees thirty six thousand only) as follows for the financial year 2014-2015 for the consumption of kerosene for the period from 1st December, 2013 to 31st November, 2014. Quantity of kerosene consumed (in ltrs.) Amount (in Rs.)
(1) 2000 litres Rs. 36,000/-
(2) 1500 to 1999 Rs. 27,000/-
(3) 1000 to 1499 Rs. 18,000/-
(4) 500 to 999 Rs. 9,000/-
(b) Fishermen using petrol OBM shall be eligible for subsidy of Rs. 30/litre on a maximum consumption of 1200 litres of petrol. Mid year shifting from kerosene to petrol is permitted on pro rata basis and once shifted cannot claim kxerosene subsidy again in future i.e. route of claim to petrol is one way route only.
