All expenses incurred by a Collector acting under Section 11 shall whether the property is afterwards taken under the superintendence of the Court or not, from a charge upon the property concerned, and shall be recovered from the owner of such property, or from the person whom the Collector shall find to be in possession of such property, as a public demand under the provisions of the Bihar and Orissa Public Demands Recovery Act, 1914 (B. and O. Act IV of 1914) or, in any area where the said Act is not in force, as an arrear of land revenue under the provisions of the law for the time being in force in such area for the recovery of arrears of land revenue.
