Section 14: Proprietor to be given opportunity to be heard and to adduce evidence

(1) Before reporting to the Court under Section 13 that a proprietor ought to be declared that disqualified under Clause (b), (d), (e) or (f) of Section 10, the Collector shall give notice to-such proprietor and afford him a reasonable opportunity to be heard and to. adduce evidence.

(2) All questions as to whether the provisions of this section have been complied with shall be decided by the State Government whose decision shall be final and shall not be called into question of any Court.
