The State Government on receipt of the Court's recommendation may, in any 5 case failing under Clause (b), (d), (e) or (f) of Section 10, declare the proprietor to be disqualified, and in all such and other cases falling under Section 10, may order the Court to assume the superintendence of the property of the proprietor.
