Water is said to be used in a unauthorised, manner when it is taken from any irrigation work outlet or watercourse in contravention of any of the provisions of this Act or of the rules made thereunder or of any order passed by an Irrigation Officer thereunder and its use gives rise to, or may be expected to give rise to, benefits of any kind.
