3.- -Th State Government ma9 by, general or special order confer or impose on any . person all or any' of'the powers or duties of the Director, under this Act. 1 , .
4 . ~o:person'&all keep a bull which has attained theprescribed ~hge excep!. .under and: in accordance with the terms, conditions and restrictions of'a license granted-undkr section St'unless 5t' is .certSed byi,the prescribed officer that the bull has been effectively castrated by a method and in a manner approved .by the Director.
Explanation-For the purposes of this section no person shall in any manner whatsoever dispose of or dedicate to a religious or any other purpose such of the bulls as have attained the prescribed age or as have been qanted the appropriate license except with the prevxous approval of the prescribed offices.
