An appeal shall lie against an order of a Muhammedan Registrar refusing to register a marriage or divorce, to the Registrar to whom such Muhammedan Registrar is subordinate, if presented to such Registrar within twenty days from the date of the order, and the Registrar may reverse or alter such order and the order passed by the Registrar on appeal shall be final.
