(1) The municipality may appoint committees to assist them in the discharge of the duties devolving upon them under this Act, within the whole or any portion of the municipality, in regard to all or any of the following subjects, namely:
(a) finance,
(b) public health, hospitals and dispensaries,
(c) public works,
(d) education, and
(e) any other special subject relating to the purposes of this Act:
Provided that in a municipality in which provision is or has been made for the supply of pipped water, a Water-works Committee shall be constituted, as hereinafter provided, to assist the Municipality in the discharge of the duties devolving upon it under this Act in respect of such supply.

(2) The Councillors at a meeting may delegate to any such Committee any of their powers and duties or withdrawal or any of the powers and duties so delegated and also may, from time to time, refer to them for enquiry and report or for opinion such subjects relating to the powers and duties of Councillors, as the Councillors at a meeting may think fit.
(3) Each such Committee shall perform the duties and exercise the powers assigned or delegated to it by this Act or any other enactment, for the time being in force, or the rules made thereunder and be liable to all the obligations imposed by this Act on Councillors in respect of such duties and powers.
(4) All the proceedings of any such committee shall be subject to confirmation with or without modification by the municipality unless the municipality in delegating such powers and duties direct that the decision of the Committee shall be final.
