Where the Government is satisfied that operation of any rule(s)/ regulations/ notifications/ orders/ circulars, and the condition as laid down in the Rules causes any hardship in any particular case, it may dispense with or relax the requirement of the rule to such extent and subject to such conditions as it may consider necessary for dealing with the case in equitable manner.
