(2) In particular and without prejudice to the generality of the foregoing power, such ruIcs may provide for-
(a) the procedir1.e to be folIowed by the Collector, tbe Board of Revenue and other authorities while proceeding under any of the provisions of this Act; and (b ) all other matters which under the provisions of this Act arc required to be or may be prescribed.
(3) All rules made under this Act shall, as soon as may be after they are made, be laid before the State Legislature for a total period of fourteen days which may be comprised in one or more sessions and shall be subject to such modifications as the State Legislature may make du ring the said period.
11.
