Section 22: Power to remove difficulty

If any doubt or difficulty arises in giving effect to the provisions of this Act, the Govern ment may, as occasion may require, by order, do anything, not inconsistent with the provisions of this Act or the rules made thereunder, which appears to them necessary for the purpose of removing the doubt or difficulty.
