Every grower of Kendu leaves shall, if the quantity of leaves grown by him during a year is likely to exceed 1[tea standard maunds] 1[three hundred and fifty kilogrammes], get himself registered in the prescribed manner 2[on payment of such fees as may be prescribed and shall be liable to maintain accounts and submit returns in such form and manner as may be prescribed].
