FISHERIES & ANIMAL RESOURCES DEVELOPMENT DEPARTMENT RESOLUTION The 1st June, 2011 Keeping in view the immense potential of freshwater, brackish water and marine resources of the State and in order to achieve the objectives and overall goals incorporated in the Long Term Perspective Plan of the Department, the proposal for restructuring the Technical Officers of the Fisheries Cadre was under active consideration of Government for sometime past. After careful consideration of different aspects relating to the issues regarding restructuring of different posts of Fisheries Officers / Technical Assistants, Government have been pleased to decide as follows:
1. Additional Director of Fisheries For administrative and technical convenience, the number of posts of Additional Director of Fisheries (Group–‘A’) is increased from the present strength of 1 (One) to 2 (Two) in the existing scale of pay of Rs.15,600–39,100/– with Grade Pay of Rs.7,600/–.
2. Joint Director of Fisheries In order to look after the inland, marine and planning & training activities separately, the number of posts of Joint Director of Fisheries (Group–‘A’) is increased from the present strength of 2 (Two) to 3 (Three) in the existing scale of pay of Rs.15,600–39,100/– with Grade Pay of Rs.7,600/–. At present, there is 1 (One) post of Joint Director of Fisheries (Level–II) with scale of pay of Rs.15,600–39,100/– + Grade Pay of Rs.6,600/– and 1 (One) post of Joint Director of Fisheries (Level–I) with scale of pay of Rs.15,600–39,100/– + Grade Pay of Rs.7,600/–. Now both are merged into one cadre.
3. Deputy Director of Fisheries 2 For effective management and monitoring of the different zones (to be created) and special projects, the number of posts of Deputy Director of Fisheries (Group–‘A’) is increased from 11 (Eleven) to 18 (Eighteen) in the existing scale of pay of Rs.15,600– 39,100/– with Grade Pay of Rs.6,600/–.
4. District Fisheries Officer The present strength of the District Fisheries Officer (Group–‘A’) is increased from 10 (Ten) to 39 (Thirty Nine) in the existing scale of pay of Rs.9,300–34,800/– with Grade Pay of Rs.5,400/– in order to have all the Revenue Districts headed by a District Fisheries Officer and for monitoring of special project related fishery activities and training activities.
5. Additional Fisheries Officer The post of Assistant Director of Fisheries is re-designated as Additional Fisheries Officer. In order to attach one post of Additional Fisheries Officer to each District and Zonal Office, the cadre strength of Additional Fisheries Officer (Group–‘B’) is increased from 26 (Twenty Six) to 57 (Fifty Seven) in the existing scale of pay of Rs.9,300–34,800/– with Grade Pay of Rs.4,600/–.
6. Assistant Fisheries Officer With a view to create a dedicated and qualified base level technical cadre of Fishery Officers, the post of Laboratory Assistants (13), Inspector of Fisheries (Nil), Fisheries Extension Officer (349), Deputy Superintendent of Fisheries (95) and Junior Fisheries Officers (41), totaling to 498, are amalgamated into one cadre to be designated as “Assistant Fisheries Officer” with the cadre strength of 498 (Four Hundred & Ninety Eight).
The post of Assistant Fisheries Officer is upgraded to Group–‘B’ in the scale of pay of Rs.9,300–34,800/– with Grade Pay of Rs.4,600/–.
The posts of Assistant Fisheries Officer thus formed is a base level post and the eligibility (qualification) for entry into the cadre by direct recruitment will be a Bachelor’s Degree in Fishery Science (B.F.Sc.). The Assistant Fisheries Officers will work in the Blocks, Marine Units, Farms and will be attached to District & Zonal Offices for various extension works and other fishery related works for growth of fishery in the State.
7. Fishery Technical Assistant (Senior & Junior)
(a) In view of creating a technical work force in the lower rung of the technical cadre, the posts of Master Fishermen (19) and Fishery Supervisor (127) are amalgamated into one cadre and designated as “Senior Fishery Technical Assistant (Group–‘C’)” with a cadre strength of 127 (One Hundred & Twenty Seven). This is exclusively a 3 promotional post of supervising in nature. The scale of pay of the Senior Fishery Technical Assistant is Rs.5,200–20,200/– with Grade Pay of Rs.1,900/–.
(b) The present cadre of Fishery Demonstrators with the cadre strength of 338 is now designated as “Junior Fishery Technical Assistant (Group–‘C’)” and the strength will be 318 (Three Hundred & Eighteen) in the existing scale of pay of Rs.5,200– 20,200/– with Grade Pay of Rs.1,800/–. This is a base level post in the lowest rung of the technical cadre. Issue of recruitment of technical persons for the entry level post by direct recruitment will be addressed separately through amendment of the OSFS Rules, 1994.

9. The amendments or formulation of the rules regulating nomenclature and recruitment to the restructured cadres of different technical officers and newly created Fishery Technical Assistants will be finalised with formation of cadre rules in the prescribed manner.
10. This has been concurred in by the Finance Department vide their UOR No.531/PSF., Dt.02.02.2011 and UOR No.44/ESI., Dt.04.02.2011.

11. This has got the approval of the Cabinet in their 14th Meeting held on 17.05.2011.
The cadre strength of different grades in the restructured Technical Officers and Technical Assistants cadres have been approved by Hon’ble Chief Minister as per the decision taken in the Cabinet.
This will come into force with effect from the date of issue of this Resolution.
