Opening of files - A file shall be opened for each subject except in the case of Misce113t1Cl..o us matters of un important nature which may ba dealt in a Miscella neous correspondence file. · T he clerk should prepare his note having properly studied the papers under consideration in a simple, clear and concise fotm referring to releYant pre"ious correspo ndence on the subject, The note sha\1 have ref ere nee to the paper or papers under corsidcration.
