(1) Whoever, unauthorisedly connects any highway or part thereof with any road or passage without lawful authority shall be punishable with imprisonment for a term which may extend to one year, or with fine which may extend to one lakh rupees, or with both, and in the case of a continuing offence, with a daily fine which may extend to fifty thousand rupees; and if it is proved that any means exist for causing such access, it shall be presumed, until the contrary is proved, that such access has been knowingly and wilfully caused by such person.
(2) Whoever obtains access to a highway or a part thereof in violation of the provisions of section 19 shall be punishable with imprisonment for a term which may extend to three months or with fine which may extend to twenty thousand rupees, or with both.
