(3) Whenthe officeof the Comptrollerof Financessvacantor when the Comptrolierof Financeis by reasonof "l health.absenceor anyother cause unable to perform his functions as such. his funct•ons shall be performedby such other personas the Vtce-Chance'lormayappo.ntfor the purpose.
(4) The Comptrolerof Financeshall.subjectto the controlof Vice-Chancellor.
(a) be responsiblefor the properinvestmentor thefundscf University:
(b) exercvsegeneralsupervisionof suchfunds:
(c) tender adviceWth regardtc financialtransactionsof the University:
(d) beresponsibleforpreparationandpresentationof theannual financial estimates and statements of accounts for presentationby the Vice-Chancellor:
(e) ensurethatallmoneysareutilisedinappropoatemanne'for the purposeforWh.chtheyaregrantedor allottedby the appropnate authorlty:

(t) examine the statements Of accounts Of the University and submit a report to the Board of Management:

(5) The Comptroller of Finance shall be responsible to the Vice- Chancellorfor ensurirg that no expenditureoutsidethe budgetis incurredby the universlty otherwse than by way of investments and shall disallow any expenditure which is not permissible under the Statutes.
(6) The Comptroller of Finance shall have the right to speak and other wise take parl in the proceedingsOf the Board of Management as and when requied. and in all such cases. his advice shall be recorded in the proceecfings of the Board OfManagement. but he shal' not be entltled to vote.
(7) The advice Of the Comptroller Of Finance on an toancial matters shag be taken before they are given effect to.
