(1) any question arises as to—
(a) the interpretationof anyprovisionof thisAct or anyStatutes.
Ordinances. Regulations or Rules. or
(b) whetheranypersonhasbeendulyappointedas,orentitledto be, a memberof anyauthorityorOtherbodyof theUniversity.
the matter Shaqbe refetred to the Governmentwhose decision thereon shall be final.
(2) Anynomineeor ex-otficiomemberappointedbyanyauthontyor bodyoftheUniversityShailbedeemedtohavevacatedhisOffice.whenever hisnominationor appointrnentis cancelledby theauthorityconcernedor he ceasestoholdOfficebyvirtueofwhichhehasbeenamemberoftheauthority or body Of the university.
41.WhenanyvacancyoccursintheofficeOfamember.otherthananex• officiomember.or anyauthority,or Otherbodyof the Universitybeforethe expiryOfthetermofOfficeofsuchmember.thevacancyshallbefi'ledup,as soonasconvenientlymaybe . byappointmentor co-option,asthecasemay be.OfamemberwhoshallholdOfficesolongasthememberinwhoseplace hehasbeenappointedorcooptedwouldhaveheldit,if thevacancyhadnot
42.NoactorproceedngsofanyauthorityorbodyoftheUniversityshall bemalidatedrneretybyreasonofanyvacancyin itsmembership.

Explanation.—For the purposeOf this clause the expression •term' shdl include part of a term,
