(g) "consumer" means any person getting the benefit of any 'water suppIy or sewerage service from the local body or Board, as the case may be;
(ti) "domestic sewage" means waste water from residential premises, boarding and lodging houses, hostels, public plam, ol3oes and all such establishments as are not a part of any trade or industry, and ariiing, out of personal and normal human activjties such as drinking bathing, ablution, 1 .

(r) "Orissa Public Health Engineering Oi&anisation" means ttie Organibation functioning under the Housing & Urban Development Department of Orissa;
(s) !'owner''. in relation to any premises, means the person who receives the rent of the said premises or who .wouId be entitled to receive the rent thereof if the premises wele let atid includes- (41 an agent or trustee who receives such rent on account of the owner; or
(il) an agent or trustee who receives the rent of, or is , enthsted with the management or any premises devoted to religious or charitable purposes ; or
(fii) a receiver or manager appointed by any Court of competeotJurisdiction to have the ;charge of or to exercise the rights of an,-owner of the said premises; dr (IP) a mortgagee-in-possession;
(t ) *mises" means any land or building or any part of bui~din~;
(p) "prescribed" means prescribed by rules made under this Act ;
( v ) "Private street" , "public streei" and "street" in relatioji to ahy 1ij;cal area, - shall have tb? meanings ,assigned to them in the law relating to the local body having jurisdiction over that local area ;

CHAPTER VIII Penalties and Procedare I . 7 General 56. CHAPTER X I I Put of loca bods t. 63. (1) All lorn1 bodies shall render such help and rarirtancc and furnish such ma~et. information to the Bc ard and shaU make avajIabIe for the inspection and examlnation of (and if necessary, preparation of cclpies from) such records, maps, plans and other documents as the Board may require to pel form and dlscbarge its datiee and functions under this Act.
(2) Without prejudice .to the provisions of subsection (I) every l a d body shaU on demand make - available to the Board on payment of reasonable f~ certified copies or extracts from assessment lists and other relevant documents in connection with assessment of anand d u e of premises and levy of fares, fees and charges.
(31 Without prejudice to other provisions o f this Act aid notwithafsndin@ anything contained !a any other law for the time being in force,under which any local body is const~tuted, the State Government may give to any lorn1 body sttch directions as in its opinion may be at-cessary or expedient for enabling, the Board to perform its duties and discharge its functions under this Act, and thereuponit ehaU be the duty of the local body to comply with such directions.

66. U) The State Gcvcrnment may by notification in :the Oflcial Gazette and subject to the con~ilion of previous publication, make ,rules for csnying out the purposes of this Act.
(2) Every rule made under this ~ c t shall be laid, as aocn as may be after it is made before the Stale Legislature, while it is in session for a t ~ t a l period of fourteen days, which nay be comprised in one or mcre sessions, and if, during the said period the State hgislature makes any modification in the rule cr decide that the rule should not bc made, the rule shall, have erect onIy in such moidifled form or be of no effect, as the mse may be, so, however, that any such moditiation or annulment shall be wjthout prejudice to the validily of anything previously done or omilted to be done under that rule.
Regulaiie. 67. (1) The Board may, with the orevious approval of the State Govcrnmcnt, make regulaaon, consistent with this Act and the rule#, for the administration of Its affairs.
(2) In partjcular and without prejudice to [he generality d t h t foregoiogpowtr, such regulations may be made for all or any of the fdowing matters namely:--
(a) the summoning and holding of meetings of the Board and of the ammittees appointea by it, thc time and place wlle~c such meetings are to be held, the conduct of business at such meetings and the numbtr of Dersons necessary to form a quorum thereto;
