(i) “अिधिनयम” से �ादिेशक जैव �ौ�ोिगक� केB� अिधिनयम, 2016 (2016 का 36) अिभ�ेत ह ै;

(ii) “शैIिणक कैलेBडर” से �वेश स�बBधी समय सारणी, रिजOPीकरण, दीघ:कािलक छुDTयां, परीIाएं और पDरणाम7 क� घोषणा, जैसे शैIिणक �;याकलाप7 को िनदWश:त करने वाला शैIिणक कैलेBडर अिभ�ेत ह ै;

(iii) “शैIिणक सिमित” से �ादिेशक केB� या उसके माBयता�ाJ केB� क� शैIिणक सिमित अिभ�ेत ह,ै जो अ>ययन बोड: 4ार्ा यथा-माग:दWश:त �;याकलाप7 को करने हतुे शैIिणक और स�बX �;याकलाप7 के िलए उFरदायी ह ै;

(iv) “बोड:” स ेअिधिनयम क� धारा 14 के अधीन गDठत शासी बोड: अिभ�ेत ह ै; (v) “अ>यI बोड:” से अिधिनयम क� धारा 21 म� िनYद:Z �ादिेशक जैव �ौ�ोिगक� केB� का अ>ययन बोड: अिभ�ेत ह ै; (vi) “अ>यादशे” से इन अ>यादेश7 का कोई अ>यादशे अिभ�ेत ह ै; (vii) “काय:;म सलाहकार सिमित” अिधिनयम क� धारा (17) के अधीन गDठत काय:;म सलाहकार सिमित अिभ�ेत ह ै; (viii) “माBयता�ाJ केB�” से पDरिनयम7 के अधीन उस [प म� माBयता�ाJ उ\तर िव�ा केB� अिभ�ेत ह ै; (ix) “�ादिेशक केB�” से अिधिनयम क� धारा 3 के अधीन Oथािपत �ादिेशक जैव �ौ�ोिगक� केB� अिभ�ेत ह ै; (x) “छाK सलाहकार सिमित” से �ादिेशक केB� या उसके माBयता�ाJ केB� के वत:मान छाK के परामश:दाता, माग:दश:क के [प म� काय: करने और उसका पय:वेIण करने के िलए गDठत संकाय सदOय7 क� सिमित अिभ�ेत ह ै; (xi) “िविनयम” से अिधिनयम क� धारा 43 के अधीन �ादिेशक केB� के �ािधकाDरय7 4ारा बनाए गए िविनयम अिभ�ेत ह] ; और (xii) “पDरिनयम” से अिधिनयम क� धारा 41 के अधीन बोड: 4ारा बनाए गए पDरिनयम अिभ�ेत ह] । 2.2 उन श^द7 या पद7 के, जो इन अ>यादशे7 म� �यु6 ह] और पDरभािषत नह' ह] �कBतु अिधिनयम म� पDरभािषत या �यु6 ह], वही अथ: ह7गे जो उस अिधिनयम म� ह] । अ�यादेश अ�यादेश अ�यादेश अ�यादेश –––– 3 3 3 3 शै�िणक सिमितशै�िणक सिमितशै�िणक सिमितशै�िणक सिमित 3.1 �ादिेशक केB� और इसके माBयता�ाJ केB� के अ>ययन बोड: 4ारा जारी माग:दश` िसXाBत7 के अनुसार उनके शIैिणक काय:;म7 को संचािलत करने तथा उनका �बंध करने के िलए पृथक OवतंK शैIिणक सिमितयां ह7गी और शैIिणक सिमित क� िसफाDरश� अनुसमथ:न के िलए अ>ययन बोड: म� रखी जाएंगी । 3.2 �ादिेशक केB� क� शैIिणक सिमित क� संरचना िनGानुसार होगी, अथा:त् :- (i) �ादिेशक केB� से ऐस े दो bयेc संकाय सदOय, जो काय:कारी िनदशेक 4ारा नामिनदdिशत �कए जाएं.....................................सदOय ;

¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 3 (ii) एक बाf िशIािवद,् जो अ>ययन बोड: के अ>यI 4ारा नामिनYद:Z �कया जाए...........................सदOय ; (iii) एक बाf िशIािवद,् जो अ>ययन बोड: के अ>यI 4ारा नामिनYद:Z �कया जाए..............................सदOय ; (iv) �ादिेशक केB� का कुलसिचव.....................सदOय ; और (v) �ादिेशक केB� से शैIिणक समBवयक, जो काय:पालक िनदशेक 4ारा नामिनYद:Z �कया जाए.............................सदOय-सिचव । 3.3 माBयता�ाJ केB� क� शैIिणक सिमित क� संरचना वह होगी जो �ादिेशक जैव �ौ�ोिगक केB� (भारत के भीतर उ\तर िशIा संOथा माBयता�ाJ संOथा और शैIिणक काय:;म संचालन) िविनयम, 2017 म� उपबंिधत ह ै। 3.4 अ>यादशे 3.2 म� नामिनYद:Z सदOय7 क� पदाविध तीन वष: क� होगी । 3.5 शैIिणक सिमित क� शि6 का और कृ5य वे ह7गे जो नीचे िविनYद:Z ह,ै अथा:त् :- (i) �ादिेशक केB� के शैIिणक काय:;म के संचालन और स�ं;याh का साधारण पय:वेIण करना ; (ii) शैIिणक कैलेBडर तैयार करना, छाK मामल7, �वेश मानदडं, चयन पXितय7 और छाK �वेश ��;या पर सलाह दनेा ; (iii) केB� के शैIिणक कृ5य7, अनुशासन, आवास, अ>येतावृिF, अ>ययनवृिF, छाKवृिF, पदक7 और पुरOकार7 को �दान करने तथा हाजरी के बारे म� अिधिनयम, पDरिनयम7 और इन अ>यादशे7 स े संगत सिjयम और मानक बनाना ; (iv) िवkिव�ालय7 और अBय संOथाh के िडlलोमाh तथा िडिmय7 को माBयता �दान करना, उनक� समतु�यता का अवधारण करना । अ�यादेश अ�यादेश अ�यादेश अ�यादेश –––– 4444 शै�िणक कैले�डरशै�िणक कैले�डरशै�िणक कैले�डरशै�िणक कैले�डर 4.1 �ादिेशक केB� के िलए एक शैIिणक कैलेBडर होगा और शैIिणक सI �सामाBयतः �5येक काय:;म के िलए शैIिणक सिमित 4ारा यथा-िविहत तारीख7 से �ार�भ होगा। 4.2 शIैिणक सK7 के िलए तय �कए गए मह5वपूण: शैIिणक काय:;म7 और िविशZतः िवoापन िनकालने, �वेश के िलए परीIा संचालन, य�द कोई अिभिवBयास, रिजOPीकरण, िवल�ब से रिजOPीकरण, कIाh का �ार�भ �कया जाना, दOतावेज7 का �Oतुत �कया जाना, परीIा, परीIा पDरणाम7 क� घोषणा, दीघ:कालीन अवकाश (जहां लागू हो) और ऐसे अBय िवषय, जो शैIिणक कैलेBडर म� िविनYद:Z �कए जाएं, के िलए सही तारीख� शैIिणक कैलेBडर म� िविनYद:Z क� जाएंगी । 4.3 अ>यादशे 4.1 म� िनYद:Z शैIिणक सK �सामाBयतः �5येक वष: जुलाई म� �ार�भ होगा और �5येक शैIिणक सK म� दो िनयिमत सK (मानसून सेमेOटर, जुलाई-�दस�बर ; और शरत समेेOटर, जनवरी-मई) ह7गे । �5येक ऐसा सेमेOटर एक सJाह के म>य समेेOटर िवqािBतकाल तथा दो सJाह क� परीIा अविध के अलावा लगभग पB�ह काय: सJाह ह7गे और इसके अितDर6, जून और जलुाई मास के दौरान चार सJाह से छह सJाह का mीrम सेमेOटर, िजसका अ�पकालीन �िशIण या काय:शाला या वैसे ही अBय काय:;म7 के िलए उपयोग �कया जा सकेगा । 4.4 सK के दौरान �ादिेशक केB� और माBयता�ाJ केB� या उसम� �कसी पDरवत:न के िलए शैIिणक कैलेBडर स ेस�बिBधत शैIिणक सिमित का अनुमोदन अपेिIत होगा । 4.5 अBतरs`य छाK7 को समायोिजत करने के िलए शैIिणक कैलेBडर म� िविहत िविभj तारीख7 म� कुछ सनु�यता वांछनीय हो सकेगी और ऐसे �योजन7 के िलए शैIिणक सिमित मामले दर मामले आधार पर आवtयक िशिथलता �दान कर सकेगा । 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] अ�यादेश अ�यादेश अ�यादेश अ�यादेश –––– 5555 छा!" का �वेशछा!" का �वेशछा!" का �वेशछा!" का �वेश 5.1 �ादिेशक केB�, िजसम� माBयता�ाJ केB� भी ह,ै अिधिनयम, अ>यादशे7 और िविनयम7 के उपबंध7 का पालन करते 8ए �कसी या सभी अ>ययन काय:;म7 के िलए छाK को �वेश दगेा । �ादिेशक केB� uी-पु[ष और उभयvलंगी, चाह े वे �कसी मूलवंश, जाित या वग: के wि6 हो, के िलए खुला होगा और छाK7 को �वेश देते समय धाWम:क िवkास या माBयता के बारे म� कोई कसौटी या शत: अिधरोिपत नह' क� जाएगी । 5.2 अिधिनयम और पDरिनयम के उपबंध7 पर �ितकूल �भाव डाले िबना कोई छाK �ादिेशक केB� या उसके माBयता �ाJ केB� म� अ>ययन के �कसी पाx;म म� �वेश के िलए इस शत: के अधीन रहते 8ए पाK होगा �क उसने अ>ययन बोड: 4ारा अनुमो�दत सिjयम7 और मानक7 के अनुसार �वेश या �ादिेशक केB� 4ारा अ>ययन के िविनYद:Z काय:;म क� पूवा:पेIा के [प म� िविहत कोई राsीय परीIा उFीण: कर ली ह ै। 5.3 ऐसे सभी छाK7 पर, जो आवtयक अह:ताh को पूरा करते ह], अyयथ` के शैIिणक अिभलेख और �वेश परीIा, मौिखक परीIा और साIा5कार, य�द कोई हो जो अ>ययन बोड: 4ारा अ>ययन के �5येक काय:;म के िलए अवधाDरत �कया जाए, म� उसके िनrपादन के आधार पर �वेश के िलए िवचार �कया जा सकेगा । 5.4 �ादिेशक केB� या उसके माBयता�ाJ केB� 4ारा �Oथािपत अ>ययन के �कसी िविनYद:Z काय:;म म� �वेश लेने वाले अyयथ` ऐसे �योजन के िलए समय-समय पर िवoापन म� िनयत और अिधसिूचत अंितम तारीख के भीतर िविहत आवेदन �[प (ऑनलाइन या ऑफलाइन या दोन7 म� उपल^ध) म� आवेदन कर सक� गे । 5.5 केB�ीय �ादिेशक केB� म� िविशZ पाx;म म� �वेश �दए जाने वाले छाK7 क� सं{या तथा ऐसे पाx;म के िलए �वेश क� अंितम तारीख �5येक वष: पDरवWत:त हो सकेगी और संभारतंK मु|7 पर िवचार करते 8ए शैIिणक सिमित 4ारा िनयत क� जाएगी । 5.6 �ादिेशक केB� 4ारा �Oथािपत काय:;म7 के िलए Bयूनतम और अिधकतम कालाविध अ>ययन बोड: 4ारा िविनYद:Z क� जाएगी । 5.7 �कसी छाK को एक समय म� �ादिेशक केB� के एक स ेअिधक काय:;म म� सामाBयतया �वेश नह' �दया जाएगा । 5.8 ऐसे अyयWथ:य7 पर, जो अपनी अह:क िडmी के अिBतम वष: म� अ>ययन कर रह ेह7, इस शत: के अधीन रहते 8ए काय:;म अनंितम �वेश के िलए िवचार �कया जाएगा �क वे सभी अBय अपेIा को पूरा करते ह] । 5.9 ऐसा �5येक छाK, िजस े�ादेिशक केB� के अ>ययन के �कसी काय:;म म� अनंितम [प से या अBयथा �वेश �दया गया ह,ै अह:क िडmी या अनंितम �माणपK क� �ितयां �Oतुत करेगा या अBय ऐस ेदOतावेज, जो शैIिणक सिमित 4ारा अवधाDरत क� जाएं तथा ये दOतावेज, उस तारीख तक, जो ऐसे �योजन के िलए अवधाDरत क� जाए, �Oतुत �कए जाने चािहए । �कसी ऐस ेछाK का अनंितम �वेश या अBयथा, जो न तो िनयत तारीख तक अपेिIत दOतावेज �Oतुत करता ह ैया �वेश के िलए �कसी अBय िनयत अपेIा को पूरा करने म� असफल रहता ह,ै र| कर �दया जा सकेगा । 5.10 य�द कोई छाK, िजसे अ>ययन के �कसी काय:;म म� �वेश �दया गया ह,ै िच�क5सक दZृया अयो�य पाया जाता ह,ै उसका �वेश र| कर �दया जाएगा । अyयथ` को िविहत फ�स का संदाय करने के प�ात् �ादिेशक केB� या माBयता�ाJ केB� के अ>ययन से स�बिBधत काय:;म के िलए िविनYद:Z चयन मानदडं के आधार पर �ादिेशक केB� के काय:;म म� �वेश �दया जाएगा । 5.11 �ादिेशक केB� के अ>ययन के काय:;म7 म� �वेश �दए गए सभी छाK/छाK7 को वाOतिवक छाK के [प म� पहचान पK जारी �कया जाएगा और ऐसा पहचान पK �ादिेशक केB� के सIम �ािधकारी 4ारा जारी �कया जाएगा । 5.12 य�द �कसी समय यह पाया जाता ह ै�क ऐसे छाK ने िम�या या गलत कथन �कया या �वेश पाने के िलए अBय कपटपूण: साधन7 का �योग �कया है, उसका नाम �ादिेशक केB� क� नामावली से हटा �दया जाएगा । ¹Hkkx उपबंध7 के अनुसरण म� �ादिेशक केB� अपने उ|ेtय7 को आगे बढ़ायेगा और अBय राsीय, �ादिेशक तथा यूनेOको के सदOय दशे7 क� अBतरा:sीय संOथाh तथा �ादिेशक केB� के िवजन और उ|ेtय7 को पूरा करते 8ए IेK म� ऐसी अBय संOथाh के िनकट सहयोग स ेकृ5य7 का िनव:हन करेगा । 6.2 �ादिेशक केB� ऐसे �योजन के िलए समय-समय पर उ�ोिषत भारत सरकार के सिjयम7 और मानक7 का पालन करते 8ए िवदशे से आए 8ए छाK7 को �वेश देगा । 6.3 भारतीय िवदेशी िशIा के संवध:न के िलए भारत सरकार क� Oक�म और इसके प�ात्, साउथ एिशयन यूिनवWस:टी, केB�ीय सरकार 4ारा िवF पोिषत संOथाएं, िजनके अBतग:त भारत म� राsीय �ौ�ोिगक संOथान7 (एनआईटी) या भारतीय �ौ�ोिगक संOथान7 (आईआईटी) 4ारा �;यािBवत क� जा रही मानव ससंाधन िवकास से स�बिBधत सरकार के मंKालय के िवदशेी छाK7 को सीधा �वेश (डीएएसए) दनेे स�बBधी Oक�म भी है, अ>यादशे 6.2 म� िनYद:Z छाK7 के �वेश के िलए आधार तैयार कर�गी । 6.4 भारत सरकार क� Oक�म और काय:;म, जैसे �वासी बालक7 के िलए छाKवृिF का भी अ>यादशे 6.2 म� िनYद:Z और �ादिेशक केB� म� �वेश �दए गए छाK7 के मामले म� अनुसरण �कया जाएगा । 6.5 �ादिेशक केB� ऐसे िनबंधन7 और शत�, जो बोड: 4ारा अवधाDरत क� जाएं, के साथ िवदशेी छाK7 के �वेश का समथ:न करने के िलए छाKवृिF या अ>येयतावृिF भी संिOथत करेगा । अ�यादेश अ�यादेश अ�यादेश अ�यादेश –––– 7777 अ�ययन के काय%&म" के िलए छा!" का रिज()ीकरणअ�ययन के काय%&म" के िलए छा!" का रिज()ीकरणअ�ययन के काय%&म" के िलए छा!" का रिज()ीकरणअ�ययन के काय%&म" के िलए छा!" का रिज()ीकरण 7.1 �5येक सेमेOटर के �ार�भ से पूव: �5येक छाK जब तक अBयथा, शैIिणक सिमित 4ारा छूट �ाJ न हो, शैIिणक कैलेBडर म� यथा-िविनYद:Z रिजOPीकरण तारीख को उस समेेOटर के दौरान अ>ययन �कए जाने वाल ेपाx;म7 के िलए रिजOPीकृत करेगा । 7.2 �5येक छाK को अ>ययन बोड: 4ारा यथा-अवधाDरत छाK7 के िलए आचार संिहता और शIैिणक स5यिनcा का अनुसरण और पालन करने के िलए एक वचनबंध पर हOताIर करने ह7गे । 7.3 सेमेOटर फ�स और �ादिेशक केB� के आवास हॉल7 या �कसी अBय माBयता�ाJ खंड के िलए छाK के नाम म� बकाया सभी अBय शो>य7 का संदाय अ>यादशे 7.1 के अधीन रिजOPीकरण के िलए सामाBयतः एक पूव: शत: होगी । 7.4 वािOवक कारण7 के िलए छाK7 को िविहत िवल�ब रिजOPीकरण फ�स के संदाय और शैIिणक सिमित के अ>यI 4ारा अनुमोदन पर शैIिणक कैलBेडर म� इस �कार िविनYद:Z तारीख को �कसी सेमेOटर म� िवल�ब से रिजOटर करने क� अनुमित दी जा सकेगी । 7.5 अ>यादशे 7.1 के अधीन �कसी छाK के रिजOPीकरण को शैIिणक सिमित 4ारा अिधकिथत सिjयम7 के अनुसार भागतः या पूण:तः सेमेOटर के दौरान र| �कया जा सकेगा या बदला जा सकेगा । 7.6 �ादिेशक केB� म� �कसी छाK को �कसी पाx;म म� लैटर mेट केवल तभी �दया जा सकेगा, जब छाK लैटर mेड �दए जाने के समय पाx;म म� स�यकतः रिजOPीकृत �कया गया ह ैऔर छाK के िव[X �कसी भी �कार का कोई दये नह' ह ै। 7.7 अ>यादशे 7.1 के अधीन �कसी छाK का रिजOPीकरण िनGिलिखत पDरिOथितय7 म� र| �कया जा सकेगा, अथा:त् :- (क) छाK �ादिेशक केB� से पK म� उसके उि�लिखत कारण7 के कारण 5यागपK दतेा ह;ै (ख) छाK िनरंतर अनुपिOथत रहता ह ैया वह दस काय:�दवस7 तक �कसी सूचना के िबना �योगशाला या �ादिेशक केB� से अनुपिOथत रहता ह ै; (ग) �ादिेशक केB� के अनुशासिनक सिjयम7 और मानक7 के अनुसार �कसी अBय अि�य या वैoािनक तथा �ौ�ोिगक अनुसंधान पDरषद ्या भारतीय आयुWव:oान अनुदान पDरषद ्या िवoान और �ौ�ोिगक� िवभाग या जैव �ौ�ोिगक� िवभाग या �कसी अBय सरकारी माBयता�ाJ अिभकरण 4ारा राsीय Oतर पर संचािलत �वेश पाKता परीIा भी ह ै। 8.1.3 ऐसे अyयWथ:य7 को, िजनके पास अ>यादशे 8.1.1 म� िविनYद:Z अह:ताएं ह] और िजBह7ने अ>यादशे 8.1.2 म� िविनYद:Z परीIा म� अह:ता �ाJ क� ह], िलिखत परीIा या साIा5कार या दोन7, जो शैIिणक सिमित 4ारा िविनYद:Z क� जाएं, के प�ात् डॉ�टर ऑफ �फलॉसफ� काय:;म म� �वेश �दया जाएगा । 8.1.4 आरIण7 और छूट से स�बिBधत समय पर जारी केB�ीय सरकार के आदशे7 �ादिेशक केB� डॉ�टर ऑफ �फलॉसफ� काय:;म म� �वेश के िलए अनुसरण �कया जाएगा 8.1.5 माBयता�ाJ केB� ऐसी सदशृ �वेश ��;या का अनुसरण करेगा िजसका अनुमोदन अ>ययन बोड: 4ारा �कया जाएगा । 8.1.6 �ादिेशक केB� म� डॉ�टर ऑफ �फलॉसफ� काय:;म म� �वेश के िलए अिधसूचना को राsीय समाचार पK7 म� तथा �ादिेशक केB� क� वेबसाइट पर wापक [प से िवoािपत �कया जाएगा । 8.1.7 �ादिेशक केB� इस स�बBध म� केB�ीय सरकारी क� नीितय7 तथा िविन�य7 का अनुसरण करते 8ए डॉ�टर ऑफ �फलॉसफ� काय:;म के िलए अBय दशे7 से आए छाK7 के �वेश के िलए खुला होगा । 8.2 8.2 8.2 8.2 डॉ0टर ऑफ .फलॉसफ/ काय%&मडॉ0टर ऑफ .फलॉसफ/ काय%&मडॉ0टर ऑफ .फलॉसफ/ काय%&मडॉ0टर ऑफ .फलॉसफ/ काय%&म क/ �कृित क/ �कृित क/ �कृित क/ �कृित ::::---- 8.2.1 �ादिेशक केB� म� डॉ�टर ऑफ �फलॉसफ� काय:;म िनGिलिखत दो संघटक7 से िमलकर बनेगा, अथा:त् :- (i) पाx;म काय: ; और (ii) शोधपK �Oतुत करने के िलए अनुसंधान काय: 8.2.2 �ादिेशक केB� म� डॉ�टर ऑफ �फलॉसफ� काय:;म Bयूनतम तीन वष: और अिधकतम छह वष: क� Bयूनतम अविध के िलए होगा िजसके अBतग:त पाx;म काय: भी होगा जो सामाBयतः एक शैIिणक वष: या दो सेमेOटर7 स ेअिधक नह' होगा और ऐसे पाx;म काय: का साधारण ल�य छाK7 को मौिलक �योगशाला कौशल स ेअवगत कराने के िलए तथा िवशेषीकृत IेK7 म� अनुसधंान करने के िलए wपक oान �ादन करने के िलए होगा। 8.2.3 �ादिेशक केB� को काय:कारी िनदशेक 4ारा गDठत wिZक िविनYद:Z छाK सलाहकार सिमित (एसएसी) �ादिेशक केB� म� �5येक डॉ�टर ऑफ �फलॉसफ� छाK को िनयिमत परामश:, पय:वेIण तथा माग:दश:न �दान करेगी । 8.2.4 अ>यादशे 8.2.2 म� िनYद:Z छह वष: क� अविध से आगे अिधछाKवृिF अ>यादशे 8.2.3 म� िनYद:Z छाK सलाहकार सिमित क� िसफाDरिशक और शैIिणक माBयता�ाJ केB�, िजसम� छाK7 को डॉ�टर ऑफ �फलॉसफ� काय:;म के िलए �वेश �दया जाता ह,ै �5येक छाK को माग:दश:क और य�द आवtयक 8आ तो सह-माग:दश:क, ऐसे काय:;म के शोधपK अनुसंधान संघटक के ¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 7 आर�भ से पहले आबंDटत करेगा और शैIिणक सिमित ऐस ेमाग:दश:क और सह-माग:दश:क, य�द कोई हो, के नाम का अनुमोदन करेगी । 8.3.2 अ>यादशे 8.3.1 म� िनYद:Z डॉ�टर ऑफ �फलॉसफ� छाK7 का पय:वेIण करने के िलए माग:दश:क7 का �5यायन �ादिेशक केB� के भीतर शैIिणक समBवयक और सहायक आ�ाय या उ\तर पंि6 के संकाय क� िसफाDरश7 पर आधाDरत अ>ययन बोड: 4ारा �कया जाएगा और माBयता�ाJ केB� म� समतु�य हिैसयत म� कोई वैoािनक डॉ�टर ऑफ �फलॉसफ� काय:;म माग:दश:क के [प म� िवचार �कए जाने के िलए पाK होगा । 8.3.3 अ>यादशे 8.2.3 म� िनYद:Z wिZक छाK सलाहकार सिमित, िजसक� अ>यIता अ>यादशे 8.3.1 म� िनYद:Z माग:दश:क 4ारा क� जाएगी, सहायक आचाय: या उ\र पंि6 के समतु�य bयेc सदOय तथा एक या अिधक बाf िवशेषo7 स ेिमलकर बनेगी । 8.3.4 wिZक छाK सलाहकार सिमित �5येक शैIिणक वष: म� कम से कम एक बार बैठक करेगी और स�बX छाK क� �गित पर अपनी Dरपोट: स�बिBधत शैIिणक सिमित को �Oतुत करेगी । 8.3.5 य�द शोधपK �Oतुत करने से पूव: अ>यादशे 8.3.1 म� िनYद:Z माग:दश:क या सहमाग:दश:क दीघ:कालीन अवकाश पर चला जाता ह,ै 5यागपK द ेदतेा ह,ै अिधवाWष:ता क� आयु �ाJ होने पर सेवािनवृF होता ह,ै यथा-िOथित, �ादिेशक केB� या माBयता�ाJ केB� का सकंाय सदOय नह' रह जाता ह,ै यथा-िOथित, नया माग:दश:क या सहमाग:दश:क क� िनयुि6 क� जाएगी, �कBद,ु य�द शोधपK से स�बिBधत स�पूण: �योगा5मक काय: या िव�ेषण पूरा हो गया, काय:;म समBवयक के शोधपK के मू�यांकन स�बBधी अधूरी रह गई नौितक औपचाDरताh को पूरा करने के िलए िनयु6 �कया जा सकेगा और स�बिBधत शैIिणक सिमित ऐसी िनयुि6 और पDरवत:न का अनुमोदन कर सकेगी । 8.3.5 छाK को शैIिणक सिमित के अनुमोदन स ेडॉ�टर ऑफ �फलॉसफ� के पहले दो वष: के दौरान एक से अनिधक बार अ>यादशे 8.3.1 म� िनYद:Z माग:दश:क को बदलने के िलए अनुoात �कया जाएगा । 8.3.6 छाK का �वेश अ>यादशे 8.3.1 या अ>यादशे 8.3.5 के अधीन िविनYद:Z छाK सलाहकार सिमित क� िसफाDरश पर डॉ�टर ऑफ �फलॉसफ� काय:;म के �थम दो वष: के दौरान शैIिणक सिमित 4ारा अ>यादशे 8.3.1 या अ>यादशे 8.3.1 के अधीन िनयु6 स�बX माग:दश:क 4ारा अनुरोध �कए गए पुनWव:लोकन और अनुमोदन करेगी । 8.5.2 �Oतािवत अनुसधंान काय: के पूरा होने के प�ात्, wिZक छाK सलाहकार सिमित शोधपK सार का पुनWव:लोकन करेगी और य�द समाधान�द [प म� पाया जाता ह ैतो डॉ�टर ऑफ �फलॉसफ� शोधपK के [प म� अनुसंधान काय: को �Oतुती करने क� िसफाDरश करेगा । 8.5.3 अ>यादशे 8.3.2 म� िनYद:Z शैIिणक समBवयक �ादिेशक केB� के संकाया>यI (शैIिणक) के मा>यम से अ>ययन बोड: के अ>यI को wिZक छाK सलाहकार 4ारा िसफाDरश �कए गए अनुसार शोधपK सार एवं छह परीIक7 क� सूची भेजेगा जो उन चार परीIक7 को छाट�गे जो wिZक छाK सलाकार सिमित 4ारा िसफाDरश क� गई सूची से ह7 या नह' ह7 और ऐस ेपरीIक7 क� सहमित शोधपK क� जांच करने के िलए उनक� रजामंदी क� अपेIा क� जाएगी। 8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 8.5.4 अ>यादशे 8.3.1 म� िनYद:Z छाK अ>यादेश 8.2.3 म� िविनYद:Z wिZक छाK सलाहकार सिमित 4ारा सार के अनुमोदन के छह मास के भीतर शोधपK क� सॉ�ट कॉपी और साथ ही शोधपK क� चार हाड: कॉपी �ादिेशक केB� के संकाया>यI (शैIिणक) को �Oतुत करेगा और ऐसी समय-सीमा को पाK मामल7 म� �ादिेशक केB� सकंाया>यI (शैIिणक) दवारा िशिथल क� जा सक� गी । 8.5.5 �ादिेशक केB� का कुलसिचव अ>ययन बोड: के अ>यI 4ारा अनुमो�दत सूची म� पहले दो परीIक7 को शोधपK भेजेगा और उनके साथ प�ा5वत` पKाचार को मॉनीटर करेगा । 8.5.6 अ>यादशे 8.5.5 म� िनYद:Z परीIक7 को �5येक Dरपोट: िविनYद:Z िसफाDरश7 का िनrकष: िनकालेगी �क शोधपK - (i) पीएचडी िडmी दनेे के िलए Oवीकार �कया जाए ; (ii) पुनरीIण के प�ात् Oवीकार �कया जाए ; (iii) अOवीकार �कया जाए । 8.5.7 परीIक7 स ेशोधपK क� �ािJ क� तारीख से आठ सJाह के भीतर अपनी Dरपोट: �Oतुत करने क� �5याशा क� जाती ह ैऔर इस शोधपK Dरपोट: को �ाJ करने म� 8ए अनुिचत िवल�ब के मामल ेम� �ादिेशक केB� का कुलसिचव �ादेिशक केB� के संकाया>यI (शैIिणक) के अनुमोदन से परीIक के [प म� काय: करने के िलए परीIक7 क� सूची म� अगले wि6 को अनुरोध कर सकेगा । 8.5.8 य�द अ>यादेश 8.3.1 म� िनYद:Z छाK का शोधपK दोन7 परीIक7 म� अOवीकार कर �दया जाता ह ै तो छाK का रिजOPीकरण र| कर �दया जाएगा । 8.5.9 य�द एक या दोन7 परीIक अ>यादशे 8.3.1 म� िनYद:Z छाK के शोधपK का पुनरीIण करने का सुझाव देते ह] तो सुझाव �दया गया पुनरीIण छाK को संसिूचत �कया जाएगा और इसे स�यकतः पुनरीिIत �कए जाने के प�ात्, शोधपK परीIक को पुनः भेजा जाएगा, य�द उसके 4ारा ऐसी िसफाDरश क� जाती ह,ै अ>यादशे 8.2.3 म� िविनYद:Z wिZक छाK सलाकार सिमित पुनरीIण7 क� Oवीकाय:ता के बारे म� िविन�य करेगी । 8.5.10 य�द अ>यादशे 8.5.9 म� िनYद:Z शोधपK पुनरीIण �कए जाने के प�ात् भी दोन7 परीIक7 4ारा अOवीकार कर �दया जाता ह ैतो स�बX छाK का रिजOPीकरण र| कर �दया जाएगा । 8.5.11 य�द अ>यादशे 8.5.9 म� िनYद:Z शोधपK के परीIक7 म� से केवल एक परीIक क� Dरपोट: नकारा5मक ह,ै तब �ादिेशक केB� का सकंाया>यI (शैIिणक) तीसरे परीIक क� राय ले सकता ह ै। 8.5.12 य�द अ>यादशे 8.5.11 के अधीन िनयु6 तीसरा परीIक भी यह घोषणा करता ह ै �क शोधपK डॉ�टर ऑफ �फलॉसफ� क� िडmी दनेे के िलए Oवीकाय: नह' ह ैतो स�बX छाK का रिजOPीकरण र| कर �दया जाएगा । 8.5.13 य�द अ>यादशे 8.3.1 म� िनYद:Z छाK के शोधपK क� डॉ�टर ऑफ �फलॉसफ� क� िडmी देने के िलए िसफाDरश क� जाती ह ैतो छाK क� अ>ययन बोड: के अ>यI 4ारा यथा--िविनि�त शोधपK माग:दश:क और शोधपK मू�यांकक7 म� से एक मू�यांकक से िमलकर बने मौिखक परीIा बोड: 4ारा परीIा ली जाएगी और य�द ऐसा परीIा बोड: छाK के िनrपादन स ेसंतुZ हो जाता है तो वह उस छाK को डॉ�टर ऑफ �फलॉसफ� क� िडmी दनेे क� िसफाDरश करने वाली अपनी Dरपोट: पर हOताIर करेगा । 8.5.14 य�द परीIा बोड: छाK के िनrपादन से संतुZ नह' ह ैतो वह ऐसी अBय तारीख िनयत करेगा जो पहली मौिखक परीIा क� तारीख के प�ात् एक ह,ै का अनुसरण कर�गे जो अ>ययन बोड: 4ारा अनुमो�दत क� जाएगी । 9.1.6 डॉ�टर ऑफ �फलॉसफ� (एक�कृत) काय:;म म� �वेश के िलए �ादिेशक केB� के कुलसिचव 4ारा क� गई अिधसूचना का राsीय समाचार पK7 म� और �ादिेशक केB� क� वेबसाइट पर wापक िवoापन �दया जाएगा । 9.1.7 �ादिेशक केB�, डॉ�टर ऑफ �फलॉसफ� (एक�कृत) काय:;म के िलए अBय दशे7 से आए छाK7 को इस स�बBध म� केB�ीय सरकार के सिjयम7 और मानक7 का पालन करते 8ए, �वेश देने के िलए ::::---- 9.2.1 �ादिेशक केB� म� डॉ�टर ऑफ �फलॉसफ� (एक�कृत) काय:;म िनGिलिखत संघटक7 से िमलकर बनेगा, अथा:त् :- (i) पाx;म काय: और शोध िनबंध (य�द बिहग:मन िवक�प का �योग �कया जाता ह ैया उसक� िसफाDरश क� जाती ह)ै ; (ii) डॉ�टरल शोधपK के �Oतुतीकरण के िलए अनुसंधान काय: । 9.2.2 इस अ>यादशे म� िनYद:Z डॉ�टर ऑफ �फलॉसफ� (एक�कृत) काय:;म क� अविध कम से कम पांच वष: और अिधक से अिधक सात वष: होगी िजसके अBतग:त पाx;म काय: भी ह ैऔर ऐसे पाx;म काय: का सामाBय उ|ेtय छाK7 को मौिलक �योगशाला कौशल से अवगत कराना और िवशेषीकृत IेK7 म� अनुसंधान करने के िलए जैव �ौ�ोिगक� के wापक oान उपल^ध कराना होगा । 9.2.3 अ>यादशे 8.2.3 के अधीन गDठत wिZक िविनYद:Z छाK सलाहकार सिमित (एसएसी) �ादिेशक केB� म� डॉ�टर ऑफ �फलॉसफ� (एक�कृत) काय:;म म� �वेश �दए गए �5येक छाK का िनयिमत मॉनीटरी, पय:वेIण और उसका माग:दश:न करेगी। 9.2.4 सात वष: क� अविध से आगे जारी रखने क� िसफाDरश करेगी । 9.2.10 अ>यादशे 9.2.5 म� िनYद:Z छाK पाx;म काय: और शोध िनबंध स ेअनुबंिधत qेय7 को �ाJ करने के प�ात् माOटर िडmी के साथ डॉ�टर ऑफ �फलॉसफ� (एक�कृत) काय:;म को �ॉप आउट करने के िवक�प का भी �योग कर सकेगा । 9.2.11 माOटर शोध िनबंध के काय: Dरपोट: क� अ>यादशे 9.2.5 म� िनYद:Z छाK 4ारा �Oतुित और मौिखक परीIा के मा>यम से अ>यादशे 9.2.3 म� िनYद:Z wिZक िविनYद:Z छाK सलाहकार सिमित 4ारा जांच क� जाएगी और य�द संतोषजनक पाया जाए तो अ>यादशे 9.2.3 म� िनYद:Z wिZक िविनYद:Z छाK सलाहकार सिमित इस आशय का एक �माणपK जारी करेगी। 9.2.12 पाx;म काय: और माOटर िनबंध शोध के सफलतापूव:क पूरा हो जाने के वेबसाइट पर wापक िवoापन �दया जाएगा । 10.1.6 �ादिेशक केB�, िवoान िनrणात काय:;म के िलए अBय दशे7 से आए छाK7 को इस स�बBध म� केB�ीय सरकार के सिjयम7 और मानक7 का पालन करते 8ए, �वेश दनेे के िलए खुला होगा । क� िनयिमत मॉनीटरी, पय:वेIण और उसका माग:दश:न करेगी। 10.2.4 अ>यादशे 10.2.2 म� िनYद:Z दो वष: क� अविध से आगे अिधछाKवृिF wिZक िविनYद:Z छाK सलाहकार सिमित क� िसफाDरश और शैIिणक सिमित 4ारा �कए गए अनुमोदन के औसत �ाJ करने क� अपेIा क� जाती ह ै। 10.2.7 िनबंध शोध काय: �ादिेशक केB� या माBयता�ाJ केB� या �कसी सहयोगी जैव �ौ�ोिगक� उ�ोग भागीदार म� िवoान िनrणात काय:;म म� �वेश �दए गए छाK 4ारा �कया जा सकता ह ै। 10.2.8 अ>यादशे 10.2.7 म� िनYद:Z शोध िनबंध के Dरपोट: क� स�बX छाK 4ारा �Oतुित और मौिखक परीIा के मा>यम से wिZक िविनYद:Z छाK सलाहकार सिमित 4ारा जांच क� जाएगी और य�द सतंोषजनक पाया जाए तो wिZक िविनYद:Z छाK सलाहकार संकाया>यI को संसूिचत �कया जाएगा और सफल अyयWथ:य7 को अ>ययन बोड: क� िसफाDरश पर बोड: 4ारा अनुमो�दत �ातकोFर िडlलोमा �दान �कया जाएगा । अ�यादेश अ�यादेश अ�यादेश अ�यादेश –––– 12121212 िश�ण और मूKयांकनिश�ण और मूKयांकनिश�ण और मूKयांकनिश�ण और मूKयांकन 12.1 �ादिेशक केB� या माBयता�ाJ केB� म� अनुदशे का मा>यम अंmेजी भाषा होगा । 12.2 �5येक पाx;म को �ादिेशक केB� और माBयता�ाJ केB�7 म� ;ेिडट यूिनट7 के िनबंधनानुसार अपनी वरीयता के साथ अ>ययन बोर् के अनुमोदन क� अपेIा होगी और केवल इस �कार अनुमो�दत पाx;म �कसी भी समेेOटर के दौरान �दान �कए जा सकते ह] । 12.3 अ>यादशे 12.2 के अधीन �5येक अनुमो�दत पाx;म, जब भी �कसी सेमेOटर म� �दान �कया जाए, अनुदशेक7 या िशIक7 या अनुबX या अyयागत संकाय क� अपेिIत सं{या क� सहायता से समनुदिेशत पाx;म समBवयक 4ारा संचािलत क� जाएगी और पाx;म समBवयक पाx;म संचालन, परीIाएं करवाने, स�बX छाK7 के गृह समनुदशेन और �योगशाला काय: म� उसके िनrपादन पर िनभ:र करता ह ै। 12.9 �योग �कए जाने वाले लटेर mेड और उनके सं{या5मक तु�यांक िनGानुसार ह7गे, अथा:त्:- लेटर mेड mेड lवाइBट A+ 9 A 8 B+ 7 B 6 C+ 5 C 4 D 3 F 0 �ादिेशक केB� म� �कसी काय:;म म� शोध अनुसंधान या िनबंध शोध का “S” और “X” (सBतोषजनक काय: के िलए “S” और असBतोषजनक काय: के िलए “X”) के िनबंधनानुसार मू�याकंन �कया जाएगा और ऐसे का “S” और “X” mेड7 के सं{या5मक तु�यांक7 का िनधा:रण �कया जाना आवtयक नह' ह ै। 12.10 पाx;म समBवयक 4ारा एक बार �दान �कए गए अ>यादशे 12.9 म� िनYद:Z लेटर mेड को तब तक बदला नह' जा सकता, जब तक mेड के पDरवत:न अनुरोध को या तो पाx;म समBवयक 4ारा या पाx;म के अनुदशेक या िशIक 4ारा �ादिेशक केB� संकाया>यI (शIैिणक) 4ारा अनुमो�दत न कर �दया जाए और mेड पDरवत:न के िलए �कसी अनुरोध को अगल ेसेमेOटर के आर�भ के छह सJाह के भीतर �कया जाएगा और mेड पDरवत:न क� िसफाDरश करने के ;म को सही Bयायोिचत ठहराया जाएगा । 12.11 �कसी सेमेOटर म� �ादिेशक केB� म� �कसी छाK के शैIिणक िनrपादन को समेेOटर mेड lवाइBट औसत (सीजीपीए) के िनबंधनानुसार मापा जाएगा जो �ाJ �कए गए mेड lवाइBट7 क� मह5व औसत ह,ै मह5व पाx;म मह5व या qेय ह] । संचयी mेड lवाइBट औसत (सीजीपीए) क� संगणना सभी पाx;म7 के mेड lवाइBट7 पर िवचार करते 8ए सदशृ रीित म� क� जाएगी जो �ादिेशक केB� म� छाK ने काय:;म म� �ाJ �कया ह ै। 12.12 जब कभी �ादिेशक केB� म� �कसी छाK को पाx;म को दोहराने या �ितOथािपत करने के िलए अनुoात �कया जाता ह ैतो पाx;म म� आरि�भक mेड को mेड lवाइBट औसत क� सगंणना म� छोड़ �दया जाएगा । 12.13 अ>यादशे 12.9 म� िनYद:Z “S” और “X” mेड7 पर mेड lवाइBट औसत क� संगणना करते समय िवचार नह' �कया जाएगा । 12.14 �ादिेशक केB� म� छाK को “शैIिणक [प से कमजोर” कहा जाएगा य�द सेमेOटर lवाइBट औसत के िनबंधानुसार �कसी िनयिमत सेमेOटर के अBत म� उसका िनrपादन <5.0 ह ैऔर शैIिणक सिमित ऐसे मामल7 का पुनWव:लोकन करेगी तथा जारी रहने के िलए शैIिणक [प से कमजोर छाK को कोई शत: िलिखत म� दगेी या छाK के काय:;म को समाJ भी कर देगी य�द उनके मू�याकं म� उसका िनrपादन अ5यिधक असBतोषजनक ह ै। 12.15 �ादिेशक केB� म� कोई छाK को, िजसका काय:;म असBतोषजनक शैIिणक िनrपादन के कारण शैIिणक सिमित 4ारा समाJ �कया गया ह,ै ऐस ेपया:वसान के िव[X अ>ययन बोड: के अ>यI को अपील करने का अिधकार होगा और ऐसी अपील करते समय छाK के खराब शैIिणक िनrपादन के कारण बताने क� �5याशा क� जाती ह।ै 14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 12.16 अ>ययन बोड: का अ>यI उपल^ध सभी इनपुट7 पर िवचार करने के प�ात् �5येक ऐसी अपील पर अिBतम िविन�य करेगा और पया:वसान के पुनWव:लोकन के िलए कोई अितDर6 यािचका या अनुरोध अ>ययन बोड: के अ>यI 4ारा तब तक mहण नह' �कया जाएगा जब तक कोई सारवान अितDर6 जानकारी उसके यान म� नह' लायी जाती ह ै। 12.17 अ>यादशे 12.11 म� िनYद:Z संचयी mेड lवाइBट औसत को िनGिलिखत सूK से अकं7 क� �ितशतता म� संपDरवWत:त �कया जा सकेगा, अथा:त् :- अंक7 क� काय:;म का कोई, िजसक� संचयी mेड lवाइBट औसत <<<<6.0 ह,ै िडlलोमा �माणपK के िलए पाK नह' होगा। 13.2 �ादिेशक केB� या माBयता�ाJ केB� म� �कसी छाK के बारे म� यह समझा जाएगा �क उसने �ातक�करण क� अपेIाएं पूरी कर ली ह], य�द छाK ने – (क) ऐसे �ातक�करण के िविहत सभी पाx;म उFीण: �कए ह] ; (ख) अपेिIत संचयी mेड lवाइBट औसत �ाJ क� ह ै; (ग) Bयूनतम शैIिणक और आवास स�बBधी अपेIाh को पूरा �कया ह ै; (घ) �ादिेशक केB� या स�बX माBयता�ाJ केB� 4ारा िविनYद:Z सभी अपेIाh, य�द कोई ह7, को पूरा �कया ह ै; (ङ) इन अ>यादशे7 के अधीन अ>ययन बोड: 4ारा िविनYद:Z सभी अपेIाh को पूरा �कया ह ैऔर इसके अितDर6, छाK ने �ादिेशक केB� या स�बX माBयता�ाJ केB� को सभी शो>य7 का संदाय �कया ह ैऔर ऐसे छाK के िव[X अनुशासनहीनता का कोई मामला लि�बत नह' ह ै। 13.3 ऐसा छाK, िजसने अ>यादेश 13.2 के अधीन सभी �ातक�करण अपेIाएं पूरी कर ली ह], क� आने वाले दीIांत समारोह म� समिुचत िडmी या िडlलोमा �दान करने के िलए बोड: को अ>ययन बोड: 4ारा िसफाDरश क� जाएगी और िडmी या िडlलोमा केवल तभी �दान �कया जा सकेगा, जब बोड: ने िडmी या िडlलोमा �दान करने का अनुमोदन कर �दया हो �कBतु काय:कारी िनदशेक आवtयकतानुसार उस मामल ेम� अनिBतम िडmी या िडlलोमा �माणपK जारी कर सकेगा । 13.4 अ5यंत आपवा�दक पDरिOथितय7 म�, जहां अ>यादशे 13.2 के अधीन बाद वाले �;म पर �ातक�करण अपेIाh के घोर अित;मण का पता पया:J कारण के िलए �ादिेशक केB� और �कसी wि6 को �दान �कए िडmी या शैIिणक स�मान या अनुदF �कसी �माणपK या िडlलोमा को वापस ले सकेगा : परंतु ऐसा कोई संक�प तब तक पाDरत नह' �कया जाएगा जब तक �क उससे यह अपेIा म� िविनYद:Z �कए जाएंगे । ¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 15 14.2 अ>ययन के पाx;म के िलए �ादेिशक केB� म� �वेश �दए गए छाK फ�स का, िजसके अBतग:त अ>ययन बोड: 4ारा समय-समय पर यथा-िविहत और �ादिेशक केB� या माBयता�ाJ केB� 4ारा अिधसूिचत हॉOटल फ�स और मेस �भार भी ह], का संदाय कर�गे । 14.3 फ�स के अBतग:त छाK 4ारा शैIिणक �शासन फ�स, िशIण फ�स, अवधान िनIेप, पूव: छाK फ�स, जमुा:ना तथा छाK 4ारा कोई अBय संदाय, िजसके काय:कारी िनदशेक के अनुमोदन से समय-समय पर �वृF अिधसूचना के अनुसार संदF �कए जाने क� अपेIा क� जाए, भी ह ै। 14.4 काय:कारी िनदशेक को इस �योजन के िलए उसके 4ारा गDठत सिमित क� िसफाDरश पर अ>ययन काय:;म के िलए �ादिेशक केB� म� छाK को पूण: या आंिशक फ�स माफ करने क� शि6 होगी । परंतु ऐसी फ�स माफ�, ऐसे िविशZ अ>ययन काय:;म म� कुल छाK सं{या के पांच �ितशत से अिधक नह' होगी । 14.5 ऐसी फ�स माफ� क� मंजूरी के िलए छाK7 के आवेदन7 पर िसफाDरश करते समय िनGिलिखत बात7 को >यान म� रखा जाएगा, अथा:त् :- (i) छाK 4ारा शैIिणक अिभलेख म� उपलि^धयां ; (ii) छाK के माता-िपता या संरIक क� िवFीय िOथित ; (iii) कोई ऐसी अBय बात�, जो छाK के अिभलेख म� रखी जाएं । 14.6 माBयता�ाJ केB� के छाK अ>ययन बोड: 4ारा समय-समय पर यथा-िविनYद:Z शैIिणक �शासन फ�स का ही संदाय कर�गे । 14.7 �ादिेशक केB� क� फ�स संरचना का �5येक तीन वष: म� अ>ययन या िवoान और �ौ�ोिगक� िवभाग या िवkिव�ालय अनुदान आयोग या �कसी अBय ऐस े�ोत, िजसके िलए उBहोने अह:ता �ाJ क� ह ैऔर पाK घोिषत �कए गए ह], से अ>येतावृिF �ाJ कर�गे और �ादिेशक केB� उनके मामल7 को अ>येतावृिF �दान करने वाले अिभकरण7 को �ायोिजत कर�गे या अmेिषत कर�गे िजससे �क वे अ>येतावृिF �ाJ करने म� समथ: हो सक� । 15.2 �ादिेशक केB� िविभj शैIिणक काय:;म7 म� अ>ययन करने वाले अपने छाK7 को छाKवृिF या अ>येयतावृिF या सहायता भी �दान कर सकेगा और ऐस े पुरOकार7 के िलए ��;या बोड: 4ारा अनुमो�दत क� जाएगी : परंतु ये पुरOकार कदाचार, जानबूझकर ताि5वक त�य7 के िछपाये जाने या बोड: 4ारा यथा-अनुमो�दत रीित म� िम�या जानकारी के �दए जाने के मामले म� भागतः या पूण:तः वापस िलए जाने के दायी ह7गे । 15.3 अ>ययन काय:;म पूरा �कए िबना Oव�ेरणा से �ादिेशक केB� छोड़ने वाले �ादिेशक केB� के छाK7 स ेउस वष: के दौरान �ाJ पुरOकार रािश क� रकम के �ितदाय क� अपेIा क� जा सकेगी । 15.4 �ादिेशक केB� का कोई छाK एक साथ दो छाKवृिFया ंया पुरOकार �ाJ नह' करेगा । 15.5 �ादिेशक केB� के छाK7 को छाKवृिFय7 का पाx;म क� िविनYद:Z अविध या अ>येतावृित �दान करने वाल ेअिभकरण 4ारा िनयत अविध स ेपरे संदाय नह' �कया जाएगा । 15.6 �ादिेशक केB� म� छाK7 शैIिणक उ5कष:, ��ा5मक नेतृ5व और समm िवकास तथा �गित का संवध:न करने और माBय ठहराने के िलए अ>ययन बोड: �ादिेशक केB� 4ारा या िवBयास या दानदाताh के अनुदान के मा>यम से सिंOथत �कए जाने वाले पुरOकार7 तथा पदक �दान करेगा और ऐसे पुरOकार7 के िलए संOथान के सिjयम और शत� बोड: के अनुमोदन क� अपेIा कर�गे । 16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 15.7 �ादिेशक केB� के छाK, यथा-िOथित, केB�ीय सरकार, �कसी राbय सरकार, पि^लक से�टर संगठन, �ाइवेट औ�ोिगक और वािणिbयक संगठन या �ादिेशक केB� के संकाय सदOय7 4ारा िनदिेशत के �कसी छाK क� अनुपिOथित को हतो5सािहत �कया जाएगा �कBतु वाOतिवक कारण7 से ऐसे छाK को इन अ>यादशे7 म� ऐसी अनुपिOथित के िलए �कए गए उपबंध के अनुसार अनुपिOथित छुTी मंजूर क� जा सकेगी और सभी ऐसी छुDTया ं�ादिेशक केB� 4ारा छाK को समनुदिेशत स�बX शैIिणक पय:वेIक या माग:दश:क के पूव: अनुमोदन से ली जाएगी । 16.2 �ातकोFर काय:;म के अनुसार अ>ययन करने वाले �ादिेशक केB� के छाK िवFीय हािन के िबना िनGिलिखत अनुपिOथित छुTी के िलए हकदार ह7गे, अथा:त् :- (क) पांच �दन क� दीघ:कािलक छुTी �ित सेमेOटर ; (ख) पांच �दन क� आकिOमक छुTी �ित सेमेOटर ; और (ग) पांच �दन क� िच�क5सा छुTी �ित सेमेOटर । 16.3 अ>यादेश 2.3 के खंड (ग) म� िनYद:Z िच�क5सा छुTी के मामले म�, आवेदन, �कसी रिजOPीकृत िच�क5सा wवसायी 4ारा जारी िच�क5सा �माणपK 4ारा उपयु6 [प से समWप:त होगा । 16.4 दो से अBयून जीिवत बालक7 वाले �कसी �ादिेशक केB� के �कसी छाKा काय:;म क� पूण: अविध के दौरान दो सौ चालीस �दन स ेअनिधक क� अविध के िलए मातृ5व अवकाश के िलए हकदार होगी और ऐसी छुTी के िलए आवेदन �कसी माBयता�ाJ या रिजOPीकृत िच�क5सा wवसायी 4ारा �दान �कए गए �माणपK 4ारा समWथ:त �कया जाना आवtयक ह ै। 16.5 �ादिेशक केB� क� छाKा अपने स�पूण: काय:;म के दौरान गभ:पात या गभ:�ाव चाह ेउ5�ेDरत या अBयथा हो, के मामल ेम� प]तालीस �दन क� छुTी के िलए हकदार होगी और �कसी माBयता�ाJ या रिजOPीकृत िच�क5सा wवसायी 4ारा �दए गए �माणपK स ेऐसी छुTी का आवेदन समWथ:त �कया जाना आवtयक ह ैऔर उसके जीिवत बालक7 क� सं{या को >यान म� न रखते 8ए छुTी mाf ह ै। 16.6 �ादिेशक केB� के ऐसे छाK को, िजसके दो जीिवत बालक7 से कम बालक ह], उसके बालक के �सव क� तारीख से पं�ह �दन पहले या छह मास तक क� अविध के िलए िपतृ5व छुTी �दान क� जा सकेगी । 16.7 �ादिेशक केB� के छाK क� अनुपिOथित अ>यादशे 16.2 से 16.6 म� उपबंिधत से परे छुTी स ेआगे भी अ5यावtयकता के अधीन शैIिणक सिमित 4ारा �दान क� जा सकेगी �कBतु ऐसी अनुपिOथित छ्ुTी म� कोई िवFीय सहायता क� हािन, य�द कोई हो, अBतव:िलत होगी । 16.8 अ�ािधकृत छुTी अथा:त् �ादिेशक केB� क� स�यक् अनुमित के िबना छुTी का पDरणाम स�बX अ>ययन काय:;म म� छाK के �वेश के पया:वसान हो सकेगा । 16.9 �ादिेशक केB� के छाK7 से िबना �कसी �ेक के अपने-अपने शैIिणक काय:;म को पूरा करने क� �5याशा क� जाती ह,ै �कBतु वाOतिवक कारण7 से, ऐसे छाK7 को काय:;म से अनुपिOथित छुTी �दान क� जा सकेगी और ऐसी अनुपिOथित साधारणतया �ेक सिहत या �ेक रिहत दो सेमेOटर7 से अिधक नह' होगी और शैIिणक सिमित क� िसफाDरश7 का अनुसरण करते 8ए �ादिेशक केB� के सकंाया>यI (शIैिणक) के अनुमोदन क� अपेIा होगी । अ�यादेश अ�यादेश अ�यादेश अ�यादेश –––– 17171717 आवासआवासआवासआवास----हॉलहॉलहॉलहॉल 17.1 �ादिेशक केB� का �5येक छाK उपलyयता पर िनभ:र करते 8ए काय:कारी िनदशेक भारसाधक वाड:न क� िनयुि6 करेगा जो �ादिेशक केB� का शैIिणक कम:चाDरवृBद होगा और ऐसे हॉल का भारसाधक वाड:न काय:कारी िनदशेक के समाधान�द [प म� दIतापूव:क हॉल के काय:;म के �बंधन के िलए िज�मेदार होगा । 17.3 अ>यादशे 17.1 म� िनYद:Z ऐसे हॉल म� िनवास कर रहा �5येक छाK हॉल भोजनालय म� शािमल हो सकेगा, �कBतु अ>यादशे 17.2 म� िनYद:Z भारससाधक वाड:न िविनYद:Z अविध के िलए िच�क5सीय आधार पर हॉल भोजनालय से ऐस े�कसी wिZक छाK को छूट द ेसकेगा । 17.4 अ>यादशे 17.1 म� िनYद:Z हॉल म� िनवास कर रहा �5येक छाK फन`चर और उसको �दाय क� गई अBय मद7 क� सुरिIत दखेभाल के िलए wि6गत [प से िज�मेदार होगा और उसके 4ारा कI पर अिधभोग के दौरान िडजाइन या उपेIा 4ारा पाDरत �कसी नुकसान या हािन के िलए भाDरत �कया जाएगा । 17.5 अ>यादशे 17.1 म� हॉल म� िनवास कर रहा �5यके छाK िनYद:Z से अ>यादेश 17.2 म� िनYद:Z भारसाधक वाड:न 4ारा घोिषत देय तारीख तक भोजनालय के िबल का संदाय करने क� अपेIा क� जाती ह ैऔर ऐसे िबल का समय पर संदाय करने म� असफलता का पDरणाम जुमा:ना हो सकेगा या ऐसी अBय शािOत हो सकेगी जो ऐसा भारसाधक वाड:न ठीक समझ ेतथा �ादिेशक केB� म� ऐसे छाK का �वेश भी दये तारीख से तीस �दन के भीतर भोजनालय िबल का संदाय न करने क� दशा म� र| �कया जा सकेगा । 17.6 अ>यादशे 17.5 म� िनYद:Z भोजनालय िबल के संदाय के अितDर6 अ>यादेश 17.1 म� िनYद:Z �5येक छाK अ>यादशे 17.2 म� िनYद:Z भारसाधक वाड:न 4ारा समय-समय पर िविहत दर पर �5येक मास Oथापन �भार का संदाय भी करेगा और ऐसे �भार भोजनालय िबल के अितDर6 ह7गे । 17.7 अ>यादशे 17.1 म� िनYद:Z हॉल म� िनवास कर रह ेछाK अपने िवचार7 को अिभw6 करने के िलए, अपने िहत7 के अनुसार काम करने के िलए तथा उनके िलए अ5यंत साथ:क जीवन शैली का अनुसरण करने के िलए �5येक wि6 के अिधकार का स�मान कर�गे �कBतु हॉल म� राजनैितक या धाWम:क अिभयान म� संिलJ नह' ह7गे । 17.8 कोई छाK अ>यादशे 17.1 म� िनYद:Z आवास हॉल7 म� और उनसे सलं� पDरसर7 म� िलकर, मादक �w या �कसी अBय म� का �योग नह' करेगा । 17.9 अ>यादशे 17.1 म� िनYद:Z �कसी हॉल म� िनवास करने वाला �5येक छाK �ादिेशक केB� के स�बX आवास हॉल म� शांितपूण: माहौल बनाए रखने के िलए अ>यादशे 17.2 म� िनYद:Z भारसाधक वाड:न 4ारा अवधाDरत सभी सिjयम7 और मानक7 का अनुपालन करेगा तथा ऐसा भारसाधक वाड:न शैIिणक सिमित 4ारा अनुमो�दत अनुशासिनक सिjयम7 के अनुसार wित;िमय7 के िव[X आवtयक कार:वाई करेगा । अ�यादेश अ�यादेश अ�यादेश अ�यादेश –––– 18 18 18 18 छा!" मQ अनुशासनछा!" मQ अनुशासनछा!" मQ अनुशासनछा!" मQ अनुशासन 18.1 अनुशासन बनाए रखने और �ादिेशक केB� के छाK7 के स�बBध म� अनुशासिनक कार:वाई करने स�बBधी सभी शि6यां काय:कारी िनदशेक म� िनिहत ह7गी और काय:कारी िनदशेक अपनी सभी या �कBह' अनुशासिनक शि6य7 को जैसा वह उिचत समझ,े �ादिेशक केB� के ऐसे अिधकाDरय7 को, जो वह इस िनिमF िविनYद:Z करे, �5यायोिजत कर सकेगा । 18.2 �ादिेशक केB� म� अ>ययन काय:;म म� �वेश के समय �5येक छाK से इस आशय क� घोषणा पर हOताIर करने क� अपेIा क� जाएगी �क वह Oवयं को �ादिेशक केB� तथा �ादिेशक केB� के काय:कारी �ािधकाDरय7 क� अनुशासिनक अिधकाDरता के �ित आ5मसमWप:त करता ह ैऔर ऐसे �5येक छाK को �ादिेशक केB� म� अ>ययन काय:;म म� अपने �वेश के समय छाK7 क� आचार संिहता और स5यिनcा का अनुसरण और पालन करने का वचनबंध हOताIर करना होगा। 18.3 �ादिेशक केB� म� अ>ययन काय:;म म� �वेश �दए गए �5येक छाK �ादिेशक केB� के क] पस के भीतर और बाहर दोन7 म� छाK ऐसी रीित म� आचरण करेगा जो ‘राsीय मह5व क� संOथा’ के छाK के िलए उपयु6 हो और ऐसे �कसी छाK से �कसी ऐसी गितिविध म� संिलJ होने क� �5याशा नह' क� जाएगी िजसस े�ादिेशक केB� क� गDरमा को ठेस प8चें । 18.4 �ादेिशक केB� के अ>यापक7, �शासक7, अिधकाDरय7 और कम:चाDरय7 के �ित उिचत स�मान और िशZाचार और सह छाK7 के �ित सुमैKीपूण: wवहार का �दश:न करेगा और उससे कै�पस के आगंतुक7 तथा िनवािसय7 के �ित उिचत >यान और िशZाचार दनेे क� �5याशा क� भी जाएगी । 18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 18.5 िशZाचार और शालीनता क� कमी, अशोभनीय आचरण (केB� के बाहर और भीतर दोन7) ; �ादेिशक केB� क� स�पिF या सह छाK के सामान को जानबूझ नुकसान प8चंाना या उस े हटाना ; सह छाK7 को उनके अ>ययन म� िव� डालना ; परीIाh के दौरान अनुिचत साधन7 का अपनाया जाना ; �ादेिशक केB� के सिjयम7 और मानक7 का भंग ; शोरगुल और अशोभनीय wवहार तथा वैसी ही अBय अवांिछत गितिविधयां, अ>यादशे 18.2 म� िनYद:Z आचार संिहता का अित;मण गDठत करेगी । 18.6 �ादिेशक केB� म� �कसी अ>ययन काय:;म म� �वेश �दए गए �कसी छाK 4ारा अ>यादेश 18.5 म� िविनYद:Z आचार संिहता के अित;मण पर अनुशासिनक कार:वाई होगी और इसम� द�ड, जैस ेिध�दंड, अनुशासिनक पDरवीIा, जुमा:ना, परीIा से बिहrकृत करना, िनयुि6 सवेाh के उपभोग से िववWज:त करना, mेड को रोकना, िडmी को रोकना, रिजOPीकरण का र|करण और �ादिेशक केB� से िनrकािसत करना, गुणागुन के आधार पर �दया जा सकेगा । 18.7 स�बX आवास हॉल के अ>यादेश 17.2 म� िनYद:Z भारसाधक वाड:न को हॉल के �कसी ऐसे िनवासी, जो आवास हॉल के िलए काय:कारी िनदशेक 4ारा अवधाDरत सिjयम7 और मानक7 या अ>यादेश 18.5 म� िविनYद:Z आचार संिहता का अित;मण करता ह,ै के िव[X दिंडत करने या उस पर जुमा:ना अिधरोिपत करन ेया कोई ऐसा अBय उपयु6 उपाय करने क� शि6 होगी । 18.8 �ादिेशक केB� म� अ>ययन पाx;म का पाx;म समBवयक को ऐसी परीIा, िजसम� छाK को अनुिचत साधन7 का �योग करते 8ए पाया गया है, से ऐसे पाx;म म� �वेश �दए गए �कसी छाK को बिहrकृत करने क� शि6 होगी और ऐस ेपाx;म के िलए अनुदशेक या िशIक को ऐसे छाK, जो ऐसे पाx;म क� कIा म� दwु:वहार करने का �यास करता है, के िव[X समुिचत कार:वाई करने क� शि6 होगी । 18.9 �ादिेशक केB�, िजसके अBतग:त उसके आवास हॉल तथा ऐसे केB� से संल� अBय पDरसर भी ह], म� �कसी भी [प म� रैvगंग पूण:तया �ितिषX है और छाK के ऐसे रैvगंग म� कोई संिलJता गंभीर कदाचार के [प म� समझी जाएगी िजसका पDरणाम ऐसे छाK का �ादेिशक केB� स ेिनrकासन होगा । 18.10 काय:कारी िनदशेक छाK अनुशासन सिमित का गठन करेगा और ऐसी सिमित म� Dरपोट: �कए गए अिभकिथत उपापराध का अBवेषण करने क� और कार:वाई के उपयु6 अनु;म क� िसफाDरश करने क� अपनी अिधकाDरता को पDरभािषत करेगा और �ादिेशक केB� का कोई छाK या अ>यापक और काय:कारी िनदशेक या कोई अBय कृ5यकारी ऐसी सिमित को �ादिेशक केB� म� �कसी अ>ययन काय:;म म� �वेश �दए गए �कसी छाK या छाK7 के �कसी समूह 4ारा अ>यादशे 18.5 म� िविनYद:Z आचार संिहता के अित;मण क� Dरपोट: कर सकेगा । 18.11 अनुशासन बनाए रखने तथा ऐसी कार:वाई करने, जो �ादिेशक केB� म� अनुशासन बनाए रखने के िलए उसे समुिचत �तीत हो, स ेस�बिBधत उसक� शि6य7 क� wापकता पर �ितकूल �भाव डाले िबना, काय:कारी िनदशेक को आदेश 4ारा यह िनदशे दनेे क� शि6 भी होगी �क �ादेिशक केB� म� �कसी अ>ययन काय:;म म� �वेश �दए गए �कसी छाK या छाK7 को �कसी िविनYद:Z अविध के िलए िनrकािसत �कया जा सकेगा या Oथायी [प से िनकाला जा सकेगा या किथत अविध के िलए �ादिेशक केB� के, यथा-िOथित, अ>ययन काय:;म या काय:;म7 म� �वेश नह' �दया कर ली ह], को �माणपK िडlलोमा या िडिmयां �दान करेगा । 19.5 अ>यादशे 19.1 म� िनYद:Z �कसी संOथा को �ादिेशक केB� 4ारा इसके शैIिणक काय:;म क� माBयता के िवशेषािधकार म� तब तक �वेश नह' �दया जाएगा, जब तक �क यह - �ादिेशक केB� को संदाय करेगा । 19.13 य�द माBयता�ाJ केB� काय: करना बBद कर दतेा ह ैया �कसी िभj सोसाइटी, Bयास, wिZ या wिZय7 के समूह को �ादिेशक केB� के पूव: अनुमोदन के िबना अंतDरत कर �दया जाता ह ैतो स�बX संOथा को �दान क� गई माBयता wपगत हो जाएगी । 19.14 माBयता�ाJ केB� ऐसी Dरपोट� िववरिणयां और अBय सूचना �ादिेशक केB� को भजेेगा जो माBयता क� शत� को सतत [प से पूरा करने को सुिनि�त करने के िलए बोड: 4ारा आवtयक समझे जाए ं। 19.15 �ादिेशक केB� �5येक माBयता�ाJ केB� का �5येक तीन वष: म� कम से कम एक बार या ऐसे अंतराल7 पर, जो बोड: 4ारा समय-समय पर िविनि�त �कए जाएं, इस िनिमF बोड: 4ारा �ािधकृत सIम wि6य7 क� सिमित 4ारा िनरीIण करवाएगा । 19.16 बोड: �कसी भी समय अपने काय:;म के ऐसे पहलुh पर माBयता�ाJ केB� के िवशेष िनरीIण क� wवOथा कर सकेगा जो वह अपने शैIिणक काय:करण के िलए ससंुगत समझे और बोड: इस स�बBध म� उसको क� गई Dरपोट: के आधार पर तथा माBयता�ाJ केB� के शासी िनकाय को सुनवाई का युि6यु6 अवसर �दए जाने तथा ऐसी और जांच करने, जो वह ठीक समझ,े के प�ात् संOथा को उससे यह अपेIआ करते 8ए ऐस ेिनदेश द ेसकेगा �क वह संOथा के काय:करण Regional Centre for Biotechnology.

PROGRAMME ADVISORY COMMITTEE (REGIONAL CENTRE FOR BIOTECHNOLOGY) ORDINANCES New Delhi, the 15th September, 2017 No. RCB/ORD/2017/01.—In exercise of the powers conferred by clause (f) of sub-section 4 of section 17 read with section 42 of the Regional Centre for Biotechnology Act, 2016 (36 of 2016), the Programme Advisory Committee of the Regional Centre for Biotechnology hereby makes the following Ordinances, namely:- ORDINANCE 1 Short title and commencement

1.1 These Ordinances may be called the Ordinances of the Regional Centre for Biotechnology, 2017.

1.2 They shall come into force on the date of their publication in the Official Gazette.

ORDINANCE 2 Definitions

2.1 In these Ordinances, unless the context otherwise requires,-

(i) “Act” means the Regional Centre for Biotechnology Act, 2016 (36 of 2016);

(ii) “Academic Calendar” means academic calendar illustrating the academic activities such as, timetable for admission, registration, vacations, examinations, and announcement of results;

(iii) “Academic Committee” means Academic Committee of the Regional Centre or its recognised centre responsible for academic and related activities to carry out activities as guided by the Board of Studies;

(iv) “Board” means the Board of Governors constituted under section 14 of the Act;

(v) “Board of Studies” means the Board of Studies of the Regional Centre for Biotechnology referred to in section 21 of the Act;

(vi) “ordinance” means an ordinance of these Ordinances;

(vii) “Programme Advisory Committee” means the Programme Advisory Committee constituted under section 17 of the Act;

(viii) “Recognised Centre” means a centre of higher learning recognised as such under the Statutes;

(ix) “Regional Centre” means the Regional Centre for Biotechnology established under section 3 of the Act;

(x) “Student Advisory Committee” means the committee of faculty members constituted to act as mentor, guide, and supervise a given student of the Regional Centre or its Recognised Centre;

(xi) “Regulations” means Regulations made by authorities of the Regional Centre under section 43 of the Act; and

(xii) “Statutes” means the Statutes framed by the Board under section 41 of the Act.

2.2 Words or expressions used in these Ordinances and not defined, but defined or used in the Act, shall have the respective meaning assigned to them in the Act.

ORDINANCE 3 Academic Committee

3.1 The Regional Centre and its Recognised Centre shall have separate independent Academic Committees for the conduct and management of their academic programmes in accordance with the guidelines issued by the Board of Studies and the recommendations of the Academic Committee shall be placed in the Board of Studies for ratification.

3.2 The composition of the Academic Committee of the Regional Centre shall be as under, namely:-

(i) Dean (Academics) of the Regional Centre….……………………………..…… Chairperson;

(ii) Two senior faculty members from the Regional Centre to be nominated by the Executive Director ………………………………………………………................................. Members;

(iii) One external academician to be nominated by the Chairperson of Board of Studies…..

………………………………………………………………………………………..Member;

(iv) Registrar of the Regional Centre …………………………………………….…. Member; and

(v) Academic Coordinator from the Regional Centre to be nominated by the Executive Director ………………………………………………………………………......... Member-Secretary.

3.3 The composition of the Academic Committee of the Recognised Centre shall be such as provided in the Regional Centre for Biotechnology (Recognition of Institution of Higher Learning within India and conduct of the Academic Programme) Regulations, 2017.

3.4 The term of the nominated members referred to in the ordinance 3.2 shall be three years.

3.5 The powers and functions of the Academic Committee shall be as specified under, namely:-

(i) To exercise general supervision of the conduct and operations of the academic programme of the Regional Centre;

(ii) To prepare academic calendar, advice on student matters, admission criteria, selection methods, and student admission process;

(iii) To frame norms and standards consistent with the Act, Statutes and these Ordinances regarding the academic functions of the Centre, discipline, residence, award of fellowships, studentships, scholarships, medals and prizes, fee concessions, and attendance; and

(iv) to recognise diplomas and degrees of Universities and other institutions and to determine their equivalence.

ORDINANCE 4 Academic Calendar

4.1 There shall be an Academic Calendar for the Regional Centre and the Academic Session shall normally commence from the dates as prescribed by the Academic Committee for each of the programmes.

4.2 The exact dates for important academic events scheduled for the academic sessions shall be specified in the Academic Calendar and in particular, the dates for including release of advertisements, conduct of Dr. Nidhi Sharma Highlight Dr. Nidhi Sharma Highlight Dr. Nidhi Sharma Highlight ¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 23 examinations for admission if any; orientation, registration, late registration, commencement of classes, submission of documents, examination, declaration of examinations results, vacations (where applicable) and such other matters as may be specified in the Academic Calendar.

4.3 The Academic Session referred to in ordinance 4.1 shall normally commence in July every year and each Academic Session shall consist of two regular semesters (Monsoon semester, July-December; and Autumn semester, January-May). Each such semester shall consist of about fifteen working weeks in addition to one week of mid-semester recess and two weeks of examination period and in addition, a summer semester of four to six weeks during the months of June and July may be used for short-term training or workshop or similar other programmes.

4.4 The Academic Calendar for the Regional Centre and Recognised Centre or any change therein during the session shall require the approval of the respective Academic Committee.

4.5 In order to accommodate the international students, some flexibility in the various dates prescribed in the Academic Calendar may be desirable and for such purposes, the Academic Committee may provide necessary relaxations on a case-by-case basis.

ORDINANCE 5 Admission of Students

5.1 The Regional Centre including the Recognised Centre shall admit students for any or all the programmes of study following the provisions of the Act, Ordinances and Regulations. The Regional Centre shall be open to persons of either sex and transgenders of whatever race, caste or class, and no test or condition shall be imposed as to religious belief or profession while admitting the students.

5.2 Without prejudice to the provisions of the Act and Statutes, a student shall be eligible for admission to any course of study in the Regional Centre or its Recognised Centre subject to the condition that he has passed the admissions as per norms and standards approved by the Board of Studies or any national examination prescribed by the Regional Centre as a prerequisite to the specific programme of study.

5.3 All such candidates who satisfy the requisite qualifications may be considered for admission on the basis of academic record and performance of the candidate at the entrance test, viva voce and interview, if any, as may be determined for each programme of study by the Board of Studies.

5.4 The candidates seeking admission to a specific programme of study offered by the Regional Centre or its Recognised Centre shall apply in the prescribed application form (available online or offline or both) within the last date fixed and notified in the advertisement from time to time for such purpose.

5.5 The number of students to be admitted in a particular course of study in the Regional Centre and the last date of admission for such a course may vary each year and shall be fixed by the Academic Committee keeping the logistics issues under consideration.

5.6 The minimum and maximum duration for the programmes offered by the Regional Centre shall be as specified by the Board of Studies.

5.7 No Student shall ordinarily be admitted to more than one programme of the Regional Centre at a time.

5.8 Candidates studying in the final year of their qualifying degree may be considered for provisional admission to a programme subject to the condition that they satisfy all other requirements.

5.9 Every student, admitted provisionally or otherwise to any programme of study of the Regional Centre, shall submit copies of the qualifying degree or provisional certificate and such other documents as may be determined by the Academic Committee and these documents must be submitted by the date as determined by the Academic Committee for such purpose. The admission, provisional or otherwise, of any student who either does not submit the required documents by the stipulated date or fails to meet any other stipulated requirement for admission, may be cancelled.

5.10 If a student who has been admitted to a programme of study is found medically or otherwise unfit, his admission shall be cancelled. Candidate shall be admitted to the programme of the Regional Centre on the basis of the selection criteria specified for the respective programme of study of the Regional Centre or Recognised Centre after paying the prescribed fees.

5.11 All students admitted to the programmes of study of the Regional Centre shall be issued an Identity Card as a bona fide student and such identity card shall be issued by the competent authority of the Regional Centre.

5.12 If at any time, it is discovered that such a student has made a false or incorrect statement or other fraudulent means have been used for securing admission, his or her name shall be removed from the rolls of the Regional Centre.

ORDINANCE 6 Admission of students from abroad

6.1 In pursuance of the provisions to the Act, the Regional Centre shall pursue its objectives and discharge functions in close collaborations with other national, regional and international institutions of the UNESCO member countries and such other institutions in the region meeting the vision and objectives of the Regional Centre.

6.2 The Regional Centre shall admit students from abroad following the norms and standards of the Government of India announced from time to time for such purpose.

6.3 The Government of India schemes for promotion of Indian Education Abroad and as followed by the South Asian University, institutions funded by the Central Government including the Direct Admission of Students Abroad (DASA) scheme of the Ministry of the Government dealing with the human resource development being implemented by the National Institutes of Technology (NITs) or the Indian Institutes of Technology (IITs) in India shall form the basis for the admission of the students referred to in ordinance 6.2.

6.4 The Government of India schemes and programmes such as Scholarships Programme for Diaspora Children (SPDC) may also be followed in the case of students referred to in ordinance 6.2 and admitted in the Regional Centre.

6.5 The Regional Centre may also institute scholarships or fellowships to support the admission of foreign students with such terms and conditions as may be determined by the Board.

ORDINANCE 7 Registration of students for the programmes of study

7.1 Before the commencement of each semester, every student, unless otherwise exempted by the Academic Committee, shall register for the courses to be pursued during that semester on the registration date as specified in the Academic Calendar.

7.2 Each student shall have to sign an undertaking to follow and abide by the code of conduct and academic integrity for the students as determined by the Board of Studies.

7.3 Payment of semester fees, and all other dues outstanding against the name of the student towards the halls of residence or any other recognised organ of the Regional Centre shall ordinarily be a pre-condition for registration under ordinance 7.1.

7.4 For bona fide reasons, students may be permitted to register late in a semester on the date so specified in the Academic Calendar on payment of prescribed late registration fee and approval by the Chairperson of the Academic Committee.

7.5 The registration of any student under ordinance 7.1 may be cancelled or changed during the semester, partly or wholly, according to the norms laid down by the Academic Committee.

7.6 A letter grade shall be awarded in a course to a student in the Regional Centre only if the student is duly registered in the course at the time of the award of the letter grade and there are no dues of any kind against the student.

7.7 The registration of a student under ordinance 7.1 may be cancelled in the following circumstances, namely:-

(a) student resigns from the Regional Centre due to reasons mentioned thereof in the letter;

(b) student is continuously absent or he abstains from the lab or the Regional Centre without any notice for ten working days;

(c) for any other untoward incident or disciplinary proceedings as per the disciplinary norms and standards of the Regional Centre.

8.1 Admission:

8.1.1 The minimum qualification for admission to the Doctor of Philosophy programme in the Regional Centre shall be a Master’s degree from a recognised institution in any area of science and technology, or a Bachelor of Medicine, Bachelor of Surgery degree, or an equivalent degree from a University or institution recognised by the Academic Committee, and the Academic Committee shall fix the minimum qualifying marks for making the application for such course.

8.1.2 In addition to the qualification specified in ordinance 8.1.1, the candidate for admission shall qualify a national level test for pursuing Doctor of Philosophy programme and such test include a doctoral fellowship or admission eligibility test conducted at the national level by the University Grants Commission, or Council for Scientific and Industrial Research, or Indian Council for Medical Research, or Department of Science and Technology, or Department of Biotechnology, or any other Government recognised agency.

8.1.3 The candidates, who possess qualifications specified in ordinance 8.1.1 and qualified the test specified in ordinance 8.1.2 shall be admitted to the Doctor of Philosophy programme after a written test or an interview or both as may be specified by the Academic Committee.

8.1.4 The orders of the Central Government issued from time to time relating to reservations and relaxation shall be followed in the admission to the Doctor of Philosophy programme at the Regional Centre.

8.1.5 The Recognised Centres shall follow a similar admission process that shall be approved by the Board of Studies.

8.1.6 The notification for the admission to the Doctor of Philosophy programme at the Regional Centre shall be widely advertised in the national dailies and website of the Regional Centre.

8.1.7 The Regional Centre shall be open to admit students from other countries for the Doctor of Philosophy programme following the policies and decisions of the Central Government in this regard.

8.2 Nature of Doctor of Philosophy Programme:

8.2.1 The Doctor of Philosophy programme at the Regional Centre shall consist of the following two components, namely:-

(i) course work; and

(ii) research work leading to the submission of a thesis.

8.2.2 The Doctor of Philosophy programme in the Regional Centre shall be for a minimum duration of three years and a maximum of six years, including the course work that normally shall not exceed one academic year or two semesters and the general aim of such course work shall be to acquaint the students with the basic laboratory skills and provide broad based knowledge for pursuing research in the specialised fields.

8.2.3 An individual-specific Student Advisory Committee (SAC) constituted by the Executive Director of the Regional Centre shall provide regular mentoring, supervision and guidance to each Doctor of Philosophy student in the Regional Centre.

8.2.4 The studentship beyond the six-year period referred to in ordinance 8.2.2 may be continued based on the recommendation of the Student Advisory Committee referred to in ordinance 8.2.3 and approval by the Academic Committee, but the duration shall not be extended beyond a period of eight years.

8.3 Student Advisory Committee:

8.3.1 The Regional Centre or the Recognised Centre to which the students are admitted for the Doctor of Philosophy programme shall allot to each student a guide, and if necessary a co-guide, before the start of the thesis research component of the such programme and the Academic Committee shall approve the name of such guide and co-guide, if any.

8.3.2 Accreditation of the guides to supervise Doctor of Philosophy students referred to in ordinance 8.3.1 shall be made by the Board of Studies based on the recommendations of the Academic Coordinator and an Assistant Professor or a faculty of higher rank within the Regional Centre, and a scientist at an equivalent position in the Recognised Centre, shall be eligible to be considered as a Doctor of Philosophy programme guide.

8.3.3 The individual Student Advisory Committee referred to in ordinance 8.2.3, chaired by the guide referred to in ordinance 8.3.1, shall consist of a senior member equivalent to an Associate Professor or higher rank, and one or more external experts.

8.3.4 The individual Student Advisory Committee shall meet at least once in each academic year and submit its report on the progress of the student concerned to the respective Academic Committee.

8.3.5 In case a guide or co-guide referred to in ordinance 8.3.1 proceeds on long leave, resigns, superannuates, ceases to be a faculty member of the Regional Centre or the Recognised Centre, as the case may be, before submission of the thesis, a new guide or a co-guide, as the case may be, shall be appointed, but, if the entire experimental work or analysis relating to the thesis have been completed, a Programme Coordinator may be appointed to complete the left over routine formalities concerning the evaluation of the thesis and the respective Academic Committee may approve such appointment and change.

8.3.5 A student may be allowed to change the guide referred to in ordinance 8.3.1 not more than once, during the first two years of Doctor of Philosophy programme with the approval of the Academic Committee.

8.3.6 The admission of the student may be cancelled by the Academic Committee during the first two years of the Doctor of Philosophy programme on the recommendation of the Student Advisory Committee specified in ordinance 8.3.3 based on the lack of progress as requested by the concerned guide appointed under ordinance

8.3.1 or ordinance 8.3.5, and also after giving due opportunities to the candidate for defending his case.

8.4 Course Work:

8.4.1 The student referred to in ordinance 8.3.1 has to complete a course work as specified by the Board of Studies and wherever necessary, a course or courses may be substituted by one or several term papers on subjects or allied subjects or both, so as to ensure that the basic intent of the course work, that is, to make the student acquire broad-based knowledge, is met.

8.4.2 On an eight-point scale, the student referred to in ordinance 8.3.1 is required to secure a minimum Cumulative Grade Point Average (CGPA) of 6.5 and after the successful completion of the course work referred to in ordinance 8.4.1, the Registrar of the Regional Centre shall issue a grade card to the candidate.

8.5 Thesis Research Work:

8.5.1 The individual Student Advisory Committee specified in ordinance 8.2.3, in its first meeting, shall review and approve the thesis protocol before the start of the research work.

8.5.2 Following the completion of the proposed research work, the individual Student Advisory Committee shall review the thesis synopsis, and if found satisfactory, recommend the submission of the research work as the Doctor of Philosophy thesis.

8.5.3 The Academic Coordinator referred to in ordinance 8.3.2 shall forward the thesis synopsis and a list of six examiners, as recommended by the individual Student Advisory Committee, to the Chairperson of the Board of Studies through the Dean (Academics) of Regional Centre, who shall then shortlist four examiners that may or may not be from the list recommended by the individual Student Advisory Committee, and consent of such examiners shall be sought for their willingness to examine the thesis.

8.5.4 The student referred to in ordinance 8.3.1 shall submit to the Dean (Academics) of the Regional Centre a soft copy of the thesis as well as four hard copies of the thesis within six months of approval of the synopsis by the individual Student Advisory Committee specified in ordinance 8.2.3 and such time limit may be relaxed by the Dean (Academics) of the Regional Centre in deserving cases.

8.5.5 The Registrar of the Regional Centre shall forward the thesis to first two examiners in the list approved by the Chairperson of the Board of Studies and monitor subsequent correspondences with them.

8.5.6 Each report of the examiners referred to in ordinance 8.5.5 shall conclude with specific recommendations that the thesis be –

(i) accepted for the award of PhD degree;

(ii) accepted after revisions; or

(iii) rejected.

8.5.7 The examiners are expected to submit their report within eight weeks of the date of receipt of the thesis and in case of undue delay in receiving the thesis report, the Registrar of the Regional Centre with the approval of the Dean (Academics) of the Regional Centre may approach the person next on the list of examiners to act as an examiner.

8.5.8 In case the thesis of a student referred to in ordinance 8.3.1 is rejected by both the examiners, the registration of the student shall be cancelled.

8.5.9 In case one or both the examiners suggest revisions of the thesis of a student referred to in ordinance 8.3.1, the suggested revisions shall be communicated to the student and, after having been duly revised, the thesis shall be re-sent to the examiner, if so recommended by him, otherwise, the individual Student Advisory Committee specified in ordinance 8.2.3 shall decide about acceptability of the revisions.

8.5.10 In case the thesis referred to in ordinance 8.5.9 is rejected by both the examiners even after revisions are made, the registration of the concerned student shall be cancelled.

8.5.11 If report of only one of the examiners of the thesis referred to in Ordinance 8.5.9 is negative, then, the Dean (Academics) of the Regional Centre may go for the opinion of the third examiner.

8.5.12 If the third examiner appointed under ordinance 8.5.11, also declares that the thesis is not acceptable for award of the degree of the Doctor of Philosophy, the registration of the concerned student shall be cancelled.

8.5.13 In case the thesis of the student referred to in ordinance 8.3.1 is recommended for award of the degree of the Doctor of Philosophy, the student shall be examined by the viva voce examination board comprising of the thesis guide and one of the thesis evaluators, as decided by the Chairperson of the Board of Studies and if such examination board is satisfied with the performance of the student, it shall sign its report recommending the award of the degree of Doctor of Philosophy to the student.

8.5.14 If the examination board is not satisfied with the performance of the student, it shall fix another date, which shall not be earlier than a month after, and not later than six months from the date of the first viva voce examination and if the performance of the student is unsatisfactory even in the second viva voce examination, the matter shall be referred to the Board of Studies for a decision.

8.5.15 The report of the viva voce examination board referred to in ordinance 8.5.13 signed by the members must reach the office of Dean (Academics) of the Regional Centre through Academic Coordinator for the award of the degree.

8.5.16 The Board shall approve the award of the degree of Doctor of Philosophy to a student referred to in the ordinance 8.3.1 based on the recommendation of the Board of Studies.

8.5.17 The Executive Director may issue a provisional Doctor of Philosophy degree certificate to the concerned student based on the report of the viva voce examination board referred to in ordinance 8.5.13 and the recommendation of the Dean (Academics) of the Regional Centre.

8.5.18 A student referred to in ordinance 8.3.1 making an early exit from the programme may be given a certificate of credits earned for the courses completed by the Registrar of the Regional Centre.

ORDINANCE 9 Doctor of Philosophy (Integrated) Degree Programme

9.1 Admission:

9.1.1 Minimum qualification for admission to Doctor of Philosophy (Integrated) Programme in the Regional Centre shall be Bachelor’s degree in Science or Engineering or Medicine or an equivalent degree.

9.1.2 The Academic Committee shall fix the minimum qualifying marks for making the application for such admission.

9.1.3 Admission of the applicants to the Doctor of Philosophy (Integrated) Programme in the Regional Centre shall be by written test or interview or both as approved by the Board of Studies.

9.1.4 Orders of the Central Government issued from time to time, relating to reservations and relaxation shall be followed in the Regional Centre for admission to the Doctor of Philosophy (Integrated) Programme.

9.1.5 The Recognised Centres shall follow a similar admission process as for the Regional Centre that shall be approved by the Board of Studies.

9.1.6 Notification made by the Registrar of Regional Centre for the admission to the Doctor of Philosophy (Integrated) Programme shall be widely advertised in the national dailies and website of the Regional Centre.

9.1.7 The Regional Centre is open to admit students from other countries for the Doctor of Philosophy (Integrated) Programme following the norms and standards of the Central Government in this regard.

9.2 Nature of Doctor of Philosophy (Integrated) Programme:

9.2.1 The Doctor of Philosophy (Integrated) Programme in the Regional Centre shall consist of two components, namely:-

(i) course work and a Master’s dissertation (in case the exit option is exercised or recommended);

(ii) research work leading to the submission of a doctoral thesis.

9.2.2 The duration of the Doctor of Philosophy (Integrated) Programme referred to in this ordinance shall be a minimum of five years and maximum of seven years including the course work, and the general aim of such course work shall be to acquaint the students with basic laboratory skills and provide broad based knowledge of biotechnology for pursuing research in specialised fields.

9.2.3 An individual-specific Student Advisory Committee (SAC) constituted under ordinance 8.2.3 shall provide regular mentoring, supervision and guidance to each student admitted to the Doctor of Philosophy (Integrated) Programme in the Regional Centre.

9.2.4 The studentship beyond the seven-year period may be continued based on the recommendation of the individual-specific Student Advisory Committee referred to in ordinance 9.2.3 and approval by the Academic Committee, but the duration shall not be extended beyond a period of eight years.

9.2.5 The student admitted to the Doctor of Philosophy (Integrated) Programme in the Regional Centre has to complete a course work as specified by the Board of Studies.

9.2.6 On an eight-point scale, the student referred to in ordinance 9.2.5 is required to secure a minimum Cumulative Grade Point Average (CGPA) of 6.5 in the course work referred to in ordinance 9.2.5.

9.2.7 The student referred to in ordinance 9.2.5 shall carry out thesis research work under the supervision of a guide appointed by the Executive Director and the progress shall be monitored by the individual-specific Student Advisory Committee at least once in every year.

9.2.8 The student referred to in ordinance 9.2.5 shall make a presentation of the progress to the individual-specific Student Advisory Committee referred to in ordinance 9.2.3 one month before completing the first-year research.

9.2.9 The individual-specific Student Advisory Committee will evaluate the progress and the aptitude of such student for research and accordingly, the individual-specific Student Advisory Committee referred to in ordinance 9.2.3 shall recommend the continuation of the studentship and research work towards doctoral thesis, or submission of the work carried out by the student as the Master’s dissertation.

9.2.10 The student referred to in ordinance 9.2.5 may also exercise the option to drop out of the Doctor of Philosophy (Integrated) Programme with the Master’s degree after earning the stipulated credits from the course work and dissertation.

9.2.11 The Master’s dissertation work report shall be examined by the individual-specific Student Advisory Committee referred to in ordinance 9.2.3 through a presentation by the student referred to in ordinance 9.2.5 and viva voce examination and if satisfactory, the individual-specific Student Advisory Committee referred to in ordinance 9.2.3 shall issue a certificate to that effect.

9.2.12 After successful completion of the course work and Master’s dissertation, the Registrar of the Regional Centre shall issue a grade card to the student referred to in ordinance 9.2.5 and those students who score Cumulative Grade Point Average equal to and above a minimum specified by the Board of Studies shall be awarded a Master of Science degree.

9.2.13 The decision on whether a student referred to in ordinance 9.2.5 shall be allowed a second and last attempt, in the event of failing to secure the necessary grades at the first try, shall be taken by the Academic Committee based on the recommendations of the individual-specific Student Advisory Committee.

9.2.14 A student referred to in ordinance 9.2.5 making an early exit from the Doctor of Philosophy (Integrated) Programme may be given a certificate of credits earned for the courses completed by the Registrar of the Regional Centre.

ORDINANCE 10 Master of Science Degree Programme

10.1 Admission:

10.1.1 Minimum qualification for admission to Master of Science Programme in the Regional Centre shall be the Bachelor’s degree in Science or Engineering or Medicine or an equivalent degree and the Academic Committee shall approve the minimum qualifying marks for making the application for such admission.

10.1.2 Admission of the applicants to the Master of Science programme in the Regional Centre shall be by interview or written test or both as approved by the Board of Studies.

10.1.3 Orders of the Central Government issued from time to time relating to reservations and relaxation shall be followed in respect of the admission to Master of Science programme in the Regional Centre.

10.1.4 The Recognised Centres shall follow a similar admission process to the Regional Centre that shall be approved by the Board of Studies.

10.1.5 Notification by the Registrar of the Regional Centre for the admission to the Master of Science programme shall be widely advertised in the national dailies and website of the Regional Centre.

10.1.6 The Regional Centre is open to admit students from other countries for the Master of Science programme following the norms and standards of the Central Government in this regard.

10.2.1 The Master of Science programme in the Regional Centre and Recognised Centres shall consist of the following two components, namely:-

(i) course work; and

(ii) a Master’s thesis.

10.2.2 The duration of the Master of Science programme in the Regional Centre and Recognised Centre shall be two years normally including the course work and the general aim of the course work shall be to acquaint the students with basic laboratory skills and provide broad based knowledge in the field of the biotechnology.

10.2.3 An individual-specific Student Advisory Committee (SAC) constituted by the Executive Director shall provide regular mentoring, supervision and guidance to each student admitted to the Master of Science programme in the Regional Centre.

10.2.4 The studentship beyond the two-year period referred to in ordinance 10.2.2 may be continued based on the recommendation of the individual-specific Student Advisory Committee and approval by the Academic Committee, but such the duration shall not be extended beyond a period of three years.

10.2.5 The students admitted to Master of Science programme in the Regional Centre or Recognised Centre have to complete a course work as specified by the Board of Studies.

10.2.6 On an eight-point scale, the student admitted to Master of Science programme in the Regional Centre or Recognised Centre is required to secure a minimum Cumulative Grade Point Average (CGPA) of 6.5 in the course work as specified by the Board of Studies.

10.2.7 The dissertation work can be carried out by the student admitted to Master of Science programme in the Regional Centre or Recognised Centre or a collaborating biotech industry partner.

10.2.8 The report of the dissertation referred to in ordinance 10.2.7 shall be examined by the individual-specific Student Advisory Committee through a presentation by the concerned student and viva voce examination and if satisfactory, the individual-specific Student Advisory Committee shall issue a certificate to that effect.

10.2.9 After the successful completion of the course work referred to in ordinance 10.2.5 and dissertation work referred to in ordinance 10.2.7, the Registrar of the Regional Centre shall issue a grade card to the concerned student.

10.2.10 Those students admitted to Master of Science programme in Regional Centre or Recognised Centre who score marks or grades equal to or above a minimum specified by the Board of Studies shall be declared as having completed the course requirements successfully and shall be awarded a Master of Science degree in Biotechnology.

10.2.11 The decision on whether a student admitted to Master of Science programme in Regional Centre or Recognised Centre shall be allowed a second and last attempt, in the event of failing to secure the necessary grades at the first try, shall be taken by the Academic Committee based on the recommendation of the individual-specific Student Advisory Committee referred to in ordinance 10.2.3.

10.2.12 A student admitted to Master of Science programme in the Regional Centre or Recognised Centre making an early exit from the programme may be given a certificate of credits earned for the courses completed by the Registrar.

ORDINANCE 11 Post Graduate Diploma Programme

11.1 Admission:

11.1.1 Minimum qualification for admission to the Post Graduate Diploma (PGD) in the Regional Centre shall be a Bachelor’s degree in Science or Engineering or Medicine or an equivalent degree with the minimum marks as fixed by the Academic Committee.

11.1.2 The selection of students for admission to the Post Graduate Diploma programme in the Regional Centre shall be through a written test or interview or both as decided by the Board of Studies.

11.1.3 Orders of the Central Government issued from time to time relating to reservations and relaxation shall be followed in the admission to the Post Graduate Diploma programme in the Regional Centre.

11.1.4 Notification by the Registrar of the Regional Centre for the admission to the Post Graduate Diploma programme shall be widely advertised in the national dailies and website of the Regional Centre.

11.1.5 The Regional Centre is open to admit students from other countries for the Post Graduate Diploma programme following the norms and standards of the Central Government in this regard.

11.2 Nature of Post Graduate Diploma Programme:

11.2.1 The Post Graduate Diploma programme shall be of one academic year duration and in case any repeat of course work or re-examination is required, it shall be completed in no more than two years from the date of admission of the student to the programme of study.

11.2.2 The Post Graduate Diploma programme in the Regional Centre shall comprise of course work, and work experience or internship as approved by the Board of Studies and such work experience can be gained at the Regional Centre or a Recognised Centre, or an industry partner.

11.2.3 The syllabus for the Post Graduate Diploma programme in the Regional Centre shall be as approved by the Board of Studies.

11.3 Award of Diploma:

11.3.1 On an eight-point scale, the student admitted to the Post Graduate Diploma programme in the Regional Centre is required to secure a minimum Cumulative Grade Point Average (CGPA) of 6.0 in the course work.

11.3.2 The examination result of all the students admitted to the Post Graduate Diploma programme in the Regional Centre shall be communicated to the Dean (Academics) of the Regional Centre by the Academic Coordinator and the successful candidates shall be awarded a Post-Graduate Diploma approved by the Board on the recommendation of the Board of Studies.
