Section 106: Power to relax

Where the Controller is of the opinion that it is necessary or Page 44 of 66 expedient so to do, he may, by order, for reasons to be recorded in writing, relax any of the qualifications specified in sub-rule (2) of rule 103 with respect to any person, if such person is otherwise well qualified.
