1. (1) These rules may be called the Post Office Savings Bank General (Amendment) Rules, 2003.
(2) They shall come into force on the date of their publication in Official Gazette.
2. In the Post Office Savings Bank General Rules, 1981, •
(i) rule 3 shall be re-numbered as sub-rule (1);
(u) after sub-rule (1) as so re-numbered, the following sub-rule shall be inserted, namely:· "(2) Non-Resident Indians (NR!s) are not eligible to open an account in a Post Office Savings Bank:
Provided that if a resident who opened an account in any Post Office Savings Bank, subsequently becomes Non-Resident Indian during the currency of maturity period, may continue such account till its maturity on a Non-Repatriation Basis".

2. In the Post Office Time Deposit Rules, 1981,·
(a) in rule 5, in sub-rule (1), for the words "fifty rupees" the words "two hundrea rupees" shall be substituted;
(b) rule 7 shall be re-numbered as rule 7(1) thereof and after rule 7(1) as so re numbered the following sub-rule shall be inserted, namely :-
(2) "Where the interest contains part of a rupee and if such part is fifty paise or more, it shall be rounded off to one complete rupee, and if such part is less than fifty parse, it shall be ignored".

1. (1) These rules may be called the National Savings Certificates (VIII Issue) (Second Amendment) Rules, 2003.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the National Savings Certificates (VIII Issue), 1989,
(i) in rule 15, after sub-rule (5), the following sub-rule shall be inserted, namely:- " (6) The amount payable at the time of encashment on maturity may be rounded off to the nearest multiple of one rupee and for this purpose any amount of 50 paise or more shall be treated as one rupee and any amountless than 50 paise shall be ignored.".
(ii) in rule 16, after sub-rule (4), the following sub-rule shall be inserted, namely:- " (5) The amount payable at the time of premature encashment may be rounded off to the nearest multiple of one rupee and for this purpose any amount of 50 paise or more shall be treated as one rupee and any amount less than 50 paise shall be ignored.".

hereby makes the folloWing rules further to amend the National Savings Certificates (VIII Issue) Rules, 1989, namely: -
1. (1) These rules may be called the National Savings Certificates (VIII Issue) (Third Amendment) Rules, 2003.
(2) They sha II come into force on the date of their publication in the Official Gazette.
2. In the National Savings Certificates (VIII Issue), 1989, in rule 4, after sub-rule
(2), the following sub-rule shall be inserted, namely: - "(3) Non-Resident Indians (NRis) are not eligible to purchase the National Savings Certificates:
Provided that if a resident who subsequently becomes NRI during the currency of maturity period, shall be allowed to avail the benefits of the certificates on maturity on a non-repatriation basis."
