1. Short title and commencement:

(1) These regulations may be called the Prasar Bharati (Broadcasting Corporation of India) Director General (Akashvani) and Director General (Doordarshan) (Recruitment) Regulations, 2001.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions : In these regulations, unless the context otherwise requires ;

(a) "Act" means the Prasar Bharati (Broadcasting Corporation of India) Act, 1990 (25 of 1990);

(b) "Schedule" means the Schedule to these regulations; and

(c) words and expressions used herein and not defined in these regulations, but defined in the Act, shall have the meanings respectively assigned to them in the Act.

3. Number of posts and scale of pay : The number of posts and their scales of pay shall be as specified in columns 2 and 3 of the Schedule annexed to these regulations.

4. Method of Selection, age limit, qualifications etc : Method of selection, age limit for short term contract, educational and other qualifications required for direct recruitment on short term contract appointment, period of probation, method of recruitment and experience required in case of short term contract/transfer on deputation shall be as specified in columns 4 to 10 of the Schedule aforesaid.

5. Appointing Authority : The appointment to the posts specified in column 1 of the Schedule shall be made by the Corporation, after consultation with the Recruitment Board established under sub-section (1) of section 10 of the Act.

6. Conditions of Service : The conditions of service of the officers appointed to the posts specified in column 1 of the Schedule aforesaid, in respect of matters for which no provision is made in these regulations, shall be the same as provided in the Prasar Bharati (Broadcasting Corporation of India) (Conditions of Service) Regulations 2001.

7. Disqualification : No person ;

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Corporation may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt with prior approval of the Central Government any person from the operation of these regulations.

8 Power to relax : Where the Corporation is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these regulations for any person or category of persons with the prior approval of the Central Government.

9. Interpretation : If any question relating to interpretation of these regulations arises, it shall be decided by the Corporation in consultation with the Central Government.

Note:

(1) Officers of the Senior Administrative Grade of Broadcasting (Programme) service with three years regular service in the grade shall also be considered alongwith If a Departmental promotion Committee exists, what is its composition 1!

The appointment shall be made in consultation with the Recruitment Board.

(ii)Work experience of minimum twenty five years of which at least fifteen years should have been in senior executive position in an Organisation dealing in Media s or Mass Communication or Public Administration with proven and j outstanding track record in top managerial position.

communications, arts and culture, education - applicants for appointment on deputation terms and in case any of them is selected, the post shall be deemed to have been filled in by promotion.

(2) For the purpose of promotion, eligibility list of Senior Administrative Grade Officers belonging to programme Management cadre of Akashvani, Programme Production cadre of Akashvani, Programme Management cadre of Doordarshan and Programme Production cadre of Doordarshan of Broadcasting (Programme) Service shall be prepared on the basis of their date of appointment on regular basis subject to the condition that the inter-se-seniority in their respective cadres shall be maintained In case there are more than one officer appointed on the same date, their placement in the eligibility lists will be determined according to their date of birth, on the principle of "Older the Senior"

(3) The crucial date for determining the eligibility of officers for promotion shall be Is1 January- of the preceding year of vacancy(ies)

(4) Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their 13 etc. relevant to the post.
